GREENCASTLE COMMON COUNCIL
REGULAR SESSION
TUESDAY, JULY 9, 2002
7:00 P.M.
CITY HALL
The Greencastle Common Council met in Regular Session Tuesday, July 9, 2002, 7:00 p.m. at
City Hall. Mayor Michael called the meeting to Order at 7:10 p.m. On the Roll Call, the
following were found to be present: Councilor Roach, Councilor Hammer, Councilor Sedlack,
Councilor Liechty and Councilor Rokicki.
There were no Public Petitions or Comments.
Mayor Michael reported that both WWTP Superintendent Mike Neese and Street Commissioner
Thomas Miles are absent due to the rain.
Water Superintendent Terry Dale stated they are using approximately two million gallons of water
® per day.
Police Chief Hendrich passed out this report at the meeting and stated there is water in the new
Police Station again.
City Planner Lisa VonTress gave a verbal report (her report had been turned into the CT, but was
not in the packet). Building Commissioner Tom Authur was absent.
Park Director Rod Weinschenk gave a verbal report and congratulated Councilor Liechty for
placing FIRST in his age bracket and third overall in the Rokicki 5K walk/run. Councilor Rokicki
complimented the Park director, staff and volunteers for the wonderful events of July 6th.
Councilor Sedlack corrected minutes as follows:
May 14, 2002, Executive Session: Councilor Sedlack stated we had two separate
meetings with the first adjourning at 6:35 p.m. and a new cast of characters arriving at 6:38 p.m.
They are two separate issues with two sets of characters. CT Jones agreed that we had two cast
of characters, but it was ONE agenda and one set of minutes with the items separated.
May 14, 2002, Regular Session; page two, first paragraph, was not a vote, but a "straw
poll" to see which candidate would be appointed to the School Board.
With those corrections, Councilor Sedlack made the motion to approve the minutes, seconded by
Councilor Rokicki. Vote was unanimous.
Motion to approve City claims as presented was made by Councilor Hammer, seconded by
Councilor Liechty. Vote as follows: Councilor Roach, abstain; Councilor Hammer, yes;
® Councilor Sedlack, yes, Councilor Liechty, yes and Councilor Rokicki, yes.
Request to close portions of Washington Street, Franklin Street, Indiana Street, Wood Street and
® Indianapolis Road for the 4 -H Parade July 21, 2002. Motion to approve made by Councilor
Rokicki, seconded by Councilor Roach. Vote was unanimous.
Ordinance 2002 -6, An Ordinance Establishing School Zone Speed Limits Within the City of
Greencastle, Putnam County, Indiana, first reading. Mayor Michael explained that she has
talked to A & F Engineering and they suggested the MUTCD Manual be adhered to, especially
regarding school zones and further stated that residential neighborhoods be maintained at 30 mph.
Mayor Michael read Ordinance 2002 -6. Councilor Roach stated 3d. needs to be changed from
First Street to Percy Julian Drive. Councilor Roach questioned the area around the old Jones
Elementary School and DePauw University. Councilor Roach, Councilor Hammer and Councilor
Rokicki all agree the "NOW THEREFORE" paragraph needs to be rewritten and clarified.
Councilor Rokicki asked that a map be available for the public to look at to see where changes
will be made.
Motion to table was made by Councilor Rokicki, seconded by Councilor Roach. Both motions
were withdrawn when it was realized that no public discussion could take place with the motion
to table.
Marjo Cavanaugh was present to recap the concerns of Seminary Street Neighbors which includes
excessive speed on seminary street. Mrs. Cavanaugh reminded the Council that these concerns
were brought before the Mayor and Council in June 2001 with the request to lower the speed
limit in the area to 25 mph. Councilor Sedlack stated he has looked at the Greencastle City Code
® which shows eight through streets in Greencastle and Seminary is an important thoroughfare.
That could be a real problem with lower speed limits.
Harriett Moore, a resident of Seminary Street, also stated she is for the lower speed limit. Mrs.
Moore stated she feels each neighborhood should be addressed individually. This area should be
posted at 25 mph with "Caution Children at Play" signs.
Councilor Hammer stated the police clocked the TOP speed at 38 mph.
Residents John Noble and Rick Provine also spoke in support of lower speed limits on Seminary
Street.
Whitney Morrill stated a committee needs to be formed to address the issues.
Motion to table Ordinance 2002 -6 was made by Councilor Rokicki, seconded by Councilor
Roach. Vote was unanimous.
Ordinance 2002 -7, An Ordinance Amending Ordinance 2001 -9 Regarding City of Greencastle
Employees Salaries, first reading, was read by Mayor Michael. This Ordinance amends the
Salary Ordinance by adding an ICE student to the Fire Department working 20 hours per week at
$5.15 per hour. Motion to approve made by Councilor Liechty, seconded by Councilor Rokicki.
Vote as follows: Councilor Roach, abstain, Councilor Hammer, yes, Councilor Sedlack, yes;
Councilor Liechty, yes and Councilor Rokicki yes.
Edith Welliver, Main Street Director, was present to discuss the creation of a Historic
Preservation Commission. Mrs. Welliver stated the Council would need to pass an Ordinance
® creating this committee which would operate parallel to the Plan Commission for specifically
designated historic areas. Councilor Roach suggested forming an investigative committee and
move forward, bringing the information back to Council to decide if they want to pass an

Ordinance.
Dr. Heavin, Putnam County Board of Health, was present to discuss mosquito control. Dr.
Heavin stated there are some diseases being carried by mosquitos and the BOH has received
$1,000.00 as seed money if needed for City /County mosquito control if needed.
Mayor Michael stated that on the sidewalk issues they have picked out sidewalks with upheavals
to work on first.
It was reported that the new Police Station has reached substantial completion on Phase I and the
contractor has 30 days to complete the punch list. The expansion is scheduled to be complete by
Labor Day.
Councilor Roach asked if a Phase I Environmental Review has been done on the old City Hall.
City Engineer Morrow stated that it has not and estimated the cost to be approximately
$ 1,375.00.
Mayor Michael reported that after the discussion of the Eastside Waterworks and Fire Substation
discussion, CACFID and Redevelopment Commission want to move forward on these issues with
the Waterworks being priority.
The fire substation was also discussed with Mayor Michael stating we know we can't do this now,
but need to look at manpower now and start staffing in anticipation of the new substation.
Motion to adjourn made by Councilor Roach, seconded by Councilor Hammer. Vote was
unanimous.
