HomeMy Public PortalAbout01.27.2020 - PB Minutes MINUTES OF A REGULARLY SCHEDULED MEETING OF THE PLANNING BOARD OF THE TOWN OF IRONDEQUOIT HELD AT THE IRONDEQUOIT TOWN HALL, 1280 TITUS AVENUE, MONROE COUNTY, NEW YORK, ON MONDAY, JANUARY 27, 2020 AT 7:00 P.M. TO CONSIDER THE FOLLOWING CASES: BOARD MEMBERS PRESENT: Bernard Blocchi Chairman Mary Hollenbeck Member Bradley Huber Member Michael Palermo Member Spencer Read Member Allan Richards Member BOARD MEMBERS ABSENT: Michael Eveland Member Jacqueline Murray Alt. Member STAFF PRESENT: Daniel Brennan Deputy Town Attorney Kerry Ivers Director Michelle Nichols Recording Secretary The meeting was called to order at 7:00 p.m. Chairman Blocchi instructed the applicants and the public as to the procedure to be followed for presentation of cases and public input. He stated that the meeting is being recorded and is not intended to be a verbatim record but only to indicate the sum and substance of the proceedings. Case No: Case No: PB1912-1 Upon the matter of request by Bergmann, acting as agent for Rochester Management Inc., for PRELIMINARY / FINAL SITE PLAN, SUBDIVISION APPROVAL, STEEP SLOPE & WOODLOT ENVIRONMENTAL PROTECTION (EPOD) OVERLAY DISTRICT PERMIT APPROVAL, to construct a new 3-story, 80-unit multi-family senior housing complex with site related improvements, on premises 2590 & 2662 CULVER ROAD, in an R-5 Residential District. After hearing the applicant’s presentation, the following spoke at public input: Bob Finocchio, 303 Carlsam Drive: • The walkways to Carlsam Drive will end up having people parking on Carlsam Drive. We don’t need them. • Irondequoit has too many senior centers already. • We keep changing things. • This town is going backwards. • There are a lot of subdivisions that have those little patio homes. • Consider the residents in the area are not happy with this whole project. • Deny this project. • The access through Hulda Park will now be a burden. Patricia Orlandese, 1125 Whitlock Road: • Lived here 52 years. • Concerned about the traffic that will be coming down through Hulda Park. • We do not have sidewalks on our street. • There are always 5 to 6 cars that always head down Whitlock Road which is a lot of traffic. • We are just a little street with elderly residents. • Our mailboxes are across the road from our homes and the cars come very close coming down the streets. • The entrance on Hulda Park is ridiculous. • As an elderly resident of Irondequoit, I am very unhappy with the whole ordeal. Tricia Carroll, 1136 Whitlock Road: • You all have great answers. • We don’t think anyone has ever listened to us. • They don’t care about the neighbors who have expressed concerns over and over. • There is a ton of traffic on Whitlock. • Irondequoit should be working for us that live there. • Why don’t you welcome new families with children? Karen Cagnina, 370 Carlsam Drive: • Opposed to this project and continue to. • If the project moves forward the neighbors would like to put a plan in place. • Make Carlsam not connect into this site, only for emergencies. • Add fencing at the neighbors that ask for it. • Plantings to obstruct the view. Darlene Quatro, 10 Carlsam Circle West: • Please consider the neighbors and the traffic. • 10 months out of the year there are school buses heading down these streets. • Concerned also for the students walking to school. • Concerned about emergency vehicles speeding down the street. • Main access should be at Culver Road to protect our streets. • 75% of the people that live there are the original owners. • There are over 100 homes that will be affected by this project. Tricia Fagan, 310 Carlsam Drive: • Right at the end of Carlsam. • This neighborhood is over 50 years old. • This is a well-established neighborhood. • Saw the stake posted and it was placed 40’ from the slope. • The steep slope is eroding. • Feels like this is a little bit backwards. • Feel like the Board should be presenting to the town residents. • This project is in the East Irondequoit School District, why are all the senior living complexes located in the East