RESOLUTION NO. 20-9789
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, ACCEPTING THE PROPOSAL OF
IMPERIAL ELECTRICAL, INC. FOR INGRAM PARK
RELIGHTING AND COMPLIANCE PURSUANT TO REQUEST
FOR PROPOSAL (RFP) 20-0429200; FURTHER AUTHORIZING
THE CITY MANAGER TO ENTER INTO AN AGREEMENT;
PROVIDING FOR ADOPTION OF REPRESENTATIONS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on May 29, 2020, the City of Opa-Locka received four (4) bid
proposals relating to Request For Proposal (RFP) 20-0429200 (attached hereto as Exhibit
"A") to replace and upgrade the lighting system that was destroyed by hurricane Irma
at Ingram Park; and
WHEREAS, the City Manager's Office assembled an Evaluation Committee
("Committee") to review, evaluate, score and rank the proposals submitted; and
WHEREAS, upon review of all proposals submitted, the Committee
recommended Imperial Electrical, Inc. as the lowest responsive responsible bidder as
reflected into the City Manager memorandum attached hereto as Exhibit "B", and
WHEREAS, Proposals were ranked by the following criterion: Cost (20%),
Management Capability (20%), Technical Approach (20%), Participation Requirements
(15%), Financial Soundness (10%) and Health and Safety (5%) Reputation (10%); and
WHEREAS, Imperial Electrical, Inc. was the highest ranked bidder for the work
to be performed at a fixed cost bid amount of Three Hundred Sixty Thousand Dollars
($360,000.00); and
WHEREAS, the City Manager recommends acceptance of the bid amount and
requests approval for the City to enter into an agreement with Imperial Electrical, Inc.,
as provided herein Exhibit "A", in an amount not to exceed the bid price; and
WHEREAS, the City Commission finds that acceptance of the bid amount is in
the best interest of the City of Opa-Locka and its residents.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF OPA-LOCKA, FLORIDA:
Section 1. Adoption of Representations. The above recitals are true and
correct and are incorporated into this Resolution by reference.
Section 2. Acceptance of Proposal and Authorization of Agreement. The City
Commission of the City of Opa-locka, hereby accepts the proposal of Imperial Electrical,
Inc., relating to Request For Proposal (RFP) 20-0429200 and authorizes the City Manager
to execute an agreement with contractor in an amount not to exceed Three Hundred
Sixty Thousand Dollars ($360,000.00), in a contract form acceptable to the City Attorney.
Section 3. Effective Date.
This Resolution shall be effective immediately upon adoption hereof and approval by
the Governor of the State of Florida or Governor's designee.

Description: Ingram Park Relighting and Compliance.
Analysis:
Bid proposals were received by the Office of the City Clerk on May 29, 2020 at 3:10
p.m. The City Clerk's Office opened sealed proposals and certified the bids under the
provisions of Sec. 2-320.1 of the City's Code of Ordinance. The following four (4)
companies submitted proposals:
Imperial Electrical, Inc.
Cruz Electrical Corp
Horsepower Electric, Inc.
Electrical Contracting Service, Inc.
The evaluation committee met on July 17, 2020 to review proposals. Members of the evaluation committee
included:

On February 26, 2020, the Florida Department of Transportation (FDOT),
pursuant to 23 U.S.C. § 327 and a Memorandum of Understanding dated
December 14, 2016, and executed by FHWA and FDOT, granted Location
and Design Concept Acceptance for the State Road (SR) 934/NEJNW
79 Street from west of 1-95 (NW 13 CT) to end of SR 934/N Bayshore
Drive PD&E Study in Miami -Dade County, Florida. The proposed
improvements will convert NE/NW 81st/82nd Street to a two-way facility.
This is achieved by converting one of the two westbound lanes to an
eastbound lane to provide one lane in each direction. Along NE/NW
79th Street, one of the eastbound lanes is converted to a westbound
lane to provide two lanes in each direction. Both NE/NW 81st/82nd Street
and NE/NW 79th Street will be reconstructed to accommodate
drainage improvements. Additional improvements include:
• Pedestrian facilities are improved by providing standard 6 ft. sidewalks
along NE/NW 81st/82nd Street from NW 13th Court to Biscayne
Boulevard and 6.5 ft. sidewalks along NW 79th Street from NW 12th
Avenue to NW 6th Court.
• Sidewalks along NE/NW 79th Street east of 1-95 will be widened to
provide a minimum of 5.5 feet.
• Signalization upgrades, including a new signalized intersection at NE
79th Street and N Bayshore Drive.
