Pxotopresbyter Emmanuel S. Metaxas guided the parish for fifty- Angeline B.Kounelis, eight years; interacted in the neighborhoods and participated in the District A Councilor Watertown community that he loved and called home; without fanfare, gave of Cecilia Lank, himself to the community-at-large; embraced and nurtured his flock through District B Councilor years of growing pains and rejoiced in the fruit of their labor - "Pater's" Vincent J.Piccirilli,Jr., legacy will be cherished for generations to come; and, District C Councilor WHEREAS: Through the decades, area-wide Hellenes have given generously of Kenneth M.Woodland their time, talents and financial support to set forth and grow the District D Councilor Taxiarchae/Archangels Greek Orthodox Church into a spiritual, cultural and social presence in the metropolitan Boston area; and, WHEREAS: On Saturday, November 10, 2012, parishioners and friends will come together to celebrate seventy-five years of Greek-American unity. Sideris, Council President Town Council Town of Watertown Committee on Public Works, Meeting November 13, 2012 Report: November 13, 2012 The Committee met Tuesday November 13''at 5:00 pm in the Council Chambers. Present were: Cecilia Lenk, Chair;Stephen Corbett,Vice-chair;and Vincent Piccirilli, Secretary. Also in attendance were DPW Superintendent Gerald Mee; DPW Clerk Mary Haley; Director of Community Development&Planning Steven Magoon; Conservation Agent Christopher Hayward; and Councilor Susan Falkoff. 1. Interviews Nancy Hammett was interviewed for appointment to the Stormwater Advisory Committee. Her many years of service previously serving on the Conservation Commission, as well as her professional experience as a consultant in water policy,watershed management,and land use make her well- suited to the stormwater committee. The Committee voted unanimously to recommend Ms. Hammett be appointed for a term to expire July 15,2013. Louis Taverna was interviewed for reappointment to the Conservation Commission,where he has served as a member for 10 years. His current experience as the City Engineer for Newton and his prior experience at the MWRA have been an asset to the Committee. The Committee voted unanimously to recommend Mr.Taverna be reappointed for a term to expire February 15, 2015. The Committee thanked each member for their past and future years of volunteer service to Watertown on these Commissions and Committees. Councilor Piccirilli noted that Ordinance 31-50 does not have a date for appointments to the Stormwater Advisory Committee, since the committee was created after the ordinance was written. The Committee voted unanimously the recommend that the Town Council amend Watertown Code of Ordinances Title III, Chapter 31,Section 31.50"EXPIRATION OF TERMS' , Paragraph(A)by inserting a new sub-paragraph(19)which states"Stormwater Advisory Committee:July 16% (see attached) 2. Whitney Hill The Committee continued its discussion on Whitney Hill, and will present a full report and recommendation to the Town Council at the November 27�'meeting. Report prepared by:Vincent Plocirilll Page 1 of 1 Draft November 13,2013 Ordinance Amending Watertown Code of Ordinances Section 31.50 Timing and Process of Appointments, Expiration of Terms BE IT ORDAINED,that the Town Council of the City known as the Town of Watertown does hereby amend Title III, Chapter 31,Section 31.50"EXPIRATION OF TERMS", Paragraph (A) of the Watertown Code of Ordinances by inserting a new sub-paragraph(19): "Stormwater Advisory Committee:July 15" This ordinance shall take effect upon adoption by vote of the Town Council. (A) The terms of appointments to town boards, commissions, and committees (hereafter "town boards") expire as follows: (1) Board of Health: First Monday in February; (2) Zoning Board of Appeals: February 15; (3) Planning Board: February 15; (4) Conservation Commission: February 15; (5) Licensing Board: February 15; (6) Bicycle and Pedestrian Committee: February 15; (7) Election Commission: April 1; (8) Traffic Commission: May 15; (9) Board of Assessors: May 15; (10) Watertown Housing Authority: May 15; (11) Council on Aging: May 15; (12) Cultural Council: May 15; (13) Cable Access Corporation: September 15; (14) Historical Commission: October l; (15) Commission on Disability:November 1; (16) Environment and Energy Efficiency:November 15; (17) Historic District Commission: November 15; and (18) Recycling Advisory Board:November 15. (Ord. 46,passed 10-23-2007) § 31.51 TIMING OF APPOINTMENTS. (A) Appointnrerats zrpon expiration of terns. (1) At least 90 days before the expiration of a town board member's tern, the Town Manager will notify the member in writing of the expiration date of his or her term and determine whether the member wishes, at the Town Manager's discretion,to serve another term. (2) Within 7 business days of giving the notice required in division (A)(1), the Town Manager will post the position. If the Town Manager has determined that the current member wishes to serve another term,the posting will include that information. (3) If the appointment requires confirmation by the Town Council, the Town Manager will transmit his or her appointment to the Town Council at least 30 days prior to the expiration of the term. (4) If the appointment does not require confirmation by the Town Council,the Town Manager will transmit to the Town Council notice of his or her,appointment prior to the expiration of the term. (B) Appointments other than zrpon expiration of term. (1) Vacancies on town boards occurring other than upon expiration of term, whether due to resignation,removal, or other cause, shall be filled by appointment by the Town Manager for the unexpired term. (2) Upon learning of a vacancy occurring other than upon expiration of term, the Town Manager may either: (a) Appoint a new member from among people who have previously applied and been interviewed for a position on a Town Board; or (b) Post the position. (3) Preferably within 60 days, but not more than 90 days, after learning of a vacancy, the Town Manager shall transmit to the Town Council his or her appointment(if Town Council confirmation is required)or notice of his or her appointment(if Town Council confirmation is not required). (C) Failure to make timely appointments. (1) If, for any reason, the Town Manager is unable to make an appointment within the time periods provided in this section, Ire or she will make a report to the Town Council explaining the reasons for the delay and indicating the date by which he or she expects to make the appointment. (A) Annual listing. Not later than January 15 of each year,the Town Clerk will prepare a list of all town board terms due to expire during that calendar year.The list will be transmitted to the Town Council and Town Manager, posted on the town bulletin board and town website, and published at least twice in the local newspaper. (B) Posting ofpositions. All positions on town boards posted in accordance with this subchapter shall be posted for not less than 14 days on the town bulletin board and town website and published at least twice in the local newspaper. The posting shall contain a description of the position and duties and a list of necessary and desirable qualifications, and shall indicate whether the person currently holding the position wishes to serve another term.No appointment shall be made until at least 21 days have elapsed following the initial posting. (C) Interviews. Except where the Town Manager appoints a prior applicant under § 31.51(B)(2) (a), the Town Manager or his or her designee shall interview no less than 3 candidates for each position on a town board. If there are fewer than 3 applicants, the Town Manager or his or her designee shall interview all of the applicants. (D) Conju-ni ation by the Town Council. (1) For appointments requiring confirmation by the Town Council, the Town Council or a committee thereof must interview the appointee at a public meeting for which the posted agenda contains notice of the interview. (2) A vote by the Town Council on confirmation of an appointment oust take place at a meeting for which the posted agenda contains notice of the vote. (3) If the Town Council fails to take any action on an appointment within 30 days following the date notice of the appointment is filed by the Town Manager with the Town Council, such appointment shall be deemed to have been confirmed.
