Mayor Vandernail called the meeting to order at 7:00 p.m.
1. Rollcall: Mayor Philip Vandernail; Mayor Pro-Tern Eileen Waldow; Trustees; Andy
Miller, Brian Cerkvenik, Katie Soles, Parnell Quinn and Ryan Barwick
2. Approval of Agenda:
Trustee Soles moved, and Trustee Barwick seconded the motion to approve the
agenda. Motion carried: 7-0.
3. Consent Agenda:
a) Minutes July 1, 2020
b) Minutes July 7, 2020
Trustee Miller moved, and Trustee Barwick seconded the motion to approve the
consent agenda. Motion carried: 7-0.
4. Discussion and Possible Action Regarding:
a) Mobile and Transient Vending Request- Kona Ice
Trustee Barwick moved, and Trustee Waldow seconded the motion to authorize staff to
enter into an agreement with Karl and Gabriella Vogelbacher of Kona Ice to park at
Town Parks and open spaces for the year of 2020. Motion carried: 7-0.
b) De-Gallagher Amendment Ballot Question
Paul Wisor from Garfield & Hecht, P.C. presented to the Board and answered questions.
The board directed Paul to continue to work with the Grand County attorney on the ballot
language and bring it back to the next meeting.

a) Business not on the agenda
6. Updates:
Miller: UTV usage on county roads will be discussed at the BOCC meeting in August,
NWCOG article about post offices being understaffed, marketing of the face covering
ordinance.
Vandernail: Congratulated Officer Ransom for being on the 20 under 40 list. The Board
will have a joint meeting with the Water Wastewater Committee on August 15.
7. Adjourn:
Trustee Soles moved, and Trustee Miller seconded the motion to adjourn. Motion
carried: 7-0. Meeting adjourned at 8:00 p.m.
