Iglehart John G. Hart J. Phil Hoyle William S. LaPorte Richard F. Ward, Henry Lilienthal and Kathleen Kirton. Mayor Koch called the meeting to order. Mr. Iglehart moved that the minutes of the meeting held on February 14, 1969 and the special meeting held on March 5, 1969 be approved as written and the reading of these minutes be waived. Mr. LaPorte seconded the motion. Motion passed. Mr. Iglehart moved that the Financial Report for February be approved as written and all expenses included in the report be approved. Mr. Hoyle seconded the motion. Motion passed. Police reports for February were read. Mayor Koch reported on floor elevation ordinances of nearby towns and stated that they were more concerned with minimum levels rather than maximums. Street lighting for AlA was discussed and it was agreed that a notice be sent with the water bills advising citizens of the proposed plans and inviting them to look over the plans at the Town Hall with a decision to be made by the Commission at its next meeting. Mayor Koch announced that if there is no old business to come before the Commission, the meeting would be adjourned with the installation of the newly elected Commission and their organizational meeting to follow. Meeting adjourned. The meeting was called to order and the Oath of Office and Loyalty Oath were administered to each Commissioner and each was thereupon sworn in as Commissioner. Mr. Hart moved that the same positions on the Commission be retained by the members and that all Town employees be retained in their pre- sent positions. Mr. Hoyle seconded the motion. Motion passed. For the record the officials are: Mayor, William F. Koch, Jr.; Vice - Mayor, Stewart B. Iglehart; Town Clerk, J. Phil Hoyle; Deputy Town Clerk, Town Manager, Tax Assessor, Tax Collector, Secretary, Treasurer, ' Purchasing Agent, Building Inspector, Judge and Librarian, Richard F. Ward; Town Attorney, Henry F. Lilienthal; Chief of Police, Roy Cowart; C Clerk of Municipal Court, William E. Gwynn. Resolution No. 2 -69 setting the time and date for the Commission to sit as a Board of Equalization was read. Mr. LaPorte moved that the resolution be passed and adopted. Mr. Hoyle seconded the motion. Motion passed. The Town Clerk reported the resignation of Police Officer Harold Corbett as of March 15. The Commissioners agreed that he be paid only through the date of resignation. An application for the position has been received from Thomas E. Montjoy. It was agreed that the Commissioners would meet and inter- view the applicant at 4:00 p.m., March 21, 1969. The Commissioners agreed on a starting salary for the position of $425.00 per month and further agreed that Police Officer Robert Mumma be advanced from $450.00 per month to $475.00 per month. A letter from Henry N. Whitney concerning water sprinklers which send water over roadways and onto passing cars was read. It was agreed that the Police would be instructed to take corrective measures in this matter. Mr. Iglehart requested that the Town Clerk determine the number of parking spaces at the Gulf Stream Shores Apartments and give a report at the next meeting. r Commission Meeting, March 18, 1969 Page 2 Mr. Lilienthal gave a report on the inlet suit. It was pointed out that the Town Clerk had been subpoened to a hearing on the suit on March 21, 1969. There being no further business to come before the Commission, the meeting was adjourned. My parents were Mary Ella Montjoy, and Edgar Daniel Montjoy, Greenville County. State's number 22- 030358. I entered grade school in 1928 in Florence, S. C. In 1934 1 moved to Chapel dill, N. C., where I attended high school for three years, and graduated from Lee Edwards High School in Ashville, N. C. in 1941. After graduation I returned to Chapel Hill, where I attended the University of North Carolina for two years. In 1943 I enlisted in the U. S. Army. I served for four years and was honorably discharged as Staff - Seargeant. In 1947 I went to work for the A & P Tea Co -, Chapel Hill, N. C. I was employed by them for for five years as Assistant Manager. In 1952 I entered the U. S. Air Force, Serial Number A.F. 14123930. Mr. John Hart, North Ocean Boulevard, Delray Beach, Florida, 33444 Dear John, A minor nuisance exists on main roads in Gulf Stream, such as AlA, Polo Drive, etc, It also exists on Andrews Avenue and elsewhere, but this is not in Gulf Stream. The nuisance is this: many property owners whose houses are on the main roads have lawn sprinklers, which are usually turned on early in the morning. As a person who goes down town fairly early nearly every day, I encounter these sprinklers all the time. If there is a wind from the east, sprinklers from houses on the east of the road give the cars passing an involuntary wash. The same is true of houses on the west, if the wind is west. I appreciate that the sprinklers are, in many cases, turned on by gardening services. However, individual home owners could control this. My request is that you mention the matter in the next Civic Association letter. I could name some individual offenders, but will 'refrain. (You are not one of them). MINUTES OF THE MEETING OF THE TOWN COMMISSIONERS I /—`, SITTING AS A BOARD OF EQUALIZERS ON: MARCH 31, 1969 The Town Commissioners of Gulf Stream, Florida, met at the Town Hall in Gulf Stream, Florida at 10:00 a.m. on March 31, 1969 to hear and consider any complaints of the taxpayers and to receive and equalize values of real estate and improved property on the Town's tax assessment rolls as of January 1, 1969. A motion was made to recess the meeting of the Town Commissioners sitting as a Board of Equalizers until 10:00 a.m. on August 29, 1969. The motion was seconded and was then passed unanimously. The Commissioners agreed to reconvene at Gulf Stream Town Hall at 10:00 a.m. on August 29, 1969.
