NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T&Mi Associates for design phase services related to the Carteret Park 2012 Green Acres Improvements Project at a total cost not to exceed $67,000.00 at the rate set forth in T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. J. That this action is approved as an award of a professional services contract ptusuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. That a copy of this resolution be forwarded to the Borough's Purchasing Department and'f &bI Associates. Scope of Improvements Based on the Green Acres 2010 Development Application recently approved, the improvements to Carteret Park include the following: • Installation of new 8' wide concrete walkway from the center plaza to the existing 9 -11 Memorial; • Installation of new 8' wide concrete walkway from the center plaza to an existing covered bench; • Removal and replacement of existing asphalt walkways along the Cypress Street side of the park with new 6' wide concrete walkways; e Installation of new 6' wide concrete walkway between the existing tot lot and the walkway along Cypress Street; • Installation of a new non - recirculating water spray park adjacent to the existing tot lot. The water spray park will be themed; • Installation of a new 6' wide concrete walkway from the existing tot lot to the existing walkway at the existing pond. This walkway will also provide a connection to the water spray park; • Removal and replacement of the existing concrete curb along the park frontage on Cypress Street; • Installation of new site lighting to match the fixtures installed as part of the pond upgrades. Provisions will be made to provide for electrical outlets at the fixtures; • Installation of a wooden park gate at the Louis Street entrance near Jersey Street; • Drainage upgrades to the picnic area northwest of the building; and • Installation of additional landscaping throughout the park. • Installation of new head on parking along Carteret Avenue in front of the site from Cypress Street to Sullivan Field in accordance with concept plans previously provided. The estimated construction cost for the improvements noted above is nearly $1,000,000. The size and extent of the water spray park will be consistent with concepts previously provided to date, 2. We will provide topographic field survey of the areas included as part of the proposed improvements. Horizontal and vertical data will be tied into the datum used for previous projects at the park, 3. We will prepare base maps for the project by compiling the survey noted above, previous surveys and the Borough of Carteret aerials. 4. Once the base maps are prepared, we will conduct field investigations to verify the mapping and note conditions of existing features. Utility locations and available electrical service will be reviewed and located. 5. We will prepare preliminary plans and a preliminary construction cost estimate for the proposed improvements for review and approval by the Borough prior to proceeding with final design, 6. Upon approval of the preliminary plans, we will prepare final construction plans for the proposed improvements. 7. Specifications will be based on the 2007 NJDOT Standard Specifications and will be prepared in T &M Associates' format. 8. Upon completion of final engineering documents, a construction cost estimate will be prepared. 9. Upon completion and approval of the final design documents, T &M Associates will print and distribute specifications to prospective contractors. Cost of printing will be offset by the purchase price of the plans and specifications. 10.
