APPROVAL OF MINUTES - Meeting of November 22, 1994 Commissioner Seibert moved to approve the Minutes as written, seconded by Commissioner Larson and unanimously carried. 6. UNFINISHED BUSINESS: NONE 7. NEW BUSINESS: A. PUBLIC HEARING: TENTATIVE PARCEL MAP . #24047 CONDITIONAL USE PERMIT 94 -1213 Site: 5016 SERENO DRIVE Property Owner: Applicant: KING WAH NG AND FUK HING NG 2513 STRATHMORE AVENUE ROSEMEAD, CA 91770 TERENCE KWOK 109 E. FLORAL DRIVE MONTEREY PARK, CA 91755 Planning Commission Minutes Page 2 Date of Hearing: December 13, 1994 Engineer: A & D ENGINEERING 800 S. DATE AVENUE, SUITE 202 ALHAMBRA, CA 91803 Request: A tentative parcel map and conditional use permit to allow a residential condominium development consisting of three detached dwelling units in the Multiple Residential (R -2) zone Community Development Director Dawson stated that notices were mailed to property owners within 300 feet of the subject site. Director Dawson gave the background information contained in the staff report dated December 13, 1994. Video of the site was shown. Director Dawson stated the existing 1,580 square foot dwelling was constructed in 1948. In March, 1994, a converted attic space which had been converted into living space without Building or Planning Department approvals was determined by the Building Inspector to be unhabitable space. The subject property will be demolished for this development. Director Dawson stated that staff placed 63 conditions upon the recommended approval. Director Dawson indicated changes to be made on conditions 13, 19 and 20. There being no questions from the Commission, Chairman Griffiths opened the public hearing and invited those in favor of the project to speak. Terence Kwok, 109 E. Floral Drive, Monterey Park, the applicant, offered to answer any questions regarding the project. Chairman Griffiths invited those against the project to speak. Glen Mulkey, 5008 Sereno Drive, asked if the properties would be one or two - story. Chairman Griffiths answered two - story. Mr. Mulkey stated his displeasure with two -story homes, adding that there are already ten new two -story homes on Sereno Drive. • • • Planning Commission Minutes Page 3 Date of Hearing: December 13, 1994 Jen -Min Cheng, 5017 Sereno Drive, asked if three units are allowed in the R -3 lot and how long construction will occur. Director Dawson answered that, due to the density applicable to this property, three units are allowable and construction may take six months. Mr. Chenq asked how toxic materials are controlled and if other traffic and safety topics have been addressed. Director Dawson answered that demolition permits require accounting for asbestos and other materials being removed. Additionally, Building Department monitoring and inspections occur throughout the construction process. Director Dawson assured Mr. Cheng that any future building complaint may be reported to staff. Chairman Griffiths informed Mr. Cheng that specific requirements are stated in the Building Codes which are available for anyone's review. Mary Burke, 5114 N. Sultana Avenue, asked that public hearing notices be mailed farther than 300 feet radius. Chairman Griffiths stated that 300 feet is the legal requirement for residential applications and the City would incur additional costs for lengthier mailings. Ms. Burke stated that many drivers use Sereno Drive for a shortcut and she was concerned regarding additional building on Sereno Drive. Mr. Mulkey asked how many bedrooms are in each unit and the total square footage. Director Dawson answered that each unit will have four bedrooms and between 2,324 -2,370 total square feet. Mr. Kwok stated in rebuttal that the project will improve this lot and enhance the neighborhood. The driveway will be 20 feet from the neighboring property. There being no one else to speak for or against, Commis- sioner Seibert moved to close the public hearing, seconded by Commissioner Larson and unanimously carried. Commissioner Larson could make the findings for approval. Commissioner Seibert concurred. Chairman Griffiths concurred. Commissioner Seibert moved to approve Tentative Parcel Map #24047 and Conditional Use Permit 94 -1213, with the above mentioned corrections of conditions 13, 19 and 20, seconded by Commissioner Larson and unanimously carried. Chairman Griffiths stated that there is a 10 -day period in which anyone may appeal the decision of the Planning Commission to the City Council. B. PUBLIC HEARING: CONDITIONAL USE PERMIT 94 -1218 ZONE VARIANCE 94 -1219 Site: 5116 ROSEMEAD BOULEVARD Property Owner: TEMPLO ADVENTISTA 5116 ROSEMEAD BOULEVARD SAN GABRIEL, CA 91776 Applicant: PASTOR ABEL LOPEZ 5124 N. ACACIA STREET SAN GABRIEL, CA 91776 Request: A conditional use permit and zone variance to allow the construction of a new church sanctuary building with a seating capacity of 308 persons with less than the required number of parking stalls based on uses per the Zoning Code and to allow a 36 foot high projection which exceeds the maximum permitted height of 30 feet in the Light and Heavy Multiple Residential (R -2 and R -3) zones Community Development Director Dawson stated that notices were mailed to property owners within 300 feet of the subject site. Associate Planner Turner gave the background information contained in the staff report dated December 13, 1994. Video of the site was shown. • • " " Planning Commission Minutes Page 5 Date of Hearing: December 13, 1994 Associate Planner Turner stated an earlier zone variance to construct a new sanctuary was approved by the Planning Commission in 1991. However, only a kitchen expansion was constructed . at that time. The current proposal is to demolish the existing sanctuary building and construct a new 8,228 square foot sanctuary building to seat 308 persons, including a pastor's office, study rooms, choir room, meeting room, library, mother's room and restroom