Council Chambers, Memorial Municipal Building,61 Cooke Avenue, Carteret, New Jersey. The following were noted present:: Councilman V. Bellino J. Diaz D. DiMascio Randy Krum J. Sitarz Noted absent was Councilwoman Susan Naples. Also noted present was Borough Attorney Robert J. Bergen and Municipal Clerk Kathleen M. Barney, MMC. • y 4iia� VIN QI Statement of Meeting Notice was mailed to The Home News Tribune, SDVO4NF CF PEFTM NMCE The Star Ledger and posted on the bulletin board on January 9, 2012. Notice was published in The Home News Tribune on January 9, 2012 and The Star Ledger on January 10, 2012. The meeting was opened with a minutes of Silent Prayer and the Pledge of Allegiance led by Mayor Daniel J. Reiman. 1. VAY 3, 2012 ORDINkU #12 -8 ORDINANCE — Public Hearing — May 17, 2012. 1. #12 -8 Capital Improvement Providing for Various Improvements. ORDMU #12-9 ORDINANCE-#12-9 1. #12 -9- Ordinance Further Amending Ordinance #07 -09, Finally Adopted on July 12, 2007. Mayor Reiman stated that this Ordinance amends Ordinance #07 -09. This has to do with the Redevelopment Agreement on Lower Roosevelt Avenue. DISCUSSICN Mayor Reiman said based upon the modification of the ordinance (inaudible) in the form of Pilot payments. It doesn't necessarily change the scope of the project but because there is outstanding obligations from the agency on us which is funded by the Pilot, have to do a formal ordinance reading to satisfy any Bond Holders. FIRST READING ORDINANCE 12 -9 was introduced and adopted on the First Reading and the Clerk authyrrizl, 9M directed to advertise same for Public Hearing to be held -------- 2 ----- - - - - -- - upon MMS &C, by Councilmembers Sitarz and Bellino. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Sitarz voted in the affirmative. Councilmember Naples was noted absent. ORDINANCE #12 -9 "ORDINANCE FURTHER AMENDING ORDINANCE #07 -09, FINALLY ADOPTED ON July 12, 2007" Mayor Reiman said everyone will have a complete copy of the Ordinance, Mr. Bergen as well as (inaudible). 2. MAY 3, 2012 MEETING OPENED PUBLIC INPUT ON ALL RESOLUTIONS/ AGENDA ITEMS /NEW BUSINESS A Copy of each Resolution was placed on the table for public review prior to the meeting in accordance to the Rules of Council and upon MMS &C by Councilmembers Diaz and Bellino and unanimous affirmative vote of the five (5) members present, the meeting was opened for public input on all Resolutions /Agenda items and new business. Resolutions — 1. Budget Insertion from the Clean Communities Grant. 2. Professional Services —New Jersey Realty Advisory Group, LLC. 3. Authorizing Bids — Carteret Park Improvements Project. 4. Budget Insertion for NJ Transportation Trust Fund Authority Act Grant. 5. Approving Payment Certificate #1 & Final /Noe's Creek Flap Gate Chamber Maintenance. 6. Professional Services —T &M Associates, Re: Ferry Terminal Design Funded through the Grant Fund. 7. Directing the Issuance of Various Taxicab Driver's License to Adam Glowacka- Safeway Taxi & Limo. 8. Directing the Issuance of Various Raffle Licenses. Please note that Resolution #8 "Directing the Issuance of Various Raffle License was omitted from the Consent Agenda. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Krum and Sitarz voted in the affirmative. Councilmember Naples was noted absent. REPORTS- 1. Clerk's Office - April 2012. Upon MMS &C, by Councilmembers Diaz affirmative vote of the five (5) members ordered to be received and placed on file. BUSINESS TO BE ADDED — Councilmember DiMascio had nothing new to be added at this time. Councilmember Krum said he was good. Borough Attorney Bergen reported that he had nothing, thank you. Councilmember Diaz reported nothing new at this time. Councilmember Sitarz said he was good. Councilmember Bellino said he has a complaint on the corner of Daniel Street. and Coolidge Avenue. There are potholes on the Daniel Street side by the stop sign. People say are bouncing off the roads. I get pulled over and they tell me these things. Councilmember DiMascio noted it was Daniel & Coolidge, correct? and Bellino and unanimous present, all Reports were REPORTS BUSINESS TO BE ADDED S. MAY 3, 2012 _PROCIAMATION "ELKS NATIONAL YOUTH WEEK" Councilmember Bellino said yes. He said the only other thing is the parking issues at the High School. I spoke to the Mayor about permit only parking in certain areas. We can talk about that later. The Mayor issued the following Proclamation. PROCLAMATION WHEREAS, the Elks Lodges of the Borough of Carteret will observe the first week in May as Elks National Youth Week in tribute to our Junior Citizens, honoring them for their achievements and contributions to the life of the Community, State and Nation; and WHEREAS, it is our responsibility to guide, inspire and encourage our youth, to go forth to serve America, our privilege to manifest a lively interest in all their activities and ambitions, and help prepare them for the duties and opportunities of citizenship, which is the objective of Elks National Youth Week; NOW, THEREFORE, I, DANIEL J. REIMAN, MAYOR OF THE BOROUGH OF CARTERET, do hereby proclaim the first week in May as ELKS NATIONAL YOUTH WEEK and I call upon all citizens and all departments of the Borough to cooperate in this observance, that we may attain these worthy objectives. Mayor Reiman said the Sikh Parade will be rescheduled to May 12 the Flag raising will be 11:30 A.M followed by the parade at noon and a small Cultural Festival at Carteret Park to immediately follow. 6. MAY 3, 2012 After no further discussion, upon MMS &C by Councilmembers Diaz ADJOURNED and Bellino and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was adjourned at approximately 6:07 P.M.
