Glenn Clerk Treasurer Greencastle Common Council Regular Meeting Minutes June 9, 2009 7:00 P.M. Greencastle City Hall Call to Order; Roll Call A. Mayor Murray called the regular session meeting of the Common Council to order at 7:00 PM; upon roll call present were: Adam Cohen, Jinsie Bingham, Mark Hammer, Terry J. Smith and John Lanie. II. Public Petitions and Comments A. None heard. III. Special Requests A. Street Closures — Putnam County Fair Parade, July 17, 2009 1. Cheryl Spencer representing Putnam County Fair Parade Board requesting same street closures beginning at 5:30 PM lasting one to two hours. Motion by Jinsie Bingham, second by Terry J. Smith, unanimous approval. B. Street Closures — "Make It Personal" Colts Tour, July 14, 2009 from 4:00 PM to 6:00 PM 1. Mayor Murray presented Council with information regarding Greencastle as one of 15 stops in Indiana. Franklin Street and Indiana Street closures from 1:30 PM until 7:30 PM. Motion by Adam Cohen second by Mark Hammer to approve this request, unanimous approval. C. Noise Waiver — DePauw University — August 22, 2009 1. First year orientation event — Motion by Mark Hammer to accept, second by John Lanie, unanimous approval. IV. Department Reports A. Cemetery — Ernie Phillips 1. Ernie reported on the Memorial Garden /Columbarium dedication on Memorial Day. B. Engineer — Garth Hughes C. Fire Department — Bill Newgent - present D. Park and Recreation — Rod Weinschenk — 1 . Terry J. Smith thanked Rod for fishing contest held last Saturday, June 6, 2009. 2. Reminder of Tuesday night Park Fest Concert each Tuesday evening through July. 3. Shared information regarding all the programs that have begun at the Park this week. 4. Reminder of upcoming DePauw Environmental Club and Park and Recreation Dept.'s Critical Mass Bike Ride on June 21, 2009 beginning at 1:00 PM. 5. July 4, 2009 Celebrate "4" Event and the events scheduled for that day. E. Planner — Shannon Norman — 1. Updated council on Community Garden. Planting scheduled to begin next couple of weeks; 6 gardeners working on this project. 2. Neighborhood ward meetings are being scheduled with Councilors. 3. Saturday, June 20 will be hosting City Planner Training Session here at City Hall beginning at 8:30 AM until 2:00 PM. F. Police Department — Tom Sutherlin - present G. Department of Public Works — Brad Phillips - present H. Water &Wastewater Department — George Russell 1. Jinsie Bingham asked George regarding the sewer line cleaning process. Russell shared this process is moving along ahead of schedule. I. City Attorney - Laurie Robertson Hardwick — 1. Reported that all properties have been purchased for People Pathways. V. Approval of Minutes A. Regular Meeting, May 12, 2009 1. Motion by Adam Cohen to approve as presented, second by Mark Hammer, unanimous approval. VI. Old Business VII. New Business A. Resolution 2009 -4, A Resolution Authorizing Additional Appropriations To The Annual Budget 1. Mayor Murray read this Resolution in its entirety. Public hearing opened at 7:29 PM public hearing closed at 7:32 PM. a. Motion by Mark Hammer, second by John Lanie, unanimous approval. B. Ordinance 2009 -7, An Ordinance Amending Section 6 -146 of the Greencastle City Code Regarding Noise Ordinance Exceptions, First Reading 1. Mayor Murray read this Ordinance in its entirety. Motion by Terry J. Smith to approve as presented on first reading, second by Jinsie Bingham, unanimous approval. VIII. Approval of City Claims A. After review of claims by Mark Hammer motion to approve, second by John Lanie, unanimous approval. IX. Reports A. Mayor's Report 1. Mayor Murray reported that city engineer is continuing to work on stimulus dollar grant. 2. Changing out more street lights with LED lights. 3. Consultants hired at DPU for more welcoming community. 4. May 30 Clean City Day was successful and thanked community for efforts. 5. Successful City Auction held last Saturday. B. Clerk- Treasurer's Report 1. Reported on budget. C. Councilors Page 2 of 3 1. Adam Cohen reminded constituents of upcoming meeting for first ward on June 16, 2009. 2. Announced early morning opportunity for lap swimming for those interested please contact Adam for this information. 3. Mark Hammer shared that new trash receptacles are collecting water and concerned for mosquito. 4. Terry J. Smith shared that anyone in 4` ward needing help with grass mowing call him and he will help. X. Adjournment A.