Irondequoit School District. • Bring in the young families, what are we doing to attract people here. • What are we doing for trees to block the east side of the property? Casey Miller, 968 Whitlock Road: • We have lots of families and kids in our side of the neighborhood. • We would really love a sidewalk installed. • Concerned about the little ones in my part of the neighborhood. Linda Hertel, 272 Densmore Road: • Do not agree with this. • Thinking about getting out of Irondequoit. • Why did the access change? • What is going on with the vacant house on the corner of Hulda Park and Whitlock? Public Input Closed. Rebuttal: • Traffic engineer, Dave K65 Summit Street, Fairport, NY. • Provided summaries of trip generations from Hulda and Culver Road. • The residents of the project will most likely not have a vehicle. • Compared traffic volumes with previous traffic from Wambachs. • This would not warrant the case to create an environmentally adverse impact. • This project will utilize an existing street network. • Look at traffic from a peak hour standpoint. • Projecting 12 vehicles entering and or exiting. • Utilizing existing infrastructure. • Local agencies preferred utilizing the existing roads for access. • Not disturbing the existing tree cover on the east side and will provide additional screen coverage. • Corner vacant house is not a part of this project. • Will look at fencing if required. • East side will maintain most existing landscaping. • Geo-tech report has been performed. • Trees have not been surveyed thus far in which will be removed. • The benefit to the Town of Irondequoit is that we have seniors looking for places to live, it is in plan with the Town’s Master Plan. • Had previous meetings before meeting with any of the Boards. • Assured the neighbors that we do care. • Most neighborhoods want us to provide pedestrian access through-out the site. • The applicant has agreed to look into providing sidewalks. • DPW Commissioner indicated that he would be open and/or supportive in taking the next step. • Will provide the crash gate details. • Peggy Hill – has emergency departments provide data that are relatively low, Monroe County Department of Planning Referral: IR19014SZ After Board discussion, the Board determined: ON MOTION by Board Member Blocchi, seconded by Board Member Richards, carried: 6 Aye, 0 Nay, 0 Abstained, 2 Absent. The Board classified this as an UNLISTED ACTION and made a NEGATIVE DECLARATION as its Determination of Significance pursuant to SEQRA based on the part 2 and 3 of the EAF. Lead Agency: Planning Board Co-ordinated Review: Yes _ No X_ ON MOTION by Board Member Blocchi, seconded by Board Member Richards, carried: 6 Aye, 0 Nay, 2 Absent, 0 Abstained, the Board Granted Preliminary Site Plan Approval subject to the below conditions/recommendations: • Submit the crash gate details to be installed on Carlsam Drive. • Show the HVAC units on the site plan and how they will be screened. • Add note of once determined the location of the transformer with how it will be screened. • Add note that house shields will be provided on all light fixtures. • The light pole at the north east corner of Hulda Park be reviewed to adjust for foot candle spillage. • Additional evergreen trees be added to the east side to screen all the way north past the retention pond along Carlsam Drive. • Recommend discussing installing a sidewalk on the north side of Whitlock Road from Hulda Park to Culver Road. TABLED ITEM: Case No: PB1911-2 Upon the matter of request by Land Tech Planning and Surveying, acting as agent for Craig Ristuccia, for REVISED SITE PLAN APPROVAL, to construct a new single family dwelling, on premises 301 LAKE FRONT, in an R-1 Residential District. This case remains tabled and will be re-opened for a Public Hearing at the February 24, 2020 Planning Board Meeting (February 10, 2020 Planning Board Workshop Date) APPROVAL OF MINUTES: ON MOTION by Board Member Richards, seconded by Board Member Read, carried: 6 Aye, 0 Nay, 0 Abstained, 1 Absent, the Board Approved the DECEMBER 23, 2019 Planning Board Minutes.
