Allen Subject: Lot Number 125 404 8th Street for Tony Petrea RE: Lot Number 125 404 8th Street for Tony Petrea Page 1 of 1 Today you and I met with Maria Rodriguez's at her 713 Jones Ave residence to discuss her lot drainage issues. She seemed most interested in the above referenced project which was developer behind her. Based on the topographic information in the files and visual observations, I do not feel that the site design that the City approved for the development of 404 8th Street behind her house is a contributing factor to her drainage problem. However, upon our review of topographic information on the approve plan and site conditions; it appears that the upper limits of the existing tidal ditch was filled. This appears to be within the 25' Tybee buffer upstream of the COE wetlands jurisdiction. As the temporary smaller ditch dug recently to the north of this filled ditch provided relief to the Rodriquez residence, restoring the upstream portion of the existing tidal ditch should eliminate any possibility of the development of 404 8th Street restricting surface runoff from 713 Jones Avenue. Alternately, a revised plan showing the recent filling of the tidal ditch with other provisions for draining 713 Jones Ave. could be submitted. It is my understanding this would require a variance from the Tybee buffer. Our review is limited to drainage issues. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. Due to the distance of the lot from 8th Street, I recommend Mr. Petrea and the City agree on the water service and sanitary sewer service design prior to issuance of a building permit. To the best of my knowledge and belief, these plans meet the requirements of the Land Development Code of the City of Tybee Island. The proposed project is to be cleared of trees and stumps required for construction of a new structure. The total site is 0.31 acres with the new structure being approximately 1,800 sf (envelope). The soils in this area have been classified by the Chatham County Soil Survey Map as being Cuc (Chipley -Urban Land Complex). The soils on this site have not been field verified. ANALYSIS METHOD The Rational method was utilized for the analysis of the pre- development and post - development runoff for this site. Hydroflow Hydrographs software was utilized to perform these analyses and for the purpose of sizing pipes, inlets, ditches and detention. The analysis was performed utilizing the following data: DRAINAGE AREA PRE - DEVELOPMENT RUN -OFF COEFFICIENT WEIGHTED AVERAGE = 0.35 POST - DEVELOPMENT RUN -OFF COEFFICIENT WEIGHTED AVERAGE = 0.43 IDF CURVES = SAVANNAH HYDROGRAPH GENERATION METHOD = RATIONAL PRE - DEVELOPMENT SLOPE = 2 % POST DEVELOPMENT SLOPE = 2 % TIME OF CONCENTRATION PRE - DEVELOPMENT = 1 O MINUTES TIME OF CONCENTRATION POST - DEVELOPMENT = 1 O MINUTES The proposed project is to be cleared of necessary trees and stumps to make way for the new structure. The resulting increased runoff, which is encountered due to new impervious area is displayed below: RUN-OFF RATE (25 YEAR STORM) PRE - DEVELOPMENT RUN -OFF = 0.72 CFS POST-DEVELOPMENT RUN -OFF = 0.88 CFS TOTAL INCREASE IN RUN -OFF = 0.16 CFS Storm water will be directed by existing conditions but will also be routed by gutters and downspouts.
