Mayor Vandernail called the meeting to order at 4:40 p.m.

3. Executive Session:
For the purpose of determining positions relative to matters that may be subject to
negotiations, developing strategy for negotiations, and/or instructing negotiators, under
C.R.S. Section 24-6-402(4)(e). Interim Town Manager To include Town Clerk Antoinette
McVeigh and Finance Manager Beth Williams
Trustee Barwick moved, and Trustee Soles seconded the motion to open the Executive
Session. Motion carried: 7-0.
Trustee Soles moved, and Trustee Quinn seconded the motion to close the Executive
Session. Motion carried: 7-0.

Trustee Miller moved, and Trustee Quinn seconded the motion to approve the consent
agenda. Motion carried: 7-0.
5. Discussion And Possible Action Regarding:
a) Apartments And/Or Deed Restricted Housing - Service Fees
Town Planner Catherine Trotter; Marketing, Finance Manager, Beth Williams, Assistant
Town Manager Michael Brack and Waterwaste Water Superintended, Adam Cwiklin
presented to the Board.
Trustee Miller moved, and Trustee Waldow seconded the motion to fully support the Mill
Avenue Project and continue to discuss how to close the funding gap but the funds must
come from a different source rather than the water wastewater fund enterprise fund.
The motion was amended to state the Town of Fraser fully supports employee housing,
Mill Ave but it cannot be subsidized from the waterwaste water fund. Motion carried 4-
3, Nay Quinn, Barwick and Cerkvenik.
6. Public Hearing And Possible Action:
a) Fishers Fraser Bar LLC
Mayor Vandernail opened the public hearing. Antoinette McVeigh, Town Clerk presented
to the Board. Proof of publication was provided in the packet.
Applicants, Kathleen Fisher and Edward Fisher presented to the Board. No public
comment was taken.
Trustee Soles moved, and Trustee Waldow seconded the motion to close the public
hearing. Motion carried 7-0.
Trustee Miller moved, and Trustee Quinn seconded the motion to approve Resolution
2020-12-15 Fishers Fraser Bar LLC Dba Fishers Bar. Motion carried: 7-0.
b) Budget Hearing

Each Fund
bii) Resolution 2020-12-09 Levying Property Taxes

Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2020-12-08 Summarizing Revenues And Expenditures For Each Fund, Resolution 2020-
12-09 Levying Property Taxes and Resolution 2020-12-10 Appropriating Sums Of
Money To Various Funds And Agencies. Motion carried: 7-0
