SUMMARY STATEMENT:
The City’s Five-Year Capital Improvement Plan (CIP) is currently managed in an Excel Workbook. While it is possible to manage the CIP in Excel, it is not the most efficient way to do
so. Spreadsheets are difficult to manage from year to year. An inordinate amount of time is spent each year rolling the CIP forward; adding/deleting columns, tying new/updated request
worksheets together with the five-year summary sheet, and making sure all the formulas are working correctly. The CIP worksheet is a complex worksheet that currently only one person
knows how it all functions and works.
Plan-It is a software solution that makes data entry simple by just filling in the blanks. It will make it easy for more than one person in Finance to share the responsibility for data
entry. Plan-It will save staff time in the budgeting process and produce the Capital Improvement Plan by collecting the same information currently collected and stored in the City’s
CIP Excel worksheet. It collects project description and justification, expenditure amounts and fund sources. It also provides greater reporting capability with automatic reports and
exports that summarizes data in many ways.
Attached is the Plan-It License Agreement for the Council’s consideration.
RECOMMENDED ACTION:
Approve the Plan-IT License Agreement for Capital Improvement Plan Software and authorize the Mayor to sign all necessary documents.
