RM Law Enforcement Trust Funds
This correspondence is being sent pursuant to a request of Councilor Angie Kounelis at
the June 8,2010 Town Council meeting. Councilor Kounolis requested information
regarding the balances of the Police Law 1nforcement heist Funds and the appropriate
use of these funds.
The Town of Watertown has two longstanding Law Enforcement Trust Funds, The first
is the Federal Law Enforcement Trust Fund (Fund 8108). The second is the State Law
Enforcement Trust Fund(Fund 8109).
Fund 8108 Federal Law Enforcement Trust Fund currently has a balance of$26,627.15
and Fund 8109 State Law Enforcement Trust Fund currently has a balance of$13,578.68.
As to the appropriate use of the State Law Bnforcement Trust Fund,attached is a copy of
the Commonwealth's Department of Revenue Division of Local Services IGR 00.209
issued in January 1990, Within the IGR,it stales"The fund may specifically used to
defray the costs of protracted investigations,to provide additional teolutical equipment or
expertise, to provide matching funds to obtain federal grants or for such other law
enforcement purposes as, the chief of police...deems appropriate,but such fluids shall not
be considered a source of revenue to meet the operating needs of such department."
As to the appropriate use of the Federal Law Enforcement Trust Fund,attached are,pages
16 through 25 of the Guide to Eauttable Sbarinc,for State and Local Law Gnforcentent
Agencies issued in April 2009 by the U,S,Department of justice. Those pages explain in
detail the uses of the forfeiture funds,
