Roberts Present Je s s ivlo ore Blair Armstrong " Fred Kerby " Sterling Clark " Also present was C. L. Schoenhut of Cascade, Idaho. The minutes of the meeting of February 2, 1953 were read and approved as read. Chairman Roberts called the meeting; to order and brouht up a discussion of the last audit report, and instructed the clerk to write and obtain a copy of the complete audit. Roberts also presented to the Board a copy of the delinquent ~-, water accounts and explained that the information would be ~~~, presented to the Board at their monthly meetings. The Boards ..., . w-••-m. attention was called to various overdue accounts. '~ Roberts requested Remaklus to explain the status of the extension of city property. Remaklus then explained the procedure to dis-annex property. The property under discussion was not contiguous with limits of the village. Remaklus then explained the differences between a village and a second class city. Powers ,~ duties of the Board would be similiar. City would be divided into wards, however there would be no difference in street ma3.ntenance etc. Furthur investigation would be necessary to determain any advantage that might be ~~ained by becoming a second class city. Roberts brought out that under a second class city where token payments could be paid to Board rnem hers, more interest might be taken in local ~°overnment. Roberts also requested Re_aklus to look into the Avery Deed as he is bein~~: assessed on both pieces of property, possibly the Deed has never been recort~ed. The chairman requested budget recommendations at the next meeting. He also discussed the loss of slot machine revenue and the per capita revenue to be derived from the various bills now before the legislature. He informed the Board of the mill levies of various other rnunicipalities in comparions with Valley County. He then gave a br°ief resume of the present 22 mills now being levied. ~~ C. L. Schoenhut requested permission to put in a bid for the liability insurance of the Village. He presented the Board with the rate: of Cascade and explained what the covera;e would be and the rates on which t ze ore:nium would be based. Jess :Zoore then presented a report from the Sewer Committee which is attached to and a part of these minutes. Clark moved to authorize Kirk to sign and issue warrants and have access to a night depositary as new clerk of the VillaUe. The motion was seconded by Kerby and carried unaminously. Chair;nan Roberts recommended to notify the deliquent water accounts; and about i~iay the Board frame a letter to these deliquents notifyin ,, them of a water s'rlut ofd'.
