Mayor Koch called the meeting to order. Fir. Hoyle moved that the
minutes of the meeting held on July 11, 1969 be approved as written
and the reading of these minutes be waived. Mr. Iglehart seconded
the motion. Motion passed.
Mr. Iglehart moved that the Financial Report for July, 1969 be
approved as written and all expenses included in the report be
approved. Fir. Hoyle seconded the motion. Motion passed.
A letter from the State of Florida, Department of Transportation,
was read in reply to the Resolution adopted at the last Commission
meeting opposing the widening of State Road AlA. The letter stated
that there are currently no plans to four -lane A1A.
A letter from the County Tax Assessor and County Tax Collector was
read concerning an agreement for their services in 1970 under a new
State law. The Town Clerk reported that other municipalities in
the county are attempting to either have the law abolished or im-
provements made in it. The Town Attorney was instructed to work
with the other municipal attorneys in this matter.
Police reports for July were read.
Mr. Iglehart stated that he had observed instances of speeding in
the Town and asked that the Police be instructed to be more alert
for violations of the law.
Mayor Koch reported that Policeman John Manning had submitted his
resignation effective as of the end of August.
The proposed budget for 1969 -70 was received by the Commission and
a brief discussion was held concerning the budget.
There being no further business to come before the Commission, the
meeting was adjourned.

Dear Mr. Lilienthal:
We wish to thank you for submitting a copy of a resolution as
adopted by the Town of Gulf Stream, in regard to their desire
that State Road AlA not be widened in the area of their muni-
cipality.
As you are probably aware, an ever - increasing population growth
in the State of Florida requires the construction of additional
highways, and the upgrading of existing facilities. We can
certainly agree that considerable study should be made prior to
serious consideration of four- laning State Road AlA in the area
of Gulf Stream.
We have no plans at the present time to four -lane this section
of State :toad AlA in our current Five -Year Primary Road Program.
However, in a recent study prepared by the Department, the four -
laning of State Road AlA throughout Palm Beach County has been
recomended. This 16 -year program (1969 -1985) was presented to
the last session of the Legislature, but was not adopted or funds
provided.

Before any definite plans are formulated for four - laning State
Road AIA, please be assured that the residents of Gulf Stream,
and other people along State Road AIA, will be notified of our
intentions and every opportunity will be given them to express
their views.

You are probably aware that the 1969 Legislature passed
House Bill No. 1082, Chapter 69 -54, which requires that
the County Tax Assessor assess all property for municipal
tax, and that the County Tax Collector collect all property
tax for the municipalities located within the county. I
am enclosing herewith for your use a copy of Chapter 69 -54.
You will note that Chapter 69 -54 makes the assessing by the
County Tax Assessor, and the collecting by the County Tax
Collector optional for 1969 and mandatory for 1970 unless
the municipality is on a different fiscal year than the
county, in which case it is mandatory for 1971.
In regard to payment to the County Tax Assessor's office
and the County Tax Collector's office by the municipalities
for these services, it is the intent of your County Tax
Assessor, David L. Reid, and your County Tax Collector
C. E. McGehee, to only charge the municipalities enough to
defray the expense to their offices for these services.
Accordingly, the County Tax Assessor proposes a charge to
each municipality of •5% of the total tax levied by the muni-
cipality, and the County Tax Collector also proposes a like
charge. This would result in a total charge to the munici-
pality of 1% of the total tax levied for the entire service
of assessing and collecting the property tax for the munici-
pality.

The foregoing proposed charge to the municipalities is
for 1970 only. By the end of 1970 the Assessor's office
and the Collector's office should be able to determine
their actual cost for these services to the municipalities
and will adjust their charges for 1971 in accordance with
their cost experience.
It would be appreciated if the Mayor, or other appropriate
officials of your municipality, would execute the enclosed
agreement and return same to the undersigned at P.O. Box
2069, West Palm Beach, Florida.

I am returning to you letter from Jones, Adams,
Paine & Foster, signed by Mr. Flanagan, dated July 25th, and
the two copies of proposed agreement between the town, the
county tax assessor and the county tax collector.
I have communicated with Mr. John Evans, city
attorney of West Palm Beach, and I have asked him to notify
me of any meetings that take place in an effort to work out
the problems between the county authorities and the municipal
authorities and I will try to keep abreast of what occurs.
Meanwhile it may be well to notify Mr. Flanagan
that the city does not wish to execute the agreement due
to the fact that the cost to the Town of Gulf Stream for
assessing and collecting taxes is only a small portion of
what it would cost for the county authorities to perform the
same services.

AGREEMENT
THIS AGREEMENT made and entered into this day of
A.D., 1969, by and between City of Gulfstream,
a municipality existing under the laws of the State of Florida,
(hereinafter called "The Municipality "); and DAVID L. REID, Palm
Beach County Tax Assessor (hereinafter called "The Assessor ") and
C. E. MCGEIIEE, Palm Beach County Tax Collector (hereinafter called
"The Collector ").
WITNESSETH:
WHEREAS, the Florida Legislature passed House Bill No. 1082,
Chapter 69 -54, the same now being law of the State of Florida, and
WHEREAS, Chapter 69 -54 requires the Tax Assessor of Palm
Beach County to assess all property in all municipalities in Palm
Beach County for the purpose of municipal property tax in 1970, and
WHEREAS, Chapter 69 -54 requires the Tax Collector of Palm
Beach County to collect all municipal property tax for all munici-
palities in Palm Beach County in 1970,
NOW, THEREFORE,
1. The Assessor agrees with The Municipality to perform all
services required of the County Tax Assessor under Chapter 69 -54
for The Municipality for the year 1970 for a fee equal to .5% of
the total property tax levied by The Municipality in 1970, The
Municipality to pay The Assessor said fee on or before December 15,
19'%0, and
2. The Collector agrees with The Municipality to perform
all services required of the County Tax Collector under Chapter
69 -54 for The Muncipality for the year 1970 for a fee equal to
.5% of the total property tax levied by The Municipality in 1970,
The Municipality to pay The Collector said fee on or before
December 15, 1970.
3. This agreement will be effective only for the year 1970.
