Roll Call The City of Tiffin City Council held a work session Tuesday, April 2, 2024, at the City Hall Council Chamber. Mayor Kasparek called the meeting to order at 6:16 PM. Upon roll being called the following members were present: Al Havens, Chris Olney, Eric Schnedler, Skylar Limkemann, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. B. Agenda Additions/Agenda Approval Motion to approve by Schnedler. Second by Orris. All ayes, agenda approved. C. Discussion and Review of Potential future Recreation/Wellness Center Floor Plan, Façade and Site Layout Discussion: Staff from Atura Architecture present to discuss floor plan, façade and site layout with City Council. D. Questions from Council Members regarding items on the Regular City Council Agenda or Reports E. Other Business F. Adjournment Motion to adjourn by Orris. Second by Schnedler. Roll Call The City of Tiffin City Council held a regular session Tuesday, April 2, 2024, at the City Hall Council Chambers. Mayor Kasparek called the meeting to order at 7:04 PM. Upon roll being called the following members were present: Chris Olney, Eric Schnedler, Al Havens, Skylar Limkemann, Tim Orris. Others present City Administrator Doug Boldt and City Clerk Abigail Hora. C. Agenda Additions/Agenda Approval Motion to approve agenda by Orris. Second by Schnedler. All ayes, agenda approved. D. Communications and Reports 1. Unscheduled City Council Agenda Page 1 of 4 I agenda is reached. If you wish to address the City Council on an item not on the agenda, please approach the lectern and give your name and address for the public record before discussing your item. Discussion: Carl Bundy, 623 Kimberlite St, would like the City to consider rental permits. North Liberty has a similar process, is still looking for resources and help in regards to the neighbor. Jacob Huff, 605 Kimberlite St, has a family and echoes the same concerns as Carl. Dennis Pettit, 601 Kimberlite St, echoes same concerns as others. E. Motion to Approve Third and Final Reading Motion to approve Ordinance No. 2024-508 An Ordinance Amending the Municipal Code of Tiffin, Iowa, Section 92.03(3) and Section 92.04(4)(a) of Chapter 92, to Increase the Late Payment and Non-Payment Fee by Havens. Motion to Approve Third and Final Reading Motion to approve Ordinance No. 2024-509 An Ordinance Amending the Municipal Code of Tiffin, Iowa, Section 91.09 of Chapter 91, to Eliminate the use of Single-Purpose Meters by Schnedler. Second by Orris. Discussion, Joe Goedken, 209 Cherry Lane, has a meter and is favor of this. Would like a one time forgiveness for establishing sod. Ordinance No. 2024-510 An Ordinance to Amend the Municipal Code of Tiffin, Iowa, Section 63.04, of Chapter 63, Speed Regulations, for Roberts Ferry Road a. Motion to Approve Second Reading Motion to approve Ordinance No. 2024-510 An Ordinance to Amend the Municipal Code of Tiffin, Iowa, Section 63.04, of Chapter 63, Speed Regulations, for Roberts Ferry Road by Havens. Second by Orris. Roll Call: Olney, Schnedler, Limkemann, Havens, Orris. All ayes, second reading approved. b. Motion to Suspend the Requirement to Pass Ordinance on Two Considerations before Final Passage as stated in Iowa Code Section 380.3 by Olney. City Council Agenda Page 2 of 4 Second by Schnedler. Second by Olney. Roll Call: Schnedler, Limkemann, Havens, Orris, Olney. All ayes, third and final reading approved. I. Resolutions for Approval 1. Resolution No. 2024-019 A Resolution Authorizing the use of a Preliminary Official Statement for the sale of General Obligation Corporate Purpose Bonds, Series 2024A. Motion to approve Resolution No. 2024-019 A Resolution Authorizing the use of a Preliminary Official Statement for the sale of General Obligation Corporate Purpose Bonds, Series 2024A by Havens. Second by Orris. Roll Call: Limkemann, Havens, Orris, Olney, Schnedler. All ayes, motion carried. 2. Resolution No. 2024-020 A Resolution Setting the Date of April 16, 2024, for a Public Hearing for the FY 2024-2025 Budget. Motion to approve Resolution No. 2024-020 A Resolution Setting the Date of April 16, 2024, for a Public Hearing for the FY 2024-2025 Budget by Orris. Second by Olney. Roll Call: Havens, Orris, Olney, Schnedler, Limkemann. All ayes, motion carried. 3. Resolution No. 2024-021 A Resolution Approving a Memorandum of Understanding for Additional Language to the Collective Bargaining Agreement between the City of Tiffin, Iowa, and the American Federation of State, County and Municipal Employees as it pertains to Special Qualification Pay for Construction Inspector Certifications. Report - Discussion: Public Works Director Brian Detert obtained new bleachers at the new ball diamonds and picnic tables. Got new trash receptables for the ball diamonds and soccer fields. 4. Building Official Report - Discussion: Building Official Brian Shay reported the construction site st permit began on April 1. 5.
