RESOLUTION NO. 20-9794
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
OPA-LOCKA, FLORIDA, AUTHORIZING THE CITY MANAGER
TO ENTER INTO AN AGREEMENT WITH EAC CONSULTING,
INC. FOR CONTINUING PROFESSIONAL ARCHITECTURAL
AND ENGINEERING CONSULTING SERVICES TO PERFORM A
SANITARY SEWER EVALUATION SURVEY (PHASE III) FOR
LIFT STATIONS 4, 5, 7, AND 8, PURSUANT TO RFQ NO. 20-
0324200; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on June 10, 2020, the City Commission of the City of Opa-Locka
("Commission') accepted bid proposals from several firms for continuing professional
architectural and engineering consulting services pursuant to RFQ No. 20-0324200. The
Commission further authorized the City Manager to enter into multiple agreements for
architectural and engineering consulting services as provided therein; and
WHEREAS, more specifically, the City Commission approved entering an
agreement with EAC Consulting, Inc. for civil engineering, landscape architectural,
structural engineering, traffic engineering, land surveying, construction testing and
inspections, utilities engineering services and general consulting engineering services;
and
WHEREAS, the City of Opa-Locka ("City") desires to have a Sanitary Sewer
Evaluation Survey (Phase III) for Lift Stations 4, 5, 7, and 8 performed. These four
collection basins include 121 manholes, 25,371 linear feet of smoke testing and three
consecutive nights of flow testing to determine compliance with 5,000 gallons per day -
inch -mile (gpdim) standard for Inflow & Infiltration (I&I) as specified in the Miami
Dade County Code; and
WHEREAS, the City further desires to enter into an agreement with EAC
Consulting, Inc., pursuant to the proposal attached hereto as Exhibit "A", to perform a
Sanitary Sewer Evaluation Survey (Phase III), including flow testing, smoke test,
manhole inspection and Report for Lift Stations 4, 5, 7, and 8 within the City, to not
exceed an amount of Forty -Four Thousand, Sixty Five Dollars and Fifty
Cents(S44,065.50); and
WHEREAS, the City Commission finds that it is in the best interest of the City
and its residents to enter into an agreement with EAC Consulting, Inc. for Continuing
Professional Architectural and Engineering Consulting Services as set forth herein.

NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA LOCKA, FLORIDA:
Section 1. RECITALS ADOPTED.
The recitals to the preamble herein are incorporated by reference.
Section 2. AUTHORIZATION
The City Commission of the City of Opa-Locka hereby authorizes the City Manager to
enter into an agreement with EAC Consulting, Inc. for continuing professional
architectural and engineering consulting services to perform a Sanitary Sewer
Evaluation Survey (Phase III) for Lift Stations 4, 5, 7, and 8, pursuant to RFQ No. 20-
0324200.
SECTION 3. SCRIVENER'S ERRORS.
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors which do not affect the intent may be authorized by the City
Manager, or the City Manager's designee, without need of public hearing, by filing a
corrected copy of same with the City Clerk.
Section 4. EFFECTIVE DATE.
This Resolution shall be effective immediately upon adoption hereof and approval by
the Governor of the State of Florida or Governor's designee.

Dear Mr. Austin,
EAC Consulting Inc. is pleased to submit the following scope and fees to provide Engineering Consulting
Services for the development of the City of Opa-locka's Sanitary Sewer Evaluation Survey Phase III reports
for Lift Stations (LS) 4, 5, 7, and 8.
Our services on this project will be supported by our subconsultant—
• C&I Construction and Design, Inc. - Flow Testing, Smoke test, Manhole inspection and Report
Sanitary Sewer Evaluation Survey (Phase III)
All sanitary sewer collection and transmission systems are required to complete a Sanitary Sewer Evaluation
Survey (SSES) according to the guidelines published in the U.S EPA's Sewer System Infrastructure Analysis
and Rehabilitation Handbook (1991), EPA/625/6-91/030. The SSES is carried out in three phases. Phase I is
an evaluation of the wastewater collection and transmission system to determine the amount of existing
Infiltration and Inflow. (I/1). Phase II is the plan for upgrading the collection system to meet or exceed the
minimum I/1 standards. Phase III is the implementation of the plan developed in Phase II and includes
remeasurement to prove that the collection system is operating at an acceptable level with respect to level
of infiltration and inflow (I/1).
EAC previously prepared Phases I and II SSES reports for the City of Opa-locka's lift stations and it is our
understanding that the City has undertaken the recommended improvements of sewer rehabilitation in
the collection basins for LS 4, 5, 7 and 8.
The City desires to continue providing reliable wastewater collection services for new development and to
enhance their existing collection system and has requested that EAC perform a Phase III SSES for these four
(4) collection basins which includes 121 manholes, 25,371 linear feet of smoke testing, and three
consecutive nights of flow testing to determine compliance with 5,000 gallons per day -inch -mile (gpdim)
standard for 1/1 as specified in the Miami Dade County Code.
Please find enclosed the following attachment to this fee proposal letter:

As part of this, the City is expected to provide access throughout the project for field visit accompaniment.

The following activities will be performed under this task for each of the four collection basins:
A. Smoke Testing. The EAC team will include a professional vendor for this task. Smoke testing will
involve testing the existing gravity sewer mains using a high -volume blower along with smoke
canisters or liquid smoke to generate the smoke. Smoke will be non -toxic odorless and non-
staining.
B. Night Flow Measurement (3 consecutive nights).
C. Manhole Inspections
D. Compilation of Inspection Findings and Reports (Phase III Report).
The following information will be required for us to commence engineering services.

PAYMENT TERMS:
Based upon Applications for Payment, submitted to the Owner/Agent by the Contractor, the Owner/Agent shall make progress payments on account of the Contract Sum to
the Contractor as provided below and elsewhere in this Proposal. Therefore, the Owner/Agent shall make payments to the Contractor as follows: Final retentions of the
balance owed are not allowed. Payments due and unpaid under the Contract Documents shall bear interest from the date payment is due at the following rate: any balance
past thirty (30) days will be subject to 1-2% per month (18% per annual) finance charge with the Owner/Agent paying for all attorneys' fees should collection be necessary.
This proposal may be withdrawn by C&I Construction and Design Inc. if not accepted within 30 days.

All material is guaranteed to be as specified. All work to be completed in a

beyond our control. Owner to carry fire, tomado and other necessary
insurance. Our workers are fully covered by Workmen's Compensation
Insurance.
