Home My Public Portal Aboutr 12-055P-ovinfrma of fke 'CN axm g4 of gatfmf, I No. 12°55 Datc of Adnpldm 22, 20 12 RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T&M ASSOCIATES — CARTERET PARIS GREEN ACRES GRANT IMPROVEAfENTS ONSITE PARKING LOT PROJECT - DESIGN PHASE SERVICES WHEREAS, the Borough of Carteret is in need of design phase services in regard to the Carteret Park Green Acres Grant hnprovements Onsite Parking Lot Project; and WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise for said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $3,500.00; and - WHEREAS, the Mayor and Council have reviewed said proposal; WHEREAS, the Chief Financial Officer has certified that fands are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: I. That the proposal front T &M Associates for design phase services related to the Carteret Park Green Acres Grant Improvements Onsite Parking Lot Project at a total cost not to exceed $3,500.00 at the rate set forth in T &M's existing contract with the Borough is hereby approved. 2. That annexed hereto is a copy of said proposal. 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. 4. Scope of Improvements In addition to the proposed perpendicular street parking along Carteret Avenue, the improvements to Carteret Park include the following: • Installation of a new 95 car parking lot connecting the existing parking lot adjacent to the Park & Recreation Building and providing a new ingress and egress along Cypress Street; • A new 6' wide concrete walkway around the perimeter of the existing playground and newly proposed water spray park; and • installation of a planted buffer between the new parking lot and the play areas; • New landscape screen and solid fence between the new parking lot and adjacent private properties to the north. The estimated construction cost for the improvements noted above is approximately $100,000 to 5150,000. Upon authorization from the Borough, we are prepared to proceed with the onsite parking lot and related work design services, as described below. Scope of services Civil Design Services Based on the previously mentioned scope of improvements, we will provide the following additional design services for this project: We will provide topographic field survey of the areas included as part of die proposed improvements. Horizontal and vertical data will be tied into the datum used for previous projects at the park. We will prepare base maps for the project by compiling the survey noted above, previous surveys and the Borough of Carteret aerials. 3. Once the base maps are prepared, we will conduct field investigations to verify the mapping and note conditions of existing features. Utility locations and available electrical service will be reviewed and located. 4. We will prepare preliminary plans and a preliminary construction cost estimate for the proposed improvements for review and approval by the Borough prior to proceeding with final design. 5. Upon approval of the preliminary plans, we will prepare final construction plans for the proposed improvements. 6. We will provide technical specifications for the new parking lot improvements and incorporate them into the project specifications. 7. Upon completion of final engineering documents, a construction cost estimate will be prepared. Summary of Fees and Schedule We will provide the services outlined above for a not to exceed fee of $5,300 to be billed monthly utilizing our current billing rate schedule. Upon authorization, we will initiate the field services and design for the new onsite parking lot.
