COUNCIL MINUTES
SECOND BUDGET HEARING - SEPTEMBER Zi, 1999
The Second Budget Hearing of Bal Harbour Village was held on Tuesday, September 21,
1999, at The Church by the Sea (501 — 96th Street, Bal Harbour). The meeting was called
to order at 5:15 p.m. by Mayor Hirsch!. The roll was called and those present were:

As a quorum was determined to be present, the meeting commenced.
2. Pledge of Allegiance: The Pledge of Allegiance was led by Lt. Jay
Smith.
3. Announcement: Mayor Hirsch! announced that Bal Harbour Village's
rolled -back millage rate is 3.27 mills. The proposed millage rate is 3.27 mills, which is 0%
greater than the rolled -back rate.
4. Discussion of Proposed Tax Millage Rate and
Discussion of Tentative Budgets: There were no comments.
S. Resolution - Adoption of Final Mi'lame Rate: A resolution
was read by title, by the Village Clerk, adopting the final millage rate for fiscal year
1999/2000.
A motion was offered by Councilman Roth and seconded by Assistant Mayor Tantleff to approve
the resolution adopting a final millage rate for fiscal year 1999/2000. The motion carried with
the vote as follows: Mayor Hirschl aye; Assistant Mayor Tantleff aye; Councilman Boggess aye;
Councilman Gorson aye; Councilman Roth aye. Thus becoming:

An ordinance was read by title, by the Village Clerk, adopting a General Fund Budget for
fiscal year 1999/2000.

Mayor Hirschl opened the public hearing for comments. There being no comments, Mayor
Hirschl closed the public hearing.
A motion was offered by Councilman Boggess and seconded by Councilman Roth to approve the
ordinance adopting a General Fund Budget for fiscal year 1999/2000. The motion carried with
the vote as follows: Mayor Hirschl aye; Assistant Mayor Tantleff aye; Councilman Boggess aye;
Councilman Gorson aye; Councilman Roth aye. Thus becoming:

ORDINANCE OF BAL HARBOUR VILLAGE ADOPTING A BUDGET FOR THE
GENERAL FUND FOR THE PERIOD OF OCTOBER 1, 1999, TO SEPTEMBER 30, 2000, IN
THE AMOUNT OF $5,288,433; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a budget for the Water
Department for fiscal year 1999/2000.
Mayor Hirsch) opened the public hearing for comments. There being no comments, Mayor
Hirschl closed the public hearing.
A motion was offered by Councilman Gorson and seconded by Councilman Roth to approve the
ordinance adopting a budget for the Water Department for fiscal year 1999/2000. The motion

Boggess aye; Councilman Gorson aye; Councilman Roth ave. Thus becoming:

DEPARTMENT FOR THE PERIOD OF OCTOBER 1, 1999, TO SEPTEMBER 30, 2000, IN
THE AMOUNT OF $1,051,697; AUTHORIZING EXPENDITURES; ESTABLISHING AN
EFFECTIVE DATE.
An ordinance was read by title, by the Village Clerk, adopting a Sanitary Sewer Department
Budget for fiscal year 1999/2000.

Hirsch) closed the public hearing.
A motion was offered by Councilman Boggess and seconded by Councilman Roth to approve the
ordinance adopting a budget for the Sanitary Sewer Department for fiscal year 1999/2000. The
motion carried with the vote as follows: Mayor Hirschl aye; Assistant Mayor Tantleff aye;
Councilman Boggess ave; Councilman Gorson aye; Councilman Roth ave. Thus becoming:

A motion was offered by Councilman Boggess and seconded by Councilman Roth to approve the
ordinance adopting a budget for the Department of Tourism for fiscal year 1999/2000. The
motion carried with the vote as follows: Mayor Hirschl ave; Assistant Mayor Tantleff aye;
Councilman Boggess aye; Councilman Gorson aye; Councilman Roth ave. Thus becoming:

DEPARTMENT OF TOURISM FOR THE PERIOD OF OCTOBER 1,1999, TO SEPTEMBER
30, 2000, IN THE AMOUNT OF $3,912,950; AUTHORIZING EXPENDITURES;
ESTABLISHING AN EFFECTIVE DATE.
7. Adi°urn: There being no further business to come before the Council,
a motion was offered by Councilman Boggess and seconded by Councilman Gorson to adjourn.
The motion carried unanimously (5-0), and the meeting adjourned at 5:20 p.m.
