PUBLIC HEARING - WEST SIDE PROJECT
SATURDAY, NOVEMBER 23, 2002 6:00 P.M. EAGLES LODGE
A Public Hearing was held Saturday, November 23, 2002, 6:00 p.m. at the Eagles Lodge, 207
Elizabeth Street, Greencastle, IN. Prior to the Public Hearing Ron Phillips, 408 West Franklin
Street, gave Mayor Nancy Michael a short video tape he would like presented to the Department
of Commerce with the Grant Application. Free chili and hot dogs were served. Those present
representing the City were: Mayor Michael, Clerk- Treasurer Jones, Grant Administrator Linda
Trefry, Councilor Roach, Councilor Hammer, Councilor Liechty, Councilor Rokicki, Street
Commissioner Miles and Engineer Morrow. Mayor Michael started the meeting by introducing
all involved and then turned the meeting over to Linda Trefryy.
Mrs. Trefry explained the scope of the project as being reconstruction and upgrade of Columbia
and Franklin Streets, from Jackson Street west to Gillespie Street and includes storm sewer,
• curbs, sidewalks and pavement repair. Mrs. Trefry stressed the importance of public input,
pictures and letters.
Christine Saylor, 401 West Columbia Street, stated she has had to replace three sump pumps,
water heaters and furnace. Mrs. Saylor also stated she has the original brick sidewalk in front of
the house and she would like to keep that as opposed to having it replaced with concrete.
Richard McCammack, 211 Wcst Franklin Street, stated there is water in his basement and the
drain is permanently stopped up. When it rains the sanitary sewer backs up in his basement
leaving solids and toilet paper on the floor. Mr. McCammack stated it costs him $75.00 to have
an auger used to clean his basement drain and he has had to have this done at least six (6) times in
the last nine years.
Darlene Cox, 306 West Columbia Street, stated she is preparing to build a new house in the 300
block of Franklin Street. Mrs. Cox stated her builder has told her to build a dry well to help
alleviate the water problem in the area, but this addition will come at additional cost in the
building process.
The meeting adjourned at 6:35 p.m. Free Bingo was offered at the conclusion of the meeting.
