Town of Orleans DPW/NR 69 Barley Neck Rd.
BY GHD Inc. Assessor's Map 43, Parcel 21. Proposed stormwater improvements including
installation of a drainpipe and modifications to an existing swale. Work will occur within 100' of
Meetinghouse Pond.
Craig Curtain from GHD, Inc. was present. He explained the changes made since the last
meeting. Ms. Farber noted that resource areas would need to be re-delineated for any future
work to this property. Mr. Jannell suggested a pre-construction meeting as well.
Motion: A motion to close the public hearing was made by Ginny Farber and seconded by
Judith Bruce.
Vote: 6-0-0
Motion:A motion to approve the project with the GHD Site Plan dated 8/27/19 and the Special
Conditions that a pre-construction meeting be held prior to phragmite removal; and any future
work must have resource areas re-delineated, was made by Ginny Farber and seconded by
Judith Bruce.

By Coastal Engineering Inc. Assessor's Map 4, Parcel 1.The proposed installation of a rock
revetment with fiber roll array, and planting of coastal grasses. Work will occur on a Coastal
Bank, Coastal Dune, Coastal Beach, and Land Subject to Coastal Storm Flowage, and within 100'
to a Salt Marsh.
Motion: A motion to Continue the public hearing to the meeting on 9/24 was made by Ginny
Farber and seconded by Judith Bruce.

Certificate of Compliance,
Jeanne and Stephen Hasenmiller 28 Beach Plum Ln.
SE 54-2392 The construction of a 2nd story outdoor deck, and mitigation plantings to replace
lawn area. Work occurred within 50'-75'to the top of a Coastal Bank.
Motion:A motion to approve the Certificate of Compliance was made by Ginny Farber and
seconded by Judith Bruce.

Proposed removal of two compromised trees.
Motion:A motion to approve the Administrative Review was made by Ginny Farber and

William Rizzuto 193 Quanset Rd.
The after-the-fact replacement of wooden patio with bluestone patio. Work done by Tyler Hale.
Mr. Jannell explained this is an after-the-fact application for the replacement of patios.
The Commission voiced concern with the amount of potential runoff from the new impervious
surfaces. Members agreed due to the amount of new hardscape, a Notice of Intent application
would be appropriate.
Motion: A motion to deny the Administrative Review with a letter to the homeowner requiring
a Notice of Intent application be filed within 45 days, was made by Ginny Farber and seconded
by Judith Bruce.

Proposed pruning of two trees.
Motion: A motion to approve the Administrative Review was made by Ginny Farber and
seconded by Judith Bruce.

Proposed replacement of existing patio, installation of outdoor patio, pergola, and outdoor
kitchen. Work to be done by Oceanside Pools.
Motion: A motion to approve the Administrative Review was made by Ginny Farber and
seconded by Judith Bruce.

Site visits to 20 Overland Way, 2 Archer Lane, and various downtown areas were discussed.
Mr. North announced the Pleasant Bay Alliance has secured a grant from the Coastal Zone
Management office to look at living shoreline options. He also noted that when Commission
Liaison from the Board of Selectmen is appointed, it may be beneficial to get their thoughts on
the Commissions performance.
Mr.Jannell highlighted topics from the dredge meeting he attended on 9/19.

Bruce.
