COUNCIL MINUTES
INDUCTION MEETING - APRIL 19, 1999
The Induction Meeting of the Bal Harbour Village Council was held on Monday, April 19,
1999, in the Council Chambers at Bal Harbour Village Hall. The meeting was called to
order at 10:05 a.m. by Assistant Mayor Hirschl. Those present were:
Assistant Mayor Andrew Hirschl
Councilman Peg E. Gorson
Councilman Daniel Tantleff
Councilman James Boggess
Also present: Councilman Elect Seymour "Sy" Roth
Alfred J. Treppeda, Village Manager
Jeanette Horton, Village Clerk
Steven Zelkowitz, Village Attorney
Absent: Mayor Estelle Spiegel
As a quorum was determined to be present, the meeting commenced.
Mrs. Horton explained that Mayor Spiegel will not attend this meeting and Assistant Mayor
Hirschl will chair the meeting.
2. Pledge of Allegiance: The Pledge of Allegiance was led by Assistant
Mayor Hirschl.
3. Resolution: A resolution was read by title, by the Village Clerk, certifying
general and special elections. A motion was offered by Councilman Tantleff and seconded by
Councilman Boggess to approve the resolution certifying general and special elections. The
motion carried with the vote as follows: Mayor Spiegel absent; Assistant Mayor Hirschl aye;
Councilman Boggess aye; Councilman Gorson aye; Councilman Tantleff aye. Thus becoming:

RESOLUTION OF BAL HARBOUR VILLAGE CERTIFYING GENERAL AND SPECIAL
ELECTIONS; PROVIDING FOR AN EFFECTIVE DATE.
4. Oath of Office - Councilman James Boggess and
Councilman -Elect Seymour "Sy" Roth: Mrs. Horton administered the oath
of office to Councilman James Boggess and Councilman -Elect Seymour "Sy" Roth.
S. Appointment of Temporary Meeting Chairperson:
A motion was offered by Councilman Tantleff and seconded by Councilman Roth to appoint
Assistant Mayor Hirschl as temporary meeting Chairperson. The motion carried with the vote
as follows: Assistant Mayor Hirschl aye; Councilman Boggess aye; Councilman Gorson aye;
Councilman Roth aye; Councilman Tantleff aye.

6. Election of Mayor:
A motion was offered by Councilman Tantleff and seconded by Councilman Roth to elect
Assistant Mayor Hirschl as Mayor. The motion carried with the vote as follows: Councilman
Boggess aye; Councilman Gorson ave; Assistant Mayor Hirschl aye; Councilman Roth aye;
Councilman Tantleff aye.
Mayor Hirsch) thanked the Council.
7. Election of Assistant Mayor: A nomination was offered by Mayor
Hirsch) and seconded by Councilman Roth to elect Councilman Tantleff as Assistant
Mayor. A nomination was offered by Councilman Boggess and seconded by Councilman
Gorson to elect Councilman Gorson as Assistant Mayor.
Councilman Boggess suggested that each nominee discuss why they want to be elected
as Assistant Mayor.
Councilman Tantleff stated that it is with great pride that he sits on the Bal Harbour Village
Council. He knows that he can add a tremendous amount of growth to the learning
experience that he has had with all of the many organizations he's involved with for Bal
Harbour including the Dade League and the Film Board. On regular meeting occasions
he brings a wealth of knowledge to the Council and knows that his addition as Assistant
Mayor will only add to that.
Councilman Gorson stated she's interested in furthering everything she can for Bal
Harbour and that's where she keeps all her interest. As the Council knows, she's working
very hard on the Council Chambers/Conference Room, which will be transformed next
year. She would like to do anything she can for the Council.
A motion was offered by Mayor Hirschl and seconded by Councilman Roth to elect Councilman
Tantleff as Assistant Mayor. The motion carried with the vote as follows: Councilman Boggess
aye; Councilman Gorson aye; Mayor Hirschl aye; Councilman Roth aye; Councilman Tantleff
ave.
8. Oath of Office - Mayor and Assistant Mayor: Mrs. Horton
administered the oath of office to Mayor Hirsch). Mrs. Horton administered the oath of
office to Assistant Mayor Tantleff.
9. Selection of Regular Meeting Date and Time:
A motion was offered by Councilman Boggess and seconded by Assistant Mayor Tantleff for the
regular meeting date to remain as the third Tuesday of every month at 3:00 p.m. The motion
carried with the vote as follows: Councilman Boggess aye; Councilman Gorson aye; Mayor
Hirschl aye; Councilman Roth aye; Assistant Mayor Tantleff aye.
Mayor Hirschl thanked Estelle Stern Spiegel, who for twelve years has acted in the utmost
concerning care for the Village of Bal Harbour, and has served with distinction and
dedication. Mayor Hirschl advised that a plaque will be sent to her on the Council's behalf

thanking her for all of her efforts and time.
Mayor Hirsch) thanked everyone for their support. He advised that he has spent the last
ten years on the Council and it has been a pleasure and privilege to serve. He thinks civic
responsibility is everyone's duty and civic involvement is what keeps Bal Harbour at the top
of where it is and the crown jewel in Dade County.
io. Ad Dorn: There being no further business to come before the Council,
a motion was offered by Councilman Boness and seconded by Councilman Gorson to adjourn.
The motion carried unanimously (5-0), and the meeting adjourned at 10:25 a.m.
