To participate local governments must pass along the payroll cost savings to their citizens in the form of property tax relief. Eligible payroll costs are salary and benefits not including overtime from March 1, 2020 through December 30, 2020. Per this program, the City of McCall police officer salary costs would fall under the classification of “Public Safety Employees” in that the City can attest they were and have been substantially dedicated to COVID. Program Timeline: July 17, 2020 – Submit notice of intent to participate by 5:00 PM with March 1, 2020 to December 30,2020 estimated payroll costs (non-binding) July 24, 2020 – local governments will be provided their allocation estimate July 1 to September 9, 2020 – work with staff to determine if opting in makes sense for the City of McCall September 10, 2020 – Certify tax levy to county with no increases except new construction September 18, 2020 – submit documentation to State Controller on actual public safety payroll expenses (March 1 through August 30) and estimated payroll expenses through December 30, 2020 October 1, 2020 – DFM shall notify county treasurers of amount of property tax relief to county residents December 15, 2020 – the State Controller sends a check to the City for covered payroll costs not to exceed 103% of the tax relief Property taxpayers will see the property tax savings in the form of a credit on their property tax notice.  RECOMMENDED ACTION: Give direction to staff regarding the Cares Act Relief Funding for Qualified Payroll Costs and pass through property tax relief.
