RESOLUTION NO. 19-9691
A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF OPA-LOCKA, FLORIDA, APPOINTING JOHN
PATE AS THE CITY MANAGER FOR THE CITY OF OPA-
LOCKA, FLORIDA SUBJECT TO CONTRACT
NEGOTIATIONS ACHIEVING MUTUALLY AGREEABLE
TERMS; PROVIDING FOR INCORPORATION OF
RECITALS; PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Article I, Section 2-8-4 of the City of Opa-Locka
Code of Ordinances, the City Commission previously established itself as the official
City Manager search committee; and
WHEREAS,through the assistance of outside contractor, Colin Baenziger &
Associates, the City conducted a national search for candidates and now desires to
select John Pate, as the City Manager, subject to contract negotiations achieving
mutually agreeable terms; and
WHEREAS, the City Commission desires to select Mayor Matthew Pigatt as
the representative who will work with the City Attorney’s Office to reduce
negotiation discussions and terms into an agreement between the City of Opa-
Locka, Florida and John Pate no later than August 27, 2019.
NOW THEREFORE BE IT RESOLVED THAT THE CITY COMMISSION
OF THE CITY OF OPA LOCKA, FLORIDA:
Section 1.The recitals to the preamble herein are incorporated by reference.
Section 2.The City Commission hereby appoints John Pate as the City Manager
for the City of Opa-Locka, subject to contract negotiations achieving a mutually
agreeable terms.
Section 3.The City Commission further selects Mayor Matthew A. Pigatt
as the City Commission’s representative to work with the City Attorney’s Office to

reduce negotiation terms into an agreement to be considered by the City of Opa-
Locka Commission.
Section 4 Effective Date.
This Resolution shall take effect immediately upon adoption and is subject to the
approval of the Governor and his designee.
