HomeMy Public PortalAbout3140 Polo Drainage Outfall Construction Management Services Agmt 2018TOWN OF GULF STREAM Construction Management Services for 3140 Polo Drive Drainage Outfall DATE: June 21, 2018 BACKGROUND The Town of Gulf Stream contracted with Mathews Consulting to design a new stormwater outfall to resolve roadway flooding problems in the area of Polo Drive. The project was bid and awarded to a contractor. Construction of the pipeline is schedule to begin soon. Construction is currently ongoing at the residence of 3140 Polo Drive where the pipe is to be installed in an existing drainage easement along the south property line (see Figure 1 below). The Town has requested that Mathews Consulting (Consultant) to provide limited construction management services under our General Engineering contract with the Town. Figure 1: 3140 Polo Drive Existing Drainage Easement General Location SCOPE OF WORK The services provided under this Authorization will be divided into defined tasks in order to perform the required engineering services. The following is the description of the tasks to be performed by the Consultant: Task No. 1— Coordination and Meetings Consultant shall attend a preconstruction meeting and subsequent meetings as needed. Consultant will coordinate with the Town and contractor to answer design related questions or clarifications. Consultant will review shop drawings of inlet structures for consistency with the drawings. Task No. 2 — Site Observations Consultant shall provide a construction field representative to periodically visit the construction site to monitor the work. Site visits will occur two to three times a week and will be coordinated with the contractor to coincide with key elements of the construction. Field reports will be prepared to describe the current activity. The field representative will promptly relay any concerns to the Town and Engineer. Task No. 3 — Certification Consultant will review as -built drawings, as prepared by the contractor, and field inspection reports to ascertain completeness of the project and will submit final certification to the Town and the Florida Department of Environmental Protection. ASSUMPTIONS Work described herein is based upon the assumptions listed below. If conditions differ from those assumed in a manner that will affect schedule of Scope of Work, Consultant shall advise Town in writing of the magnitude of the required adjustments. Changes in completion schedule or compensation to Consultant will be negotiated with Town. 1. Town will provide Consultant as -built drawings from the contractor when available. 2. Town personnel will assist in limited field verification of affected existing Town facilities. 3. This scope of work does not include review of contractor pay applications, construction schedules or change orders. If these services are required by the Town, they will be acknowledged in writing and performed on an hourly basis. 4. Town will be responsible for coordination with the property owner. 5. Consultant assumes the project area is not on Sovereign Land. 6. Contractor shall provide Town with final Record Drawings. CONTRACT PERFORMANCE The services will be provided based on time and expenses not to exceed $5,000 using the Hourly Rate Schedule shown below. MEETING DATE: June 21, 2018 A meeting was held on Thursday, June 21, 2018 between MC, the Town and Contractor (LCCI) at the project site to discuss the upcoming construction. The following items were discussed: • Brian indicated that construction will begin on July 2, 2018. • Contractor will begin by staking pipeline and structures for Town and MC inspector to review. • Contractor indicated that construction will begin at the seawall and move west to east. • Pipe alignment will fall between two seawall pilings at the west end and between an existing transformer and temporary power meter at the east end. • Homeowner's contractor, Joe, will remove items being stored in the work zone prior to construction. • Two of the three trees shown on the drawings to be removed have already been removed by the homeowner. The Contractor will attempt to save the remaining avocado tree. • Because of the tight space at the east end of the property and the utilities in that area, the Contractor will hand dig at that location. • The Town will provide the location of a recently installed sewage line. • Pavement for the roadway repair will extend over an adjacent open cut that was recently performed in association the new transformer on the site. • Based on previous construction, the Town indicated that there may be rock encountered on the east side of Polo Drive. Borings taken on the 3140 property do not indicate rock at the depths needed for construction, but the geology may differ. A shallower inlet structure may be possible on the west side of the road if needed, but should be coordinated with the Engineer. • MC will perform shop drawing review and provide periodic site visits to monitor construction.
