This is particularly true of Oleander Way from Banyan in front of Dicklhson's residence for 120' where the pavement should be raised about 2 -1/2" and for about 2" along Banyan between this house and Bissells for 150' to Gulf Stream Road. Banyan street from Polo Drive should be also raised 2" to Gulf Stream Road. The is .also a low elevation along Polo Drive between the Darling and rt houses. Box 255 Delray Beach, Florida 33444 April 29, 1969 Dear Mayor Koch: We purchased the house at 450 Banyan Road, which is the corner of Polo Drive and Banyan. We have spent more than six months in improving the place inside and out, with substantial changes in landscaping both front and back. At times, the new circular drive gets more traffic than the street by both cars and pedestrians to get around the water standing on the street. The water is being splashed to both sides of the road as each car passes through. Many cars try to avoid this and go another way. We are not complaining at the use of our drive by cars or people to get around the puddles, but we do think it time for the town of Gulfstream to im- prove their streets. Drainage is the first step to clear the roads of water, except possibly at certain seasons of high tide. Proper drainage will be essential, even if pumps need be installed later. As owners of property in Gulfstream, we are as well as many others, anxious to see the problem of drainage solved. I feel that the majority of people will give full cooperation and appreciate having streets with proper drainage. Sin - rely, Gail Bennett 311 Woodley Road Winnetka, Illinois 60093 GULF STREAM GOLF CLUB DELRAY BEACH, FLORIDA 33444 April 18, 1969 Town of Gulf Stream PO Box 255 Gulf Stream, Florida Gentlemen: The Gulf Stream Golf Club wishes to propose an amendment to the agreement made January 13, 1966, between the Club and the Town of Gulf Stream. Under such contract the Club sells to the Town untreated water at the rate of 12¢ per 1,000 gallons, The Club now proposes the agreement be amended so as to provide for the repurchase by the Club of treated water at the rate of 15¢ per 1,000 gallons. The chlorinated water so repurchased would be for the exclusive use of the Club and its members. It is proposed that the Club tap in to the existing main running down the East side of Ocean Boulevard with a 3" connection, for the purpose of serving the main Club House. It is proposed that the Club tap into the existing main on the west side of Ocean Boulevard with 12" pipe for the purpose of serving the Golf House. The connection, of course, would be made under the supervision of the engineers presently retained by the Town. Meters would be installed at locations designated by the Town. Should it become necessary to increase the cost of water as contemplated in paragraph three of the amend- ment, this increase would apply pro rata to cost of the treated water. Please advise the Club of the date this matter is to come before the Commission if you deem it desirable to have a representative of the Club in attendance. Re VTot nh 1 Jo z z Vice President May 20, 1969 Gulf Stream Golf Club Box 2168 Delray Beach, Florida Gentlemen: In response to your request for the purchase of treated water from the Town, the Commission at its regular meeting of May 9, 1969 approved the request based on a charge of the Town's cost of the water plus two cents per thousand gallons. The Town's cost has been arrived at thirteen cents per thousand gallons (twelve cents per thousand to the Club and one cent for treatment and other costs). This plus the two cents per thousand above the cost would place the rate to you at fifteen cents per thousand gallons, which is the rate you suggested. The Commission further stipulated that this rate be reviewed from time to time and any adjustments due to increased costs be made. In addition to the above there is a one dollar per month service charge on each connection (meter). The minimum monthly bill is for 15,000 gallons, which would make your bill for any month in which the minimum or less water was used in the amount of $3.25 ($2.25 for 15,000 gallons of water at fifteen cents per thousand plus $1.00 service charge). We were advised that establishing a public official coordinating committee was vitally needed. (See enclosed let- ter from Governor Kirk.) The Palm Beach County Highway Safety Department and the Safety Council of Palm Beach County believe that this ac- tion is necessary to give the citizens of this county a broader safety program and at the same time derive more benefit from each tax dollar spent.
