MINUTES

MEETING: Planning Commission Regular Meeting

PRESENT
Commission: Commissioners: Chair Jean Wolter, Katie Soles, Margaret Bowles, Philip
Vandernail, Parnell Quinn, Bob Gnuse and Sam Brewer
Staff: Town Planner, Catherine Trotter; Town Clerk, Antoinette McVeigh
Others: Chris Hillison; Fraser River Apartments Proposal, Mara Walsh and Martin
Chair Jean Wolter called the meeting to order at 6:30 p.m.
1. Roll Call: Chair Jean Wolter, Katie Soles, Margaret Bowles, Philip Vandernail, Parnell
Quinn, Bob Gnuse and Sam Brewer
2. Approval of Agenda:
Commissioner Soles moved, and Commissioner Vandernail seconded the motion to
approve the agenda. Motion carried: 7-0.
3. Consent Agenda:
a. Minutes July 22, 2020
Commissioner Vandernail moved, and Commissioner Brewer seconded the motion to
approve the Minutes from July 22, 2020. Motion carried: 7-0.
4. Discussion and Possible Action Regarding:
a. Hillison Fence Proposal - 120 Railroad Ave
Chris Hillison presented to the Commission. He stated that the survey of 120 Railroad
Avenue has not been completed. Until he receives the survey, he cannot move forward
with constructing a fence around the property. He is hopeful to receive a business
enhancement grant to help pay for the cost of the fence, however; at this time the town
is not granting any of these funds.
The commission agreed to the following terms:
1. The allowance of 20 cars in the lot until the fence is built.
2. Chris will return to the Commission at the next meeting with his site plan and
renderings of the fence. The Commission will allow the fence to be built in 2021 as
early as possible.
3. No stacking of vehicles.
4. The fence will be eight feet tall.
5. The gates on the fence will be closed at all times unless vehicles are being
maneuvered in or out of parking area.

6. Ongoing maintenance of the fence will be required.
7. The only vehicles parked outside of the fence are to be removed within 48 hours.
These cars are being removed by other parties that do not have access inside the
fence. Maximum number of vehicles parked outside fence is 3.
b. Safeway-Fraser Market Place Lot 4 - Fraser River Apartments Proposal
Commissioner Brewer moved, and Commissioner Vandernail seconded the motion to
have staff draft a letter of support for the Safeway-Fraser Market Place Lot 4 - Fraser
River Apartments Proposal as the Planning Commission is the approving entity for a
major site plan. The Chair will sign the letter. Motion carried: 5-0-2, Abstained-Bowles
and Quinn

6. Open Forum:
Bowles: Will the clock tower have a mural painted on it? Verizon owns the clock tower
therefore the town cannot paint a mural on it.
Quinn: Wants to discuss traffic flows with in town. He will speak directly to the Public
Works Director, Russell Pennington.

Commissioner Soles moved, and Commissioner Bowles seconded the motion to
adjourn. Motion carried: 7-0. Meeting adjourned at 7:45 p.m.
