HomeMy Public PortalAbout98:42 Orbinanc Coun,:ihnan Present~, the following Ordinance Seconded by Councihnan ORDINANCE CREATING SECTION 25-10 OF TIlE CODE OF THE BOROUGH DF CARTER.ET AND ESTABLISHINf5 A LENOTH OF SERVICE AWARD PROGRAM FOR VOLUNTEER FIPdE DEPARTMENT Whereas pursuant to P,L, 1997 C388, The New Jersey Legislature approved the Emergency Services Volunteer Length of Service Award Program Act; mid Whereas the Mayor and Council of the Borough of CartereI is desirous of instituting a Length of Service Award Program for the Volunteer Fire Department; and Whereas, it is the intention of the governing body to attract new and competent members to the ranks of the Volunteer Fire Department and to maintain said Department; and Whereas it is beyond reproach that the Volunteer Fire Department and its individual members have contributed both time and effort in protecting the lives and property of the citizens of thc Borough and; Whereas the cost savings of the Borough of Carteret through the volunteer efforts of the members of the Volunteer Fire Department exceeds $1.000,000.00 per armum; Now HEREBY be it ordained that: a new subsection be added to the Code office Borough of Carteret designated as section 25-10 which shall read in its entirety A, Established 1. The mayor and com~cil hereby established a Length of Service Award Progranl for the Volunteer Fire Department. 2 Tile payments shall be made to the approved Deferred Income Plan so designed by the Borough B. Amount of C0nt~bntion 1. The Borough will contribute to the plan for all active members who :neet the requirements outlined in Section III in the amount of $500 yearly per qualifying member. 2 All active members of the Carteret Volunteer Fire Department at the time of passage of this ordinance, prior to the public question, shall receive credit for past service not to exceed years at a rate of $200 per year for each year of service, payable 50% in year 1999 and 50% in year 2000, 3. An additional $ 100 per year shall be contributed to the account of each line officer compm~y officer. 4 The amount so designated tn subsection A of Section II shall increase each year muhiplying the consumer price index as defined by NJSA 40A:14-185(t') C. Qualification Membar qualifying for a year of active service defined as serving a total of 12 months from January 1 to December 31 of the qualifying year must earn a minimum of 19 points. 2 Fm attendzmce at a training courses and/or drills sponsored itl house by the departments members shall earn two points for each course/drill, 3. For response 1o emergency alarms, points earned are as follows: 0-25% =0 points 25%-49% = 10 points 50%-~.00% --15 points 98-42 PAGE 2 of 2 4. Company officers qualifying for additional payments as defined m Section B3 shall serve for a total of 12 months from January 1 to December 31 and atlend 80% of all company meetings. 5 Line Officers qualifying for additional payments as defined in Section B3 shall serve for a total of 12 months from January 1 to December 31 and respond to a minimum of 30% of all alarms D. Pu~j¢ Question This program shall be submitted to the voters of the Borough of Cartere~ as a public question for approval in the 1998 General Elections of November 2, 199g Certifying Officers The Captain of each company shall be the certifying officer, Certifying repons shall be received by the Borough no later than March of the year. Contributions will be made by June 1 of each year for the preceding year. G. Et}kctive This Ordinance, contingent on passage of the Public Question, shall become cffectiYe on Janum'y l, 1999. BE Iq' FURTHER OI~DERED that the municipal clerk b¢ and is hereby authorized to place this ordinance on the ballot as a public question at the general election next lbllowing adoption BE IT FURTHER ORDAIN'ED that this ordinance shall take effect immediately and shall be advertised as prescribed by law. BE IT FURTHER ORDAb, IED, that the Mayor and Borough Clerk are hereby authorized to e×¢cute such document as are necessary for tlxis ordinzmce to be placed before the citizens C~teret as a public question.
