This property is Lot 18 being 22,833.6 sq ft. The site is not located in a flood hazard zone. The Botanist, Bradford Hall located an edge of wetland in the northern portion of the lot as well as across the road. We propose to upgrade the existing septic system to a new Title 5 system. This dwelling is an existing 5-bedroom single family residence to which the buyer is proposing to reduce the number of bedrooms to 4. We are designing the new septic system to accommodate 4 bedrooms. As this site has limited available area for the new septic outside the 100’ buffer to the wetland resource, the new septic system is designed in maximum feasible compliance as outlined in the Massachusetts Sanitary Code for Subsurface Disposal of Sewage, Title 5, however the existing septic tank and new proposed pump chamber are in the 0’-50’ no disturb area. The new the leaching facility will be in the 50’-100’ buffer to the wetland. We have proposed silt fencing and wattle as mediation and work limit line. The design proposes to utilize the existing 1000-gallon septic tank and add a 1000-gallon pump chamber with pump and 6 infiltrators in a11’ X 48’ X 10” trench formation with stone. We call for the piping from the tank to the existing leach to be cut, and the existing leach to be pumped (if necessary) and backfilled and abandoned as it’s located in the 0’-50’ no disturb area as this will create the least disturbance to the site. All disturbed areas are to be stabilized and revegetated with native plants once the system is backfilled. As the house is in need of repairs. A list of repairs and proposed work is on Page 12. Most all proposed work is in the 50’ – 100’ distance from the wetland, however, part of the proposed “French Drain” (that will be around the entire dwelling) will be just inside the 0’-50’ no disturb area at the rear of the structure. The proponent is looking to regrade around the house to deter the water from entering the basement which is an issue. During recent rain storms, there has been major flooding in the basement. The drains and regrading will help alleviate the issue and are needed to help avoid the growth of mold which is a health hazard. Wilcox, PLS ALTERNATIVES ANALYSIS 121 Spring Lane, Brewster Job #8288-00 The first project for this property is to upgrade the existing 5-bedroom septic system to a new 4-bedroom Title 5 system. As there is no Town sewer, an upgrade is the only alternative. This site has a wetland to the rear and also across the street, which leaves very little area available outside the 100’ required distance from the wetland. The house has fallen into disrepair and the buyer is proposing to repair and remodel the home. Part of the proposed remodel is to reduce the number of bedrooms from 5 to 4. This in itself is a benefit to the environment by reducing the amount of effluent introduced to the new system. The existing septic tank and leaching facility are located in the 0’ to 50’ no disturb area to the edge of wetland. We propose to utilize the existing septic tank and add a pump chamber adjacent to the existing septic tank at 21.4’ from the edge of wetland and request a variance from the Brewster Wetland Bylaw to allow this work. We proposed to pump (if necessary) and backfill the existing leaching with sand by hand, thus abandoning it. This will create minimal disturbance in the buffer zone. Once the tanks are in place and plumbed, they will be backfilled and all disturbed areas will be revegetated. The new leaching facility will be constructed on the west side of the dwelling beyond the 50’ no disturb area to both the front and rear wetlands. There is an area in the rear of the structure within the 50’ no disturb area. As the proponent is wishing to install a French drain around the foundation due to the drainage issue as well as regrade the land around the house to have a negative grade to keep water from entering the basement, we are requesting a variance to install the French drain as well as the regrading in the 50’ no disturb area. The front area of the existing driveway and a small portion of the front yard is located within the 50’ no disturb area to a ditch across the street. The applicant is proposing to remove and replace the existing drive and to remove the overgrown shrubs/vegetation at the street. However, since there is road way and pavement between the proposed work which has already disturbed the buffer, there would be no further disturbance or impact to the buffer for this work. In short, no work is being proposed within a resource area only in the buffer zones. In areas of the 0’-50’ buffer, most of the work will be backfilled and revegetated with native vegetation to benefit the buffer. The proposed change consists of a residential gas line installation at 29 and 35 Captain Dunbar Road in Brewster, Massachusetts. The proposed work includes the extension of the existing gas main within Captain Dunbar Road and the installation of two new gas service lines to the proposed