ORDINANCE NO. 15-2016
AN APPROPRIATION ORDINANCE AMENDING THE 2016 BUDGET
WHEREAS, The Common Council of the City of Richmond, Indiana adopted a budget for
calendar year 2016 on October 19th, 2015 (Ordinance 59-2015); and
WHEREAS, It has been determined it is now necessary to appropriate additional sums of money to
certain funds.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the following additional sums of money are hereby appropriated to the following funds:

RE: Ordinance 15- 2016 An Appropriation Ordinance Amending the 2016
Budget
The Department of Metropolitan Development is requesting approval of Ordinance # 15 -
2016, an appropriation ordinance appropriating $29,651.59 from the Build Indiana Fund,
a Line Item Gorge Grant from the State of Indiana, to the Other Services and Charges
account (214.19.024.191.000.3990).
As of April 12, 2016, the cash balance in the Build Indiana Fund is $29,651.59.
This appropriation is needed to pay the City of Richmond's portion of necessary change
orders for the INDOT Starr Gennett Gorge Project. The Starr Gennett Gorge Project
began in 1994, with this INDOT phase of the project beginning in October of 2012. The
project is scheduled to be completed in May of this year. Currently the project is at 95%
completion, with only brick repair, seeding, plantings and a final inspection still
outstanding.
Over the course of this INDOT phase of the project a total of sixteen (16) change orders
have been requested and approved in the amount of $95,577.48, approximately 3% of the
project total. These change orders have been for a variety of reasons, the most significant
being; Lift Station power cable modifications to accommodate usage, topsoil
specification changes, unforeseen foundation removal and water service connections.
This appropriation request was not made in 2015 because at that time we did not know
that we would have additional change orders that would require the use of these
designated funds. These additional change orders, for brick repair required to make the
building safe and electrical needs, necessitate the appropriation and use of these funds.
