ORDINANCE NO. 17-2016
A SPECIAL ORDINANCE AUTHORIZING THE CITY OF
RICHMOND TO RECEIVE DONATIONS
WHEREAS, The City of Richmond, Indiana, has the option of accepting or rejecting donations for a
specific purpose and the acceptance of a donation for a specific purpose constitutes the
appropriation of such property for the intended purpose; and
WHEREAS, On February 16, 2016, the Common Council of the City of Richmond, Indiana, passed
Ordinance No. 3-2016 to approve and appropriate donations in connection with the
blanket list of programs and uses of the Richmond Parks Department that the Parks
Department has received or will receive during the 2016 calendar year; and
WHEREAS, The Richmond Parks Department would like to seek donations for additional programs
and uses during the 2016 calendar year and would like to amend the list previously
accepted and acknowledged by the Common Council to include those additional
programs and delete unnecessary programs; and
WHEREAS, It is in the best interest of the City of Richmond, Indiana, and the Parks Department to
update the blanket list for the 2016 calendar year to permit the Richmond Parks
Department to seek and accept donations for said programs and events during the 2016
calendar year.
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that all donations received by the Parks Department during the calendar year 2016 for the following
Richmond Parks and Recreation Department programs and uses to be held in 2016 shall be accepted and
gratefully acknowledged by the citizens of Richmond:

Dear Common Council,
Please be advised as we move forward with additions that will be the responsibility of the Parks and
Recreation Department, our donation blanket will need to be evaluated and possibly revised at times.
On February 16, 2016 Common Council approved ordinance No. 3-2016 to allow donations to be
received for several programs and events for 2016. We recently noticed there were a few that were mistakenly
left off the list and would like to be prepared if donations filter in for the following avenues, Farmer's Market,
Skate Park, Riverside Trail and Elstro Plaza
FARMER'S MARKET
In 2015, the Farmer's Market was petitioned to become the direction of the Cityof Richmond, Parks and
Recreation Department with the creation of Elstro Plaza. At that time a Farmer's Market Advisory Team was
created consisting of the Market Coordinator, Vendors and community supporters. A donation account was set
up, however we did not request the account to accept donations in 2016.
SKATE PARK
The Skate Park located in Glen Miller Park is used by many adventure enthusiasts. We are looking
forward to creating a Skate Park Advisory Team with users and neighborhood supporters who want to help keep
this area clean and safe. The advisory team may want to'solicit donations for any improvements, additions or
needs for the Skate Park and a required approval to set up that account.
RIVERSIDE TRAIL
Riverside Trail is coming and I have already had many that would like to support this trail. I would
suggest while amending the current ordinance that we also add in the opportunity to accept donations for this
new addition.
ELSTRO PLAZA
Elstro Plaza is very exciting for several residents, business owners and our entire community. Having
this park will be blessing but also a cost to be determined. It will be essential that we create a donation account
for anyone wanting to help offset costs incurred.
REPAIR FUND
This would be the fund we will need to establish for donations coming in to help offset repairs and
updates within our current and future facilities.
CSX/DEPOT
Acquisition on 2/19/2016 paved the way for great things to come along this corridor and the historic
depot. Insurance has been established and we are working on putting band aids on the facility as we speak.
