MINUTES

MEETING: Board of Trustees Regular Meeting

PRESENT
Board: Mayor Philip Vandernail; Mayor Pro-Tern Eileen Waldow; Trustees; Andy
Miller, Katie Soles, Parnell Quinn and Ryan Barwick
Staff: Town Manager Jeff Durbin; Town Clerk, Antoinette McVeigh; Town
Planner Catherine Trotter; Marketing and Economic Development
Manager, Sarah Wieck; Finance Manager, Beth Williams; Police Chief,
Glen Trainor

Mayor Vandernail called the meeting to order at 7:00 p.m.

2. Approval of Agenda:
Trustee Soles moved, and Trustee Miller seconded the motion to approve the agenda.
Motion carried: 6-0.
3. Consent Agenda:
a) Minutes June 17, 2020
Trustee Barwick moved, and Trustee Quinn seconded the motion to approve the
consent agenda. Motion carried: 6-0.
4. Discussion and Possible Action Regarding:
a) Grand County Proposal for Additional Public Health Capacity
The Board discussed the use of masks indoors and in businesses. There will be a
Special meeting on July 7,2020 to introduce an emergency ordinance to require face
coverings.
Trustee Miller moved, and Trustee Waldow seconded the motion to have staff draft a
letter that the Mayor will sign in support of the Grand County Proposal for Additional
Public Health Capacity. Motion carried: 6-0.
b) County Wide Collaboration
The Board would like to collaborate on broadband, housing, and workforce.
c) Committee Roles and Expectations
Page 2 of 2
Committees should only meet if/when they have business or policy matters to consider.
Committees will set their agenda with the Mayor, Town Manager and Chair of the
Committee.
d) Retreat Dates and Goals
The Board will discuss Retreat dates in August.
5. Open Forum:
Miller: Continue to conduct Board meetings via Zoom and in person, Trail closures are
creating congestion, Joint collaboration with the Town of Winter Park
Soles: Mill Apartments status
6. Executive Session:
To discuss the purchase, acquisition, lease, transfer, or sale of real, personal, or other
property interest under C.R.S. Section 24-6-402(4)(a).
Trustee Soles moved, and Trustee Barwick seconded the motion to open the Executive
Session to include Town Manager Durbin and Finance Manager Williams at 8:30 p.m.
Motion carried: 6-0.
Trustee Miller moved, and Trustee Waldow seconded the motion to close the Executive
Session at 8:50 p.m. Motion carried: 6-0.

Trustee Soles moved, and Trustee Waldow seconded the motion to adjourn. Motion
carried: 6-0. Meeting adjourned at 8:50 p.m.
