TO CONSIDER THE FOLLOWING CASES: BOARD MEMBERS PRESENT: Mary Hollenbeck Member Bradley Huber Member Jacqueline Murray Alt. Member Michael Palermo Member Spencer Read Acting Chairman Allan Richards Member BOARD MEMBERS ABSENT: Bernard Blocchi Chairman Michael Eveland Member STAFF PRESENT: Nathan Vander Wal Deputy Town Attorney Kerry Ivers Director Donna Martello Planning Assistant The meeting was called to order at 7:00 p.m. Chairman Blocchi instructed the applicants and the public as to the procedure to be followed for presentation of cases and public input. He stated that the meeting is being recorded and is not intended to be a verbatim record but only to indicate the sum and substance of the proceedings. Case No: PB2020-09-1 Upon the matter of request by Allied Signs, acting as agent for Danial Kamin, Irondequoit, LLC for SIGNAGE APPROVAL, to replace existing signage with new logo signage, on premises 605 TITUS AVENUE (Rite Aid) in a Mixed -Use Commercial (MUC) District. Public Input: None ON MOTION by Board Member Richards, seconded by Board Member Palermo, carried: 6 Aye, 0 Nay, 1 Absent, 0 Abstained, The Board adjourned the case upon the applicant’s request of postponement to address Planning Board comments. Case No: PB2020-10-1 Upon the matter of request by Marathon Engineering, acting as agent for Wegman Companies, Inc. for PRELIMINARY/FINAL SITE PLAN APPROVAL to install 17 additional outdoor storage units and provide 11 outdoor striped storage spaces for boats/RVs/automobiles, on premises 2111 HUDSON AVENUE (CubeSmart Self Storage) in a C-Business District. After hearing the applicant’s presentation; the following spoke at public input: Jeff Goldblatt, 128 Parkside Crescent, HIPP Group: • In the NE corner there are physically enclosed storage units, why can’t these be moved outside for outdoor storage? • Does the manager of the facility have the option to assign parking spaces to maximize the full rentable space they have available? Public hearing closed. Monroe County Department of Planning Referral: N/A After Board discussion, the Board determined: The Board classified this as an TYPE II ACTION pursuant to SEQRA. ON MOTION by Board Member Read, seconded by Board Member Palermo, carried: 6 Aye, 0 Nay, 1 Absent, 0 Abstained, The Board granted Preliminary / Final Site Plan Approval with the following conditions: 1. Obtain Consent from the Zoning Board of Appeals. 2. Install Knox boxes in coordination with the Fire Marshal and Fire Department. 3. No red doors or trim on the west side of the storage units. 4. Roof panels are to match the “white-ish” color on the siding of the installed units. Case No: PB2020-10-2 Upon the matter of request by Parrone Engineering, acting as agent for Episcopal Senior Living Community, for PRELIMINARY / FINAL SUBDIVISION, SITE PLAN APPROVAL & STEEP SLOPE /WATER COURSE ENVIRONMENTAL PROTECTION OVERLAY DISTRICT (EPOD) PERMITS, to subdivide existing parcel into two parcels with proposed construction of three (3) connected apartment buildings totaling 74 units, with two three-story buildings one will two-story building, with related site improvements, on premises 2732 CULVER ROAD (St. Cecilia Church) in a R-5 Residential District. After hearing the applicant’s presentation; the following spoke at public input: Steve Tortoretti, 23 Angelus Drive, • Spoke in opposition of. • Entering or exiting from Brower onto Culver Road is hazardous. • This is a problem location. • Hearing about crab apples trees and paint but nothing about presenting a traffic light. • The project will only add to the extremely hazardous existing conditions. • Traffic is sometimes backed up almost to Russell and Ransford Avenues. • Don’t need to add any more vehicles entering and exiting this parcel. • This is a nice little neighborhood and can’t see a project of this size being put in the neighborhood. Monroe County Department of Planning Referral: IR20011 After Board discussion, the Board determined: ON MOTION by Board Member Richards, seconded by Board Member Palermo, carried: 6 Aye, 0 Nay, 1 Absent, 0 Abstained, The Board tabled the application at the applicant’s request until the November meeting. The public hearing will remain open. Case No: PB2020-08-2 Upon the matter of request by BME Associates, acting as agent for Ridge Portland Rochester LLC & 1267 E. Ridge Holding LLC, for PRELIMINARY/FINAL SITE PLAN APPROVAL, for the redevelopment of the existing 11,000 SF building and construction of a new 2,500 SF building with site related improvements, on premises1233 & 1267 E. RIDGE ROAD, M-Manufacturing District. ON MOTION by Board Member Read, seconded by Board Member Huber, carried: 6 Aye, 0 Nay, 1 Absent, 0 Abstained, The Board tabled the application at the applicant’s request until the November meeting. The public hearing will remain open. Case No: PB2020-08-3 Upon the matter of request by Bohler Engineering, acting as agent for Chick-fil-A, Inc for PRELIMINARY/FINAL SITE PLAN APPROVAL, to redevelop an existing parcel into a new restaurant with outdoor dining & drive-thru, on premises 1115 E. Ridge Road, in an M-Manufacturing District. ON MOTION by Board Member Read, seconded by Board Member Richards, carried: 6 Aye, 0 Nay, 1 Absent, 0 Abstained, The Board tabled the application at the applicant’s request until the November meeting. The public hearing will remain open.