residences at 29 and 35 Captain Dunbar Road. Captain Dunbar Road is a narrow, unpaved roadway that serves a number of single-family residences and is located to the south of Cape Cod Bay. A portion of the proposed work will occur within Coastal Dune and the 100-foot Buffer Zone to Coastal Dune. These areas are regulated under the Massachusetts Wetlands Protection Act (WPA, M.G.L. c. 131 §40) and the Town of Brewster Wetlands Protection Bylaw (Chapter 172) and implementing regulations. All of the proposed work will occur in previously disturbed areas with no anticipated impacts to the surrounding resource areas. Please note, a portion of the proposed work is considered an exempt buffer zone minor activity under 310 CMR 10.02(2)(b)(2)(i), as it consists of “Installation of underground utilities (e.g., electric, gas, water) within existing paved or unpaved roadways and private roadways/driveways, provided that all work is conducted within the roadway or driveway and that all trenches are closed at the completion of each workday.” These sites are covered under existing Orders of Conditions for ongoing residential construction projects. The OOCs for 29 Captain Dunbar Road (SE9-1817) and 35 Captain Dunbar Road (SE9- 1818) were issued on February 22, 2019. National Grid is seeking authorization to conduct the proposed gas line installation work under these existing OOCs. This Minor Change Request includes the following items: • Attachment A – Figures • Attachment B – National Grid Best Management Pra ctice Details The following text discusses the wetland resource areas, proposed activities, and proposed protective measures. - 2 - Wetland Resource Areas Tighe & Bond conducted a desktop evaluation of wetland resource areas surrounding the project area with MassGIS datalayers. The following resource areas have been identified at the project location. Please refer to Figure 4 in Attachment A. Coastal Dune Coastal Dune occurs within the 29 and 35 Captain Dunbar Road parcels, to the north of Captain Dunbar Road. The Coastal Dune spans from the landward edge of Coastal Beach to the road shoulder. Land Subject to Coastal Storm Flowage The project site is not located within Land Subject to Coastal Storm Flowage (LSCSF) based on a review of the Federal Emergency Management Agency (FEMA) Flood Insurance Rate Map (FIRM) (Panel No. 25001C0418J, effective July 16, 2014). Rare Species The project area does not fall within Priority Habitats of Rare Species or Estimated Habitats of Rare Wildlife based on a review of the Massachusetts Natural Heritage and Endangered Species Program (NHESP) Atlas (14th edition; August 1, 2017) and NHESP data on MassGIS online (August 2017). Proposed Activities The proposed project consists of the extension of the existing gas main within Captain Dunbar Road for approximately 90 linear feet (lf) west to the property line at 29 Captain Dunbar Road. In addition, two new approximately 45 lf gas service lines will be installed from the extended gas main north to the proposed residences at 29 and 35 Captain Dunbar Road. The gas main will consist of a two-inch diameter plastic pip e and the service lines will consist of one-inch diameter plastic pipes. Construction of the new gas line will require the excavation of an approximately two-foot wide trench for safe installation. The trench bottom will be excavated and graded so that the pipe will be supported for its entire length on undisturbed bottom at a depth of approximately three feet below surface grade. The trench will be excavated within the existing unpaved roadway and residential yards, with the precise location of the trench and gas line to be determined in the field so that existing utilities can be avoided. Upon the completion of work, the trench will be backfilled and the site will be restored to pre-existing conditions. Work will be conducted by conventional construction equipment mobilized on the existing roadways and driveways. Work as proposed will result in approximately 74 square feet (sf) of temporary impacts to Coastal Dune and approximately 287 sf of temporary impacts to the 100-foot Buffer Zone to Coastal Dune. The proposed work will not change the general characteristics of the area, as the entire project is contained within previously disturbed areas and active construction areas. Protective Measures The proposed installation will be compl eted within the existing roadway and residential yards. During the installation activities, appropriate erosion control measures will be installed at the downgradient limit-of-work as deemed necessary. Attachment B of this submittal includes details of - 3 - standard erosion control measures that have been used in past projects of similar scope. Following the completion of construction activities, any disturbed soils will be restored in-kind. Summary We anticipate these materials are sufficient for the Brewster Conservation Commission to authorize a minor change to the existing OOCs for the proposed work.
