HomeMy Public PortalAbout2020.06.30 Special Council Minutes MINUTES McCall City Council Special Meeting McCall City Hall Via Teams June 30,2020 Call to Order and Roll Call Work Session Adjournment CALL TO ORDER AND ROLL CALL Mayor Giles called the.special meeting of the McCall City Council to order at 3:00 p.m. Mayor Giles, Council Member Holmes, Council Member Maciaszek, and Council Member Nielsen all answered roll call. Council Member Sowers joined the meeting at 3:02 p.m. City staff members present were Anette Spickard, City Manager; BessieJo Wagner, City Clerk; Erin Greaves, Communications Manager; Linda Stokes, City Treasurer; Michelle Groenevelt, Community Development Director; Chris Curtin, Information Systems Manager; Traci Malvich, Human Resources Manager;Justin Williams,Police Chief;Nathan Stewart,Public Works Director Also, in attendance was Amber Green, St. Luke's Hospital; Russ Duke, Central District Health; Lindsay Haskell, Central District Health; All submitted written comments are included as attachments to the minutes. WORK.SESSION Covid-19 Information Update—Awareness of Growing Concerns for the Public's Health and Safety Mayor Giles laid out the schedule of the meeting. City Clerk BessieJo Wagner read a letter from Dr. Gregory Irvine. The letter is attached as part of the permanent record. Amber Green with St. Luke's Hospital gave an update on happenings at the hospital. There has been an increase of patients showing symptoms at the clinic and hospital and the amount of testing has increased as expected. She shared it takes 10-14 days for symptoms to become severe enough to require hospitalization, so the hospital expects to see an influx of patients over the next two weeks. St. Luke's staff have spent considerable time in preparation for the virus and one thing that has been implemented is to treat every patient coming in the door as a possible infected person as an effort to protect staff and other patients. Russ Duke from Central District Health(CDH) gave a brief overview. The two main public health goals are to protect the vulnerable.and prevent the hospital being overrun. Realistically,there is no stopping the infection from happening but rather to try to provide better management in effective MCCALL CITY COUNCIL Page I of 19 June 30, 2020 Special Meeting treatment and helping the population gain herd immunity. However, it is yet to be determined if people will acquire a long-term immunity from having had it. He is in discussion with City Manager Anette Spickard about a multi-agency coordination structure for communication. One role of the CDH is disease tracking. Community spread does not necessary mean it is widespread. The CDH has the ability to implement quarantine but it is not at a level at this point in time where those orders need to be imposed. Commissioner Elt Hasbrouck is the board representative for Valley County and is a part of the decision-making process. Also, cities have permission to pass an emergency order as they see fit. He receives many emails from the community from both sides of the spectrum of whether or not to enforce a mandated shutdown. He reiterated it is not possible to stop the disease from spreading, only determining what levels are acceptable. He explained an unacceptable level would be transmission in long-term care facilities,jails where people cannot escape, and overcrowding at hospitals. The CDH will provide guidance when the time comes and will support the City as it can in necessary decisions for this community. Lindsay Haskell,Epidemiologist at Central District Health, explained her role is to follow up with anyone who tests positive by conducting an interview to determine where they may have picked up the virus and who they may have exposed. Community transmission means they did not get the virus by traveling outside the area or from someone they know who tested positive such as a friend, spouse,family member but by an activity within the community.Another portion of contact tracing is determining what activities the individual had been involved in while infected and to fmd those individuals who might have been exposed in order to notify them as an additional effort to help the community protect itself. She shared the numbers are not reflective of what is really going on in the community because cases are reported in their primary county of residence and the CDH staff in each county are responsible for those individuals reported from their county. For example, if an Ada County resident has a part-time residence in Valley County and get sick while here, the CDH staff here will contact Ada County and pass the information over to them. Mayor Giles stated he has spent time talking to multiple people within the community and including City staff and the overall feedback he received was everyone felt a bit in the dark about the data that has been shared by St. Luke's and the CDH about the actual numbers in the community. Three prominent restaurant businesses have closed due to exposure to the virus which is concerning and there are those who have expressed the fear this is the beginning stage of something similar to what happened in Blaine County. There are dozens of people contacting