Bus Jngebretsen web was present informed the Board of his complaint
against the Kwicurb. hollowing discussion on the possible solutions
to the noiseandidisturbance of the peace, Spielman was appointed to
work with the police on the matter until an agreement could be reached.
Chairman ' oberts read in full a resolution on the declaration of the
Leh property as a public nuisance and the condemnation of same .
Kerby moved to suspend the rules for the passage of said resolution
condeming the Zeh property. The motion was seconded by Spielman .
Armstrone moved the resolution be adopted. the motion w as seconded by
Esrey and carried unanimously,
Roberts read an opinion from Renaklus in regard to the hospital rhich
cited several cases and stated that the Villa Te could not bond for such
a project and turn the monies over to a private corporation.

An emergency condition was discussed in regard to the repayment of the
slot monies due tze "ounty and the -tate of Idaho. ` ollowing discussion,
the Clerk was ordered , on a motion by opielman , to make pay .,ents to
tine Co my and the State of Idaho for the months of July and Yugus t
in the amount of -;ee50.0J each. the motion was seconded by Armstrong
and carried unanimously.
In regard to the Mouth property which was purchased by bid, R,ma'klus
stated th..it as soon as tue deeds etc . are properly recorded, the final
payment would be made.
Roberts read the Board copies of letters to be sent bb Westcott oil.
Co. and Texas Oil Co. stating that in the future their pumps may have
to be moved off the streets.

Trustee Kerby introduced and moved the adoption of proposed or:iina.oce
#131 which auubles the rates of water users outside the Corporate limits.

Spielman and carried unanimously. Armstrong seconded the motion

Bill Crooke presnted a complaint to the Board that the gas allowance
does not cover the expense of the patroling necessary. following a
lengthy discussion on various problems of law enforcement, "oberts
suggested that .Jioore bring a grogram before the Board which would be
suitable . tin aaiiti_onal phone for the night police was also discussed.
Parallel parking, unloading zones yellow lines etc. were also iiscussed.
