ORDER FOR LOCATION FOR CONDUITS AND MANHOLES
Town of Watertown
WHEREAS, NSTAR ELECTRIC COMPANY has petitioned for permission to construct a line for the
tranmission of electricity for lighting, heating or power under the public way or ways of the Town
thereinafter specified, and notice has been given and a hearing held on said petition as provided by
law.
It is ORDERED that NSTAR ELECTRIC COMPANY be and hereby is granted permission to construct
and a location for, such a line of conduits and manholes with the necessary wires and cables therein
under the following public way or ways of said Town:
Garfield Street — Westerly Q pole 57/12 approximately 105't feet north of Brigham Street
a distance of about 8't feet - conduit

All construction work under this Order shall be in accordance with the following conditions:
1. Conduits and manholes shall be located as shown on the plan made by a. Debenedictis, Dated
March 10, 2011 on the file with said petition,
2. Said Company shall comply with the requirements of existing by-laws and such as may hereafter
be adopted governing the construction and maintenance of conduits and manholes.
3. All work shall be done to the satisfaction of the Town Council or such officer or officers as it may
appoint to supervise the work.

Councilor At Large Watertown Town Hall Associates, the Town Manager agreed through a Side Letter of
Agreement dated April 29, 2002 to provide for a trial period of modified Summer Hours

District A Councilor Building hours for the months of July and August 2002, with the adoption of Ordinance
Cecilia Lenk, #2002-30, and the months of July and August 2003, with the adoption of Ordinance #

Now Therefore Be It Ordained: That Chapter 1, Section 10 of the Ordinances of the
Town of Watertown is amended to designate the current language as Section (a) and to
add the following new Section (b):
Notwithstanding the above hours of operation, for a temporary period beginning
Tuesday, May 24, 2011 and ending on Friday, September 2, 2011, all offices in the
Administration Building shall be open for the transaction of business during the hours
provided in Section (a), except that on Tuesday the hours shall be from 8:30 AM to 7:00
PM and on Fridays from 8:30 AM to 2:00 PM. In addition, the terms and conditions of
employment for the temporary period as set out in the Side Letter of Agreement dated
April 29, 2002 are incorporated herein. The modified hours provided herein shall expire
as of midnight September 2, 2011 and this Section (b) shall be automatically rescinded.

What is a Tree Worth—for Citizens and Our Town?
Trees For Watertown(TFW)has always promoted the value of trees to our community, whether
measured in aesthetics, air purification,dollars, shade, and many other benefits.
However, after some 26 years of speaking for trees, TFW members are only now beginning to
realize the truly enormous value trees provide to the whole spectrum of life around us. Yes, we
have lobbied the town for trees in Watertown and had success: creating the position and hiring of a
Tree Warden; supporting our Tree Warden in his pursuit of a tree inventory and management plan;
and most recently,working with the Tree Warden to create standards that utility companies must
abide by when in Watertown to clear tree branches from electrical wires.
But recently, historian/novelist Jill Jonnes' article, "What is a Tree Worth?" (Wilson Quarterly,
Winter 2011—find at www.treesforwatertown.org)has reconfirmed for us the enormous values
trees provide way beyond anything we have understood before. Now with Ms Jonnes' article
circulating throughout our community, TFW is beginning to address the worth of trees to us
personally and our larger local community, Watertown. Our Annual Meeting, May 19, will address
Ms Jonnes' question as it relates to us in Watertown and our trees. TFW thanks Jill Jomies.
Program Objective: to begin a town-wide discussion with citizens and town officials and
employees on the benefits of trees to our economy, urban ecology, and infrastructure, as well as
our overall health, and how to ensure the fulfillment of these benefits in our town.
Program Goal: to kick start the process of identifying tree benefits important to our entire
community, and begin to create the mindset and framework for these benefits to take place.
Program Panel: Moderator; 3 Expert; and 3 Respondents from town government
Moderator: William C. Clark, Watertown resident and the Harvey Brooks Professor of
International Science, Public Policy, and Human Development at Harvard University's
Kennedy School of Government
