HomeMy Public PortalAbout20-9786 - Amending Resolution 20-9781 Proposed Millage RateSponsored By: City Manager RESOLUTION NO. 20-9786 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-LOCKA, FLORIDA, AMENDING RESOLUTION 20-9781 TO ALLOW FOR A VIRTUAL MEETING OR AN IN -PERSON IN THE DISCRETION OF THE CITY MANAGER; SETTING THE PROPOSED MILLAGE RATE OF 9.8000 MILLS FOR COMPUTATION OF AD VALOREM TAXES FOR THE CITY OF OPA-LOCKA, FLORIDA AS REQUIRED BY LAW FOR THE BUDGET FOR FISCAL YEAR (FY) 2020-2021; ESTABLISHING THE DATE, TIME AND PLACE FOR THE FIRST HEARING TO CONSIDER THE PROPOSED MILLAGE RATE AND PROPOSED BUDGET FOR FY 2020-2021; DIRECTING THE CITY MANAGER TO FORWARD A COPY OF THIS RESOLUTION TO THE FLORIDA DEPARTMENT OF REVENUE, PROPERTY TAX OVERSIGHT, TRIM COMPLIANCE SECTION; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR AN EFFECTIVE DATE WHEREAS, Section 200.065, Florida Statutes, provides that a taxing authority shall advise the Property Appraiser and Tax Collector of the proposed millage rate, the current year rolled -back rate and the date, time and place of the first budget hearing, at which time a public hearing will be held to consider the proposed millage rate and the tentative budget for the upcoming fiscal year; and WHEREAS, the City Manager of the City of Opa-locka has recommended a proposed millage rate of rate of 9.8000 mills for FY 2020-2021, commencing October 1, 2020 and ending September 30, 2021. NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF OPA- LOCKA, FLORIDA: SECTION 1. The recitals to the preamble herein are incorporated by reference. SECTION 2. The proposed tax levy and millage rate for the City of Opa-locka, Florida for FY 2020-2021, commencing October 1, 2020 and ending September 30, 2021, is hereby proposed to be 9.8000 mills, which is $9.8000 per $1,000.00 of assessed property value within the City of Opa-locka. This represents a 1.62%increase over the rolled -back rate of 9.6439 mills, which is $9.6439 per $1,000.00 of assessed property value. SECTION 3. This was adopted with a date of September 9' for the first hearing. However, the Budget Adminstrator received an e-mail from the County on July 1st indicating the dates of the County Commission and School Board budget hearings, which take precedence over the City's hearings. On initial reading, no conflict was recognized. However, this wasn't double-checked at the time the City's budget hearing resolution was submitted, with the result that the previous resolution identified September 9`h as the first hearing date, in conflict with a County School Board budget hearing, and requiring correction. Proposed Action: It is recommended that the City Commission deliberate an appropriate millage rate, establish the date, time and place for the initial September hearing and direct that the City Manager have the appropriate DR-420 TRIM document completed, signed electronically and entered into the TRIM system no later than August 4, 2020 Attachment: 1.