facilities. An existing residential dwelling on this property is to be demolished. Associate Planner Turner stated the applicant has provided 66 off - street parking stalls. The need for parking stalls will occur primarily on Saturday mornings. Staff is recommending approval of this application. There being no questions from the Commission, Chairman Griffiths opened the public hearing and invited those in favor of the project to speak. Pastor Abel Lopez, 5124 N. Acacia St., San Gabriel, stated when he became the Pastor, the church building was very old and in need of extensive repairs. They have made many improvements over the years. The new sanctuary will greatly enhance the Templo Adventista worship services. Commissioner Larson asked if parking access will be from the rear. Pastor Lopez answered yes, with three exits. He added that construction is estimated to take four months. Chairman Griffiths invited those against the project to speak. Mary Burke 5114 N. Sultana Avenue, has lived across the street from the Church parking lot for 21 years. She had a concern with on- street parking of vehicles for Church attendants. She complained that visibility is impaired when driving out of her driveway due to the volume of parked cars on the street. Pastor Lopez stated that Ms. Burke's driveway has never been blocked and he had not been previously informed of parking problems incurred by Ms. Burke. He requested approval of this application as it meets all requirements and he is careful to please the neighbors. Planning Commission Minutes Page 6 Date of Hearing: December 13, 1994 There being no one else to speak for or against, Commis- sioner Seibert moved to close the public hearing, seconded by Commissioner Larson and unanimously carried. Commissioner Seibert stated that parking could be a problem if all services occurred at the same time, however, that does not occur. He could make the findings for approval. Commissioner Muto could make the findings for approval. Commissioner Larson felt that parking could be a concern at particular times, however, he could make the findings for approval. Chairman Griffiths stated that parking will be expanded from 44 to 66 spaces and he could make the findings for approval. Commissioner Seibert moved to approve Conditional Use Permit 94 -1218 and Zone Variance 94 -1219, seconded by Commissioner Muto and unanimously carried. Chairman Griffiths stated that there is a 10 -day period in which anyone may appeal the decision of the Planning Commission to the City Council. C. PUBLIC HEARING: Site: Property Owner: Applicant: Request: CONDITIONAL USE PERMIT 94 -1217 9237 LOWER AZUSA ROAD TEMPLE CITY INDUSTRIAL PARK CONTACT: LAWRENCE MORAN 177 EAST FRONT STREET COVINA, CA 91723 AIRTOUCH CELLULAR CONTACT: SCOTT LONGHURST P.O. BOX 19707 IRVINE, CA 91714 -9707 A conditional use permit to allow the replacement and relocation of an existing 60 foot wood pole with a new 60 high steel pole which will contain cellular antennas, the tallest of which will not exceed 76 feet in height, within an existing • • • " Planning Commission Minutes Page 7 Date of Hearing: December 13, 1994 " industrial center in the Heavy Manufacturing (M -2) zone Community Development Director Dawson stated that notices were mailed to property owners within 500 feet of the subject site. Director Dawson gave the background information contained in the staff report dated December 13, 1994. Director Dawson stated this application is in the manufacturing area and no objections have been received by staff. This use is at a less sensitive location than a similar request for a cellular site at Temple City High School. There being no questions from the Commission, Chairman Griffiths opened the public hearing and invited those in favor of the project to speak. Scott Lonqhurst, 3 Park Plaza, Irvine, applicant, stated that currently a wood pole exists. A maximum of three microwave antennas, three omni whip antennas and twenty - one new directional cellular antennas will be placed on the new steel pole. This will be placed on a raised concrete curb to the rear of the building. Lawrence Moran, 177 E. Front Street, Covina, is the industrial park property owner. He requested approval of this application. Chairman Griffiths invited those against the project to speak. No one came forward. There being no one else to speak for or against, Commis- sioner Seibert moved to close the public hearing, seconded by Commissioner Larson and unanimously carried. Commissioner Muto could make the findings for approval. Commissioner Larson concurred. Commissioner Seibert concurred. Chairman Griffiths concurred. Commissioner Muto moved to approve Conditional Use Permit 94 -1217, seconded by Commissioner Larson and unanimously carried. Planning Commission Minutes Page 8 Date of Hearing: December 13, 1994 Chairman Griffiths stated that there is a 10 -day period in which anyone may appeal the decision of the Planning Commission to the City Council. 8. COMMUNICATIONS: NONE 9. MATTERS FROM CITY OFFICIALS: A. Director Dawson stated that the City Council, at their meeting of December 6, 1994, accepted the resignation of Planning Commissioner David Evans who recently relocated to outside of the City boundaries. B. The Commissioners were provided a copy of the November Code Enforcement report. C. Director Dawson stated there are no public hearing items for the next regular Planning Commission meeting of December 27, 1994. The Planning Commission concurred to cancel this meeting for lack of a quorum. D. Commissioner Seibert requested that reports for newly issued business licenses be provided to the Planning Commission. 10. ADJOURNMENT There being no further business, Chairman Griffiths adjourned the meeting at 8:40 p.m. The next regular meeting of the Planning Commission will be held on Tuesday, January 10, 1995, at 7:30 p.m. in the Council Chamber, 5938 Kauffman Avenue, Temple City.
