construction and reconstruction, and for the payment of other costs incidental or

Dear President Sideris and Councilors:
At a Special Meeting of the Watertown Historic District Commission (HDC)held yesterday, the HDC
voted to request that the Town Council charge the HDC to study the establishment of the 917 Belmont
Street Historic District.This is the best available preservation tool available to the Town that can protect
the property from demolition.
The Walker Home and School,the owner, proposes the demolition of 917 Belmont for which the
Historical Commission Imposed a delay for six months,which may be extended to a year period,which
would expire in July 2013, 917 Belmont,a Town historic resource listed in the Watertown Historic
Inventory and Massachusetts Commission of Historic and Archaeological Assets of the Commonwealth, Is
a rare near Intact ca. 1832 Greek Revival structure and a fine example of the New England style of
connected farmhouse, It Is also noted for Its historic association with notable Watertown residents
engaged In the Boston Tea Party,the American Revolution,Abolition and Temperance Movements,
education, literature and the arts.
We have observed an overwhelming community support for the preservation of 917 Belmont Street
during this demolition delay period. While all options are being explored,we believe that the
establishment of a single property historic district would provide a meaningful preservation tool to this
resource.
Under MGL,Chapter 40C,the process to establish a historic district is a complex and in-depth one,on
average taking 18-24 months to complete. We believe 917 Belmont Street Is significant and worth
exploring this option, Your timely vote,charging its to engage in this process, is the first step to begin
the serious effort to consider preserving 917 Belmont Street.

does hereby take on behalf of the Town, non-exclusive temporary
construction easements in, over, through, across, upon, and along
the parcels shown as X-TE-256, X-TE-259, X-TE-259c and X-TE-339
on the plan entitled "Belmont/Watertown Trapelo Road & Belmont
Street in the Towns of Belmont & Watertown, Middlesex County,
Final Right of Way Plan," prepared by the BSC Group, Inc., dated
March 1, 2012 (the "Plan"), to accomplish work necessary for the
improvement of Belmont Street, including for the passage of and
storage of vehicles, equipment and supplies associated with such
improvements.
Said temporary casements taken are bounded and described in
accordance with the Plan.
Any and all trees and structures located within the boundaries of the
above described permanent easement areas are included in this
taking; structures and facilities so located that are owned by private
utility companies are-not taken.-
The above-described temporary construction easements shall .
terminate automatically three (3) years from the date of the recording
of this instrument, without the necessity of recording any further
instrument with said Deeds.
The lands determined by the Town Council to be affected by the
herein taking are owned or supposedly owned by the owners listed in
Schedule A, attached hereto and incorporated within. If in any
instance the name of any owner is not correctly stated in Schedule A,
it is understood that in such instance the land referred to is owned
by an owner or owners unknown to us.
Appraisal and damages having been waived by the owners listed in
Schedule A; accordingly, the Town awards no damages for these
takings,
No betterments are to be assessed for the improvements for which
the herein easements are taken.

to the Town Council by January 8, 2013.
4. The Town Council will adopt its conceptual recommendations on the Fiscal Year
2014-2018 Capital Improvement Program by March 12, 2013 subject to the
availability of funds.
