Call to Order; Roll Call
A. Mayor Murray called the meeting to order at 7:00 PM; upon roll call by Clerk
Treasurer Teresa Glenn found present were: Mark Hammer, Jinsie Bingham,
Terry J. Smith and Adam Cohen; absent: John Lanie
II. Public Petitions and Comments
III. Special Requests
A. Recognition of Greencastle City Police Reserves in observance of National Police
Week, May 10 through May 16, 2009.
1. Chief Sutherlin introduced reserves from GPD and announced a picnic on
Friday, May 15, 2009 at the Putnam County Jail honoring all reservists.
Reserves present: Jarrett Query, Heath Smiley, Kyle Lee, Kyle Gibbons,
Clyde Siddons, and Jim Amis. Mayor Murray read a special press release in
honor of National Police Week.
2. Ola Okolona of 416 E Washington Street spoke regarding the necessity to
keep the alley behind her home cleaned of snow. Special thanks to Brad
Phillips and his efforts to keep the alley cleared since his administration.
IV. Department Reports
A. Cemetery — Ernie Phillips
1. Ernie Phillips asked to share artist drawing of Memorial Gardens and updated
Council on events planned for May 25, 2009. Veteran's program and
dedication of Memorial Garden beginning at 10:00 AM.
B. Engineer —
C. Fire Department — Bill Newgent
D. Park and Recreation — Rod Weinschenk
1. Rod updated Council on events scheduled with the Parks Department.
E. Planner — Shannon Norman
1. Updated Council on summer intern program. Storm Water Planning Guide
officially finished.
F. Police Department — Tom Sutherlin
G. Department of Public Works — Brad Phillips
H. Water &Wastewater Department — George Russell
1. Shared information regarding finding leaks and repairs to the water lines and
leakage into sewer lines. Jinsie Bingham asked if water company digging up
Jacob Street. Russell shared it is the sewer department and should be
repaired this week.

V. Approval of Minutes

1. Motion by Jinsie Bingham to approve as presented, second by Terry J. Smith,
unanimous approval, Mark Hammer abstained due to absence from meeting.
VI. Old Business
A. Chief's Restaurant special event and summer request
1. Steve Geabes present asking Council for approval to have outdoor seating
serving alcohol. One time event is all Mr. Geabes is asking for at this time due
to time constraint with state approval for alcohol permit. Attorney Hardwick
shared she spoke with our insurance company and have no problem as long
as we are held harmless and a certificate of liability is obtained from Mr.
Geabes. Motion by Adam Cohen to approve request for one time event
scheduled for June 20, 2009 as long as stipulations by insurance and council
are met, second by Terry J. Smith, unanimous approval.
B. Ordinance 2009 -2, An Ordinance Amending Chapter 9 Of The City Of
Greencastle Code Regarding Septage Rates, Second Reading
1. Mayor Murray read the title of this Ordinance and with a motion by Terry J.
Smith and second by Adam Cohen, Ordinance was unanimously approved.
C. Ordinance 2009 -3, An Ordinance Creating A Red Flag Policy To Identify And
Prevent Identity Theft, Second Reading
1. Terry J. Smith moved to approve this Ordinance, second Jinsie Bingham,
unanimous approval.
D. Ordinance 2009 -4, An Ordinance Amending Chapter 4, Article 2, Division I,
Sections 4 -20 and 4 -23 Of The Greencastle City Code, Second Reading
1. Motion by Adam Cohen to approve as presented on second reading, second
by Mark Hammer, unanimous approval.
E. Ordinance 2009 -5, An Ordinance Establishing A Greencastle Commission On
Sustainability, Second Reading
1. Motion by Terry J. Smith to approve on second reading, second by Jinsie
Bingham, unanimous approval.
F. Ordinance 2009 -6, An Ordinance amending Section 8 -24 Of The Greencastle City
Code Regarding Schedule Of Reserved Parking Spaces, Second Reading
1. Motion by Terry J. Smith to approve as presented, second by Mark Hammer,
unanimous approval.
VII. New Business
A. Council appointments to Sustainability Commission
1. Discussion on need for diversity necessary on appointments. John Garner and
Brian Pohlar recommended as appointments from this council. Jinsie
Bingham will be the Council appointment. Motion by Mark Hammer to appoint
as stated, second by Adam Cohen, unanimous approval.
B. Resolution 2009 -3, A Resolution Authorizing Funding Of The
Greencastle /Putnam County Development Center From Industrial Development
Funds.
1. Mayor Murray read this Resolution in its entirety. Bill Dory present for this
request to present Council with information regarding the Greencastle Putnam

County Development Center. Motion by Adam Cohen to approve as
presented, second by Mark Hammer, unanimous approval.
C. Right of Way Certifications
1. Laurie Hardwick shared information regarding the need for signatures from
this Council for streets being requested for paving in stimulus packet related to
need for these certifications. Motion by Mark Hammer second by Terry J.
Smith, unanimous approval.
D. Community Garden
1. Shannon Norman present to speak on this proposal. Requesting from Council
to allow soil testing at City Hall Auxiliary Parking lot green space, then have a
test garden and report back to Council with results. No permanent
improvements at this time. Planning group will be only ones involved at this
time. Also asking to move forward on Grant opportunities. Jinsie Bingham
asked what will be planted. Interest in planting tomatoes, flowers and other
compatible items. Motion by Mark Hammer to allow City of Greencastle to
move forward with proposal as presented; second by Jinsie Bingham,
unanimous approval.
VIII. Approval of City Claims
A. Mark Hammer moved for approval as submitted, second by Adam Cohen,
unanimous approval.
IX. Reports
A. Mayor's Report
1. H1 N1 virus no longer front page news and we are thankful for that. City
Planner has had many complaints lately regarding un -kept lawns and /or rank
vegetation. Reminder of what constitutes an ordinance violation and
procedures. Reminder to community of Tox Away day May 30, 2009.
Continuing to pursue stimulus dollars. Census bureau looking for volunteers.
B. Clerk- Treasurer's Report
1. Teresa Glenn shared updated information regarding 2009 Budget and working
on final numbers for DLGF. Also shared financial information through the end
of April.
C. Councilors
1. Terry J. Smith thanked everyone for Humane Society support.
2. Mark Hammer thanked Shannon for sign issue that she worked on. Small
area in Sherwood Addition needing to be mowed, asked Rod to please take
care of this.
3. Adam Cohen shared Council's appreciation to the GPD and their dedication to
the City. Terry J. Smith also thanked their families for their patience.
X. Adjournment
A. Motion by Jinsie Bingham to adjourn at 8:35 PM, second by Terry J. Smith,
unanimous approval.