the City every day demanding that actions are being ramped up to protect the community. He asked for more information to help the City determine the next steps. At this point, Mayor Giles asked the Council to share their questions and insights. Council Member Holmes expressed some concerns based on conversation with local businesses. She did not understand why the City is not being informed about the actual number of infected identified in Valley County, how many were recovering here, and how many patients at the hospital. She felt it left the City at a disadvantage and was unfair to the public. She wanted to know the protocol for the recovery of non-county residents such as if they were sent back to the county of origin since this county is not equipped to handle large numbers of infected people. She is hearing from many businesses the desire for the City to provide instruction and leadership on protocols and she feels the City should provide that assistance. Mr. Duke addressed her questions. MCCALL CITY COUNCIL Page 2 of 19 June 30, 2020 Special Meeting He explained how the information is passed from the testing centers to the CDH and how it is determined if a business needs to quarantine. The challenge is the testing centers report to the county of residence and the CDH does their best to follow up on those cases. The information provided for Valley County is accurate but agreed it does not show how many cases are actually here. Ms. Haskell explained it takes a least a week to learn about cases of out of the area visitors, if she is informed at all and therein lies the challenge. Council Member Nielsen had questions regarding testing numbers. He felt the City should be able to get the number of all the cases reported within Valley County regardless of where the individual is from. Mr. Duke felt the only mechanism that could help with this issue was if the testing centers were to provide the information as the local CDH is not privy to that data.He stated this is an issue for each city and county. Ms. Haskell shared that in regard to the aggregate numbers, an infected person may have to test a several times before allowed back to work and those tests may come back positive a few different times before they reach a negative status and thus the numbers can be inflated. Ms. Green pointed that by the time the hospital learns a person has tested positive, it is unknown how many others have been infected. She does not feel the real-time numbers of positive tests are not a good indicator of who now has been exposed or has it. If relying on the tests,the numbers reported of today are already behind the curve in what is happening in real time. Council Member Nielsen also wanted to know why people were driving to Boise for testing. Ms. Green was not sure why people were traveling out of the area for testing as the capability to test is available here. However, she did state that due to the limited number of tests, they cannot test everyone who feels they may have been exposed and yet have no symptoms. Also, because it is unknown when a person becomes viral, a test may come back negative until the viral load is high enough to test positive. Testing too early gives a false sense of security and the person may let their guard down with protection and hygiene measures exposing others to the virus. She confirmed there is an adequate amount of supplies available at this time but the hospital has a conservative approach and prioritizes the list of patients according to need in order to have the ability to care for those who become critical if suddenly there were a large number cases to arrive at the hospital. Mayor Giles asked Ms. Green if she could approach the St. Luke's corporation about increasing the ability for more local testing to help mitigate people traveling to Boise. She stated she could but shared the entire hospital organization has the same protocols with testing. She could not, however, speak to what practices of Crush the Curve or any other testing centers have. Council Member Holmes asked how many cases have tested positive at the local St. Luke's and Ms. Green stated she does not have those numbers handy and does not monitor those as a daily practice nor is she personally notified when those tests come back positive. Ms. Green clarified for Council Member Sowers the number of hospitalizations has been few at St. Luke's McCall as anyone in critical care are transferred to Boise where there is a better ability to care for them. Mr. Duke clarified the goal with herd immunity but stated it will take years to achieve the 65-70%goal and is banking on a vaccine to help the more vulnerable.He also clarified the numbers are below the peak from a couple months ago and does not anticipate a huge surge for the hospitals in Boise,however,the challenge is not having adequate critical care units at those hospitals to care for all the normal incidences and the virus which is an issue everyone is trying to vet through. Council Member Sowers felt there are other communities (such as Blaine County) ahead of this community in terms of exposure and cases, and he would like the data to be studied and shared to assist in modeling what protocols are necessary