HomeMy Public PortalAboutMemo to City Council RE Noise & Ordiance ChangesOctober 26  October 28, 2009 TO: City Council FROM: John Anderson Airport Manager SBUJECT: Airport Ordinance Changes Changes to Title 8, Chapter 16 Airport Regulations follow an underline for new material, and strike through for deleted material format. The changes follow the recommendations of the “Voluntary Noise Abatement Program” which was forwarded to City Council by AAC for adoption. FAA has also reviewed this program. 8.16.1: Airport Rules-General: New paragraph (F) is added Landing and Takeoff Rules are voluntary, but pilots are highly encouraged to follow these rules to improve safety, reduce noise and congestion, and enhance the aviation community’s relations with the surrounding community. 8-16-2 Ground Rules Paragraph (A) adds a second paragraph Auxiliary Power Units (APUs) are not to be started until thirty (30) minutes prior to planned takeoff time. This rule is mandatory for operators to follow. Once turned off, an APU may not be restarted for one (1) hour. Paragraph (F) Adds a second sentence, Ground vehicles shall carry a radio equipped to transmit and receive on 122.8 MHz the Common Traffic Advisory Frequency (CTAF), shall announce their intentions prior to entering the runway environment, and shall monitor CTAF continuously while within the runway environment. 8-16-3 Taxiing Rules: Paragraph (D) Adds two sentences to more closely define where aircraft engine run-ups should be performed. Run-ups on the north ramp should be done with aircraft facing north, wind permitting. Do not operate at high RPM and high power settings at low altitude unless required for safe operation. Paragraph (E) VFR straight-in landings are changed from prohibited. to permitted, traffic permitting.
