Mayor Vandernail called the meeting to order at 6:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tern Eileen Waldow; Trustees; Andy
Miller, Brian Cerkvenik, Katie Soles, Parnell Quinn and Ryan Barwick
2. Approval of Agenda:
Trustee Barwick moved, and Trustee Soles seconded the motion to approve the
amended agenda moving the budget hearing after discussion and possible action items.
Motion carried: 7-0.
3. Executive Session:
To discuss the purchase, acquisition, lease, transfer, or sale of real, personal, or other
property interest under C.R.S. Section 24-6-402(4)(a). Fraser Deed Restriction Program.
Including Town Manager Jeff Durbin and Finance Manager Beth Williams
Trustee Quinn moved, and Trustee Barwick seconded the motion to open the Executive
Session. Trustee Soles recused herself. Motion carried: 7-0.
Trustee Barwick moved, and Trustee Quinn seconded the motion to close the Executive
Session. Motion carried: 7-0.
4. Consent Agenda:
a) Minutes November 4, 2020
No action taken.
5. Discussion And Possible Action Regarding:
a) Resolution 2020-11-03 Issuance of Default Under Annexation Agreement

Trustee Soles moved, and Trustee Waldow seconded the motion to approve Resolution
2020-11-03 Issuance of Default Under Annexation Agreement Rendezvous East
Mountain. Motion carried: 7-0.
b) Resolution 2020-11-04 Issuance of Default Under Annexation Agreement
Rendezvous West Mountain
Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2020-11-04 Issuance of Default Under Annexation Agreement Rendezvous West
Mountain Motion carried: 7-0
c) Resolution 2020-11-05 Discovery Lane Access Easement
Trustee Quinn moved, and Trustee Barwick seconded the motion to approve Resolution
2020-11-05 Discovery Lane Access Easement. Motion carried: 7-0
d) Interim Town Manager Recruitment
Trustee Miller moved, and Trustee Barwick seconded the motion to move ahead with
the recommendation per Jon Stavney of Northwest Council of City Governments: The
announcement will be on November 19 with a deadline of November 30 to apply.
December 2 all candidates will be reviewed by the board and staff committee to narrow
the candidates that will be interviewed on December 9. Motion carried: 7-0.
6. Public Hearing And Possible Action:
a) Budget Hearing
The Town Manager Jeff Durbin Finance Manager Beth Williams presented the 2021
preliminary budget. The budget committee consists of Ryan Barwick, Brian Cerkvenik
and Parnell Quinn.
Trustee Waldow moved, and Trustee Miller seconded the motion to remove Mill
Apartment Service Fee Reduction Request from the Budget hearing and have the staff
bring additional information back to the December 2 meeting as a discussion item on the
agenda. Motion carried:4-3, Nay Barwick, Cerkvenik and Quinn.
Public comment was taken. The Budget Hearing is continued to December 2, 2020.
7. Open Forum:
Clark Lipscomb: Asked if the town would like to be the holder of the conservation
easement(s) for Grand Park? This will be a discussion item on a future agenda.
8. Updates:
Durbin: Public Health is updating the COVID testing program.
Miller: Look at the town code regarding livestock regulations. Discuss moving Open
Forum to the beginning of the meetings. Soles recommended leaving this at the end of
the meeting and mentioned that on the agenda it states " to request time on the agenda
contact the town clerk"

9. Adjourn:
Trustee Quinn moved, and Trustee Miller seconded the motion to adjourn. Motion
carried: -0. Meeting adjourned at 9:25 p.m.
