Mayor Koch called the meeting to order. Mr. Hart moved that the
minutes of the meeting held on November 8, 1968 be approved as written
and the reading of these minutes be waived. Mr. Iglehart seconded the
motion. Motion passed.
Mr. Hart moved that the Financial Report for November, 1968 be approved
as written and all expenses included in the report be approved. Mr.
Hoyle seconded the motion. Motion passed.
Letter from Arthur V. Strock & Associates, engineers, with regard to
their representing the Town in the field of beach erosion was read.
Following discussion on this matter it was agreed that the Town had
no money budgeted to employ the engineers on a regular basis but some
consideration would be given to using them in specific instances when
the need arises.
Letter from Attorney Herbert L. Gildan regarding removal of Town from
County library tax area was read.
Police reports for November were read.
The Town Clerk reported that upon completion of the payments of all
costs involved in the drainage project for the area of Old School
Road and Polo Drive there was a balance of $185.00 in the fund.
The Commission directed the Town Clerk to refund the balance to the
property owners involved on a proportionate basis as the amount each
had contributed originally.
The Town Clerk requested Commission approval to increase the payment
of the water meter reader from $20.00 per month to $25.00 per month.
This amount is in the present budget and is requested due to the in-
crease in the number of water meters in the Town. Mr. Iglehart moved
that the request be approved. Mr. Hart seconded the motion. Motion
passed.
The Town Clerk reported that he had received a price on shelves for
the Town Library in the amount of $125.00. Mr. Hoyle suggested the
Town Clerk check with Sears, Roebuck & Company on shelves since the
Gulf Stream School had recently purchased some there at much less
cost.
Consideration of the investment of Town funds was tabled at this time
for further study.
The Town Clerk presented a proposed lease on the dump site being used
by the Town for 1969. The lease was approved by the Town Attorney.
Mr. Hart moved that the lease be properly executed. Mr. Iglehart
seconded the motion. Motion passed.

Mr. Hart moved that Christmas bonuses as provided in the budget be
�- paid to the Town employees. Mr. Iglehart seconded the motion.
Motion passed.
Copies of the Audit Report for the fiscal year of 1967 -68 as prepared
by Himes & Himes were distributed to the Commissioners.
The drainage easement as prepared by the Town Attorney and covering
drainage into the South lake of the Par Three Golf Course was pre-
sented by the Town Clerk after being signed by the parties involved
and the Commission instructed the Town Attorney to record the same.
Mr. Iglehart stated his dis- satisfaction over what he considered a
discussion of a private matter at the previous Commission meeting
being released to the press by the Town Clerk. It was agreed by
the Commissioners that if reporters were present they could collect
their own information but that information should not otherwise be
given to them without the approval of the Commission.
There being no further business to come before the Commission, the
meeting was adjourned.

AGREEMENT
This AGREEMENT by and between the TOWN OF GULFSTREAM, hereinafter
referred to as the TOWN, and ARTHUR V. STRUCK & ASSOCIATES, Consulting
Engineers and Land Surveyors with offices in Deerfield Beach, Florida, here-
inafter referred to as the ENGINEER,
WITNESS, that in consideration of mutual covenants herein
contained that the parties hereto mutually agree as follows:
1, The TOWN hereby employs the ENGINEER as Consulting Engineer
to perform the necessary Consulting Engineering services in connection with
erosion control work as designated by the TOWN,
2, The ENGINEER agrees to perform the various Professional
services for the proposed work as follows:
(a) Meet with the TOWN, or its representative, when
requested and to assist the TOWN when required for
general consultation and conferences,
(b) With a view toward maintaining friendly and
cooperative relations with the Lake Worth Inlet
District, the ENGINEER will aid and represent the
TOWN in all matters, when directed by the TOWN,
involving mutual interest of the TOWN and the
District,
(c) Review plans and specifications of changes and
improvements proposed for the Inlet and its environs.
Such review to be with the full and prior knowledge
of the District and its Engineer,
(d) Attend all meetings of the Town Commission as
requested by the Mayor, Commission or other proper
officer. Maintain a constant liaison with the Town
Commission and /or other proper officers from the
effective date of this AGREEMENT to its termination
date,
(e) Attend all meetings of the Lake Worth Inlet
District and submit forthwith a summary report to
the TOWN of the actions or proposals of the District
that may affect the TOWN,
(f) Observations of construction in progress and pro-
vision of appropriate reports. -Such observations
to be for the purpose of maintaining contact with
improvements in progress and to apprise the TOWN of
elements relating to the TOWN. Such observations
do not guarantee the performance of the District or
the Contractor,

(g) Such other Professional services as may be
required, or directed, by the TOWN.
3, The TOWN agrees to furnish such maps, plats and various
other information that may be available from his files,
4, The TOWN agrees to pay the ENGINEER as compensation for
such Professional services, as follows:
(a) Retainer of Fifty Dollars ($50,00) per month,
(b) (1) Principal Engineer - $18.00 per hour.
(2) Office or Field Engineers - $12,50 per hour,
(c) Services as outlined in 2,(g) by negotiation,
5, This AGREEMENT shall continue at the pleasure of the parties
hereto and may be terminated by a thirty (30) day written notice by either
party to the other. Upon termination, the ENGINEER shall be paid for
services rendered to the date of termination,

Dear Mr. Ward:
Thank you for your letter of November 6, 1968 regarding the
library funds for the Town of Gulf Stream municipal library. We
regret the misunderstanding that has occurred concerning your
Town, and I wish to repeat what County Attorney George Bailey
wrote, i.e. you need only advise the County that you are spending
municipal tax money on your own library to completely eliminate
yourself from the County Library System and the resultant taxation.
The taxing district for the taxable year 1968 -1969 has been com-
pleted, but in order to assure that you will not be in the taxing
district for the taxable year 1969 -1970, I will place this infor-
mation on the records of the County Library System and when we
again send out questionnaires concerning tax inclusions for the
next taxable year, being 1969 -1970, I will make it a point, if I
remain on the Committee, to contact you and be certain that you
forward the necessary letter to complement the one we now have.
Incidentally, we have never had the pleasure of discussing
the County Library System with you or with any of the Commissioners
of the Town of Gulf Stream. While we have no desire to impose the
County Library System upon those who do not wish to participate in
it, yet we think that there are many facets concerned th the
County Library System that would be interesting to your Commissioners.
The system was built upon use of existing municipal libraries and
benefits to the municipalities, including your own, we feel are
quite substantial. If it is possible for members of the County
Library Board to meet with you and the members of the Town
Commission at your convenience, we would be more than happy to

advise specifically about the benefits and detriments involved in
participating in the County Library System, both as a municipality
or otherwise, so that when your final determination is made you
will at least have firsthand the factors involved. If you do not
desire this at the present time, please feel free at any time to
contact me or any member of the Library Board in the event that
we can be of service either to the Town directly or to the residents
of the Town in participating or enjoying the benefits of an
expanded library system.
