HomeMy Public PortalAbout09.28.2020 - PB Minutes MINUTES OF A REGULARLY SCHEDULED MEETING OF THE PLANNING BOARD OF THE TOWN OF IRONDEQUOIT HELD AT THE IRONDEQUOIT TOWN HALL, 1280 TITUS AVENUE, MONROE COUNTY, NEW YORK, ON MONDAY, SEPTEMBER 28, 2020 AT 7:00 P.M. TO CONSIDER THE FOLLOWING CASES: BOARD MEMBERS PRESENT: Bernard Blocchi Chairman Michael Eveland Member Mary Hollenbeck Member Bradley Huber Member Michael Palermo Member Spencer Read Member Allan Richards Member BOARD MEMBERS ABSENT: Jacqueline Murray Alt. Member STAFF PRESENT: Nathan Vander Wal Deputy Town Attorney Kerry Ivers Director Donna Martello Recording Secretary The meeting was called to order at 7:00 p.m. Chairman Blocchi instructed the applicants and the public as to the procedure to be followed for presentation of cases and public input. He stated that the meeting is being recorded and is not intended to be a verbatim record but only to indicate the sum and substance of the proceedings. Case No: : PB2020-09-1 Upon the matter of request by Allied Sign Company, acting as agent for Danial Kamin, Irondequoit LLC, for SIGNAGE APPROVAL, to replace existing signage with new logo signage, on premises 605 TITUS AVENUE, (Rite-Aid), in a MUC – Mixed Use Commercial District. After hearing the applicant’s presentation; the following spoke at public input: Ann Burns,199 Bellehurst Drive, HIPP Group: • Appreciate Rite Aid is working on new corporate logo and signage. • Will the current sign be repainted? We couldn’t tell from the current drawings. • Wonder how the channel lighting will be lit? • Ask that the idea of turning the channel light off when the business is not open. • The other idea if the aluminum signing the with the letters with the goose neck if they would be the same dimensioning as what is proposed as a channel lit letter. • Like the dimensioning, taking things from big to small but would like it to stay the current size, just not being internally lit, those letters. • In addition, for the number of signs, to reduce the visual clutter, because of the small corner, would like the reducing the freestanding directional signage. • Ask that the blue directional sign facing Titus be eliminated. • Recommends retaining E2 & E3 only. Monroe County Department of Planning Referral: N/A After Board discussion, the Board determined: The Board classified this as a TYPE II ACTION pursuant to SEQRA. ON MOTION by Board Member Richards, seconded by Board Member Blocchi, carried: 7 Aye; The Board Adjourned this case with the applicant’s consent, to address comments of the Board, public hearing to remain open. ON MOTION by Board Member Richards, seconded by Board Member Eveland, carried: Unanimously, the Board: Removed the case from the table. Case No: : PB2020-08-2 Upon the matter of request by BME Associates, acting as agent for Ridge Portland Rochester LLC & 1267 E. Ridge Holding LLC, for PRELIMINARY / FINAL SITE PLAN APPROVAL, for the redevelopment of an existing +/- 11,000SF building and construction of a new +/-2,500SF building with site related improvements, on premises 1233 & 1267 E. RIDGE ROAD, in an M – Manufacturing District. Monroe County Department of Planning Referral: IR20005 The Planning Board classified this as a TYPE II ACTION pursuant to SEQRA at their August 24, 2020 meeting. ON MOTION by Board Member Richards, seconded by Board Member Eveland, carried Unanimously, the Board continued to Adjourn this case from August 24th Meeting at the request of the applicant for traffic analysis review, public hearing to remain open. ON MOTION by Board Member Richards, seconded by Board Member Eveland, carried: Unanimously the Board: Removed the case from the table. Case No: PB2020-08-3 Upon the matter of request by Bohler Engineering, acting as agent for Chick-fil-A, Inc., for PRELIMINARY / FINAL SITE PLAN APPROVAL, to redevelop an existing parcel into a new restaurant with outdoor dining & drive-thru on premises 1115 E. RIDGE ROAD, in an M – Manufacturing District. Monroe County Department of Planning Referral: IR20009 ON MOTION by Board Member Richards, seconded by Board Member Palermo, carried: Unanimously, the Board continued to Adjourn this case from August 24th Meeting at the request of the applicant for traffic analysis review, public hearing to remain open. INTENT TO DELCARE LEAD AGENCY: Upon the matter of request of the Town Board by resolution declaring its intent to serve a Lead Agency for purposes of SEQRA for the Rezoning Application located at 2590 Culver Road. ON MOTION by Board Member Blocchi, seconded by Board Member Richards, carried: Unanimously, the Board: Granted Positive Consent for the Town Board to act as Lead Agent pursuant to SEQRA for this Rezoning Application. TB REFERRALS: Upon the matter of request by Joseph Santacroce, for a SPECIAL USE PERMIT, to operate a used car sales lot, located at 889 E. RIDGE ROAD, in a C- Business District. ON MOTION by Board Member Richards, seconded by Board Member Palermo, carried: Unanimously, the Board offered a Positive Referral for the granting of a Special Use Permit, with condition that the project needs to return to the Planning Board for site plan and signage approval. Upon the matter of request by Land Tech Surveying & Planning, acting as agent for Pemm LLC, for RE-ZONING APPROVAL, to re-zone a portion of 2590 CULVER ROAD, from R- 1 Residential District to a C- Business District. ON MOTION by Board Member Richards, seconded by Board Member Blocchi, carried: ^ Aye, 0 Nay, 0 Absent, 1 Abstained, The Board offered a Positive Referral to the Town Board. Upon the matter of request by Bergmann Associates, acting as agent for Providence housing, for RE-ZONING APPROVAL, to re-zone a portion of land located at 2590 CULVER ROAD, from R-1 Residential to R-5 Residential. ON MOTION by Board Member Richards, seconded by Board Member Blocchi, carried: 6 Aye, 0 Nay, 0 Absent, 1 Abstained, The Board offered a Positive Referral to the Town Board. There being no further business to come before the Board, on Motion by Board Member Blocchi, seconded by Board Member Palermo and carried: unanimously the meeting was adjourned at 7:50p.m. Michelle Nichols Recording Secretary