to be done here. MCCALL CITY COUNCIL Page 3 of 19 June 30, 2020 Special Meeting Council Member Maciaszek felt the primary question he has heard from the community is regarding the numbers of cases in the County but in hearing today's information,understands it is challenging information to provide. From what he has heard, he feels there is a strong public interest in a resolution with some restrictions for safety but help keep people working so as to not shut down the town again. Mayor Giles does not want to become the second county with the nation's highest infection rate per capita. He feels there is an opportunity to get in front of infection rate with some strong action. He suggests another special Council meeting tomorrow to discuss a resolution,and hopefully learn more about the approach of the City of Jackson, Wyoming to assist with developing a plan. Council Member Maciaszek is in favor of a meeting tomorrow and a resolution with the requirement of masks for in-door public areas to address health and safety but allowing businesses to stay open. Council Member Nielsen is in favor as well and would like to hear the advice of the professionals in attendance. Council Member Holmes is open to a resolution and feels something needs to be done to stay ahead of the curve. Mr.Duke addressed Council Member Nielsen request. He feels face covering are the best tool to reduce exposure and spread as well as allowing business to remain open.It would need to be across the board for all people,not just visitors.He is in support of face coverings inside buildings and outdoors, if around people outside your inner circle. The risk of contamination comes not from passing someone on the street but when the time around others starts to exceed 10-15 minutes. Council Member Nielsen wants to ensure the City helps the local businesses deal with exposure issues and navigate the influx of infections. Mr. Duke felt it is very important that people not only in the workplace but in their personal life do all they can to protect themselves. Ms. Haskell explained there is a ton of information on the CDH website and to please reach out to their staff. Ms. Green stated the hospital was able to learn much from their sister hospital in Sun Valley and therefore implemented a pre-screening trailer for anyone needing to come into their facilities and required masking of anyone coming into the buildings which has been paramount in protecting staff and patients. Since these two requirements were put in place, not one employee has reported sick. It is vital to keep the economy going. Their experience is the majority of people are willing to comply to the masking. Council Member Nielsen wanted to know what to do when an individual has been tested positive or exposed where the employer still requires the person to come to work. Mr. Duke stated this is difficult to manage and problematic to contend with. Ms. Haskell stated often the CDH will contact the employer to help mitigate the issues. Unfortunately, this is not a one-size fits all approach but a case by case basis. Employees can contact the CDH with concerns. Council Member Nielsen is very concerned about employees threatened with firing and wants a collaborate relationship with the CDH and St. Luke's. Council Member Maciaszek wanted it to be clear that he is less interested in 100% enforcement but more support of the businesses in dealing with this issue. Police Chief Justin Williams gave an update on efforts the City has done to support the community and education efforts. He wanted to make sure the Council understood the difference of what an enforcement action is and what is not. He explained an enforcement action is created by an emergency order whereas a resolution is only a recommendation or strong suggestion and not MCCALL CITY COUNCIL Page 4 of 19 June 30, 2020 Special Meeting enforceable by law. If the Council chooses to make an emergency order, the mechanism for enforcement needs to be addressed in the action. This is uncharted waters for a city to create a mandatory mask requirement and advised the Council to think carefully about making an emergency order. He stated he only has 6 officers which is only one officer for every 8000 people when there is a high volume of visitors in town. Mayor Giles would like staff to prepare a resolution for tomorrow's special meeting and received no objections from the Council members. City Manager Spickard suggested to put out a travel advisory to warn visitors of what to expect. She shared West Central Mountains Economic Advisory Council is also putting out information for the community. Communication Manager Erin Greaves shared some of the language she will use and asked for anything specific the Council would like to see put out. Council Member Nielsen suggested something about encouraging Treasure Valley residents to have staycations rather than traveling here for fun. Mayor Giles wrapped up by reiterating the meeting on July 1 will be at 5:00 p.m. for the review of resolution. Things are just now starting to "heat up", in regards to COVID, here.....follow the science and data, protect our community, and remove the stigma of mask wearing...by requiring them from everyone. Ada