November 2, 1959
A regular meeting of the Board of Trustees or the Village of McCall,
Valley County, Idaho was held on the above date and the following
business transacted.

Fogg moved that Burnside be nominated acting chairman which motion was
seconded by Fortin and declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
John Carrico, who was present, reported on the survey made in his
subdivision and the ground he proposed to trade to the Village of McCall.
The possibilities of trading on a foot by foot basis and the different
areas were discussed. Carrico would meet with the Board at later
date on the final trade.
Burnside reported on the old caddy house building at the Golf Course
and stated that Don Coski had offered to haul away the building for the
building. Following discussion on the possible uses of the old caddy
house building, Fogg moved to approve giving Coski the building if he
would haul it away. The motion was seconded by Fortin and declared
carried unanimously.
Fogg reported on the Harry Bean water outside the Village limits and
there followed discussion on a line from the Childerrs property to the
airport. Fogg stated he would contact the owners of the adjacent property.
Ackaret briefly reported on the dump road and the need for gravel.
Regarding the construction of the private hangers at the airport, Fogg
briefly reported on the steel girder supply and suggested that after the
completion of Brown's hangers the Village check on the actual cost prior
to any stock piling.
The sewer installation at the Golf Course was briefly discussed and the
difficulty in fall and the deep drain field were noted.
The missing park bench at the Westcott Oil Company Beach was reported to
the Village Board.
Leonard Ackaret reported on the two-inch selvage pipe from the Reedy Lane
wafer construction and the possibility of a trade to the Ben Lomen
Corporation for culvert.

Following the reading of the bills, Fortin moved the bills be approved
and ordered paid, which motion was seconded by Fogg and declared carried
unanimously.
The water tank was briefly discussed and the need was seen for additional
and new tanks should the growth of the Village continue.

RECORD OF PROCEEDINGS
There followed a brief discussion on the proposed addition to the McCall
Memorial Hospital, following which Burnside moved that Arthur M. Roberts,
Chairman of the Board of Trustees be appointed by the Board of Trustees
to act as its Agent and be authorized to negotiate with the State Board
of Health for Hill -Burton Funds on the proposed addition to the McCall
Memorial Hospital. The motion was seconded by Fogg and declared carried
unanimously.
No further business coming before the Board, the -meeting 'wa.s declare¢•'
recessed until the call of the Chair.

Fortin moved the meeting of November 2, 1959 be adjourned which motion
was seconded by Ru,ark and declared carried unanimously.
The minutes of the previous meeting were read and approved as read.
The stage of completion of the new caddy house at the golf course was
briefly discussed and the clerk was instructed to make a note in the
minutes to have Burnside report on the building at the next meeting.
The missing park bench which had been previously reported to the Board
was found by Gibbs on the lake shore.
Fogg reported on the hanger construction at the airport. Bill Harris
was yet to complete the survey on the j rade of ground with the Gem
State Telephone Company and the description of the hanger property. He
reported on the type of construction using 111/2 beams per un 6 Following
an investigation with the mechanics regarding the beams, �s stated he
had ordered eleven more beams which would provide fourteen ddditional
hangers.
A brief report was made by the clerk on the proposed hospital addition
and a full report would be made by Roberts at the next meeting.
Ackarett reported he had contacted the county for gravel on the new dump
road.
Ruark reported he had contacted the Idaho Power Company and the Christmas
tree lights would be on later in the week of December 7.
Regarding the adding of fluorine to the Village water supply, Fogg suggested
that Ackarett be prepared to make a report on a fluorinator for the next

meeting so the possibility of purchasing a new one could be considered
for the next budget. The Village water tank was also discussed and the
possibility of an engineer estimating the life or use left in the tank
was proposed.
Fogg reported that Harry Bean had contacted him on the water at the
Gem State Telephone Company warehouse adjacent to the airport and Ackarett
stated that for a 4 inch cast-iron pipe, the cost would be approximately
$2.40 per foot. Fogg stated he would contact the adjacent property owners.
John Carrico, who was present, explained in detail his proposed trade
for Village ground and his survey by Carl Swanson was studied by the Board.
Following discussion of the survey, Fortin moved that Spence be instructed
to draw up the exchange agreement with Carrico for the trade of ground on
a foot by foot basis as agreed upon, with sufficient allowance made for
Village streets. The motion was seconded by Ruark and declared carried
unanimously. Carrico further stated the CCC's had built a spur of a road
on his property and he would like to see the road completed through the
subdivision.
Blake requested permission to build a shed around the oil barrels to
prevent the theft of oil at the jail. Blake was instructed to work with
Ackaret on a method of locking the barrels to prevent any theft of oil.
Regarding a cess pool on the Wagner property, Spence read a letter from
Wagner requesting an extension of time until spring as he was not aware
of the septic tank.
Due to the snow conditions and temperature Ruark moved to grant the
extension to July 1, 1960, and then make compliance with the ordinance
manditory.
Spence read a letter from the Vestcott Oil Company regarding $410.07 in
taxes levied on the Westcott property purchased by the Village of McCall
for 1959, and the liability of the Village under the purchase agreement
was discussed. Ruark moved that the mater be tabled until a full Board
was present, which motion was seconded by Fortin and declared carried
unanimously.
Spence read a letter from Ronald Hamilton regarding the golf course
ground stating his terms for trade. Spence was instructed to re -contact
Ronald Hamilton on the original terms.
Spence reported that he had been contacted regarding the collection of
delinquent accounts at the hospital and informed the Board that should he
work for the hospital it would not be as a Village attorney, but as an
individual.
Ackaret reported on the leak in the wooden line behind Pali Hayes's house
and the possibility of including in the budget funds to replace the line.
The recent water shut-off in the Village was discussed and the possible
methods of notification to the people in the event of a future shut-off
were discussed.

Fortin moved the licenses by approved and issued, which motion was
seconded by Ruark and declared carried unanimously.
Regarding the previous bill for Alexander's glasses which were broken
while on duty, the clerk read the itemized bill from Dr. Vial in the
amount of $49.50. Ruark moved the Village of McCall pay for the lenses
only as previously agreed, which motion was seconded by Fortin and
declared carried unanimously.
The Thompson-Wooley addition to the Village of McCall and the proposed
plat were studied by the Board. Forted moved to accept the dedication
of the Thompson-Wooley addition to McCall, which motion was seconded_. by
Ruark and declared carried unanimously. Ruark moved that proposed
Ordinance #213 extending the Village limits to included the whole of the
Thompson-Wooley addition be approved. Fortin moved the rules be
suspended for the passage of the proposed Ordinance #213. The motion to
suspended the rules was seconded by Ruark and declared carried unanimously.
Fortin seconded Ruarks motion moving the adoption of proposed Ordinance
#213 which motion was declared carried unanimously.