and Canyon counties are seeing surges in COVID cases, and Valley County's cases are also increasing. Mandatory mask use would enable visitors (many of whom are from the Treasure Valley) to continue to come here, and businesses to stay open, while still providing security for both residents and visitors. Please consider it now, before our cases increase dramatically. Concern at 06/26/2020 12:42 PM From Michelle Kehm—McCall Describe Your Concern: To Mayor Giles, I realize that McCall is a summer recreational destination and I built my livelihood on that fact,but I ask that you please put the health of the residents of McCall first when it comes to requiring masks to be work within city limits whenever people are indoors or not able to properly socially distance. Similar mandates are in effect throughout the country, as you are likely aware of, and there is resounding proof that mask wearing helps to stop the spread of COVID. I am honestly.scared every time I go to Ridleys or Albertsons and Father's Place and see throngs of tourists not wearing masks. They're probably from Boise, which is in the early stages of an outbreak. Let's be smarter than that, please? Let's nip this in the bud now. The residents of McCall deserve your wise judgement and protection.Especially during the next few months,when we'll be visited by thousands of outsiders. McCall is a safe haven. I'm very concerned about people up here not wearing masks, most most that that are going into Albertson's;that is criminal.With the 4th of July coming up,McCall needs to mandate masks. I respectfully and strongly urge you to establish diligent, proactive initiatives to protect our citizens and our livelihood. Dr. Gregory Irvine's succinct and factual message in the Star News this last edition relative to masks,face coverings in this unpredictable pandemic Is something that makes total sense to me. However you have the ability to mandate these things, I support any regulations that would require wearing masks in public venues and our private businesses, particularly retail and grocery stores where we see a broad mix of local and out of area visitors. I implore you to establish a safe rather than sorry management philosophy in governing our community through this difficult time. I am writing to you to request that the city actually impose a requirement for everyone to wear face coverings in public and practice social distancing. This could be limited to when people are inside and not seated at a restaurant, and outside if social distancing cannot be practiced. This could be noticed on banners over the road at the two entry points to town. I think people are coming to visit McCall and are totally skipping all responsible and respectful ways to visit McCall and interact with its residents. I just spoke with a Physician's Assistant yesterday in Boise,who came to McCall last weekend. He said that he thinks people are careful in their home town, but then come to McCall on vacation and fail to practice social distancing or wear face coverings. He went to Mountain Java with a mask on, and they said to him"you must be a local, you have a mask on". This is sad. Everyone should be respecting McCall and its residents, and do what they can to avoid community spread. I think, given the very busy weeks ahead, it would be worth imposing face coverings. We've been told 25+cases of COVID have gone through our hospital in the last week with some of those folks being sent to Boise to be hospitalized yet our official counts only show 11 confirmed eases in Valley County. I understand visitors who are sick with COVID count only in their hometowns, but if they're "recovering" here,we need to know. Where can we go to get an accurate report of the COVID risk in our hometown? Likewise, we are increasingly unclear as to what establishments are safe to support. For example, we've been told Mile High Marina and Shore Lodge have had active cases of COVID, but there is no information posted anywhere to let us know if this is true and, if so,what those organizations have done to mitigate the risk—so, right or wrong,we are simply staying away. In fact, because this information doesn't appear to be transparently reported,we have decided to avoid all local institutions. We don't want to do this, but we have no way of knowing which businesses are safe to support(other than May's Hardware which has been requiring masks since day 1). Is there a way we can determine this so we can help our local business owners? Finally, what steps are being taken to stop the surge in cases? My office is located above Ice Cream Alley. I've stopped using it because I can't safely navigate the path from my house on Roosevelt Avenue to my office without passing groups of un-masked, non-social distancing visitors. It seems to me the best solution for all business owners and residents is to require masks in public. If we do this, we might have a chance of reversing the surge AND keeping our economy running. It appears to offer that rare win-win solution. I fear this coming weekend—without masks we're encouraging super spreader events—which means within 30-days our hospital could be overflowing with cases and friends and neighbors may be dead.
