HomeMy Public PortalAboutRES-CC-1999-17Resolution 17-99 A RESOLUTION COIs IITTING TO PROJECT IMPACT REQUIREMENTS Whereas, the Moab Governing Body recognizes that the community faces significant disaster threats from floods, fire, and earthquakes as well as from hazardous materials, and Whereas, the Moab Governing Body will continue to work with Grand County and partner with other orgaruzations to nutigate disasters, and Whereas, mitigation efforts have been implemented and through partnerships more effort will be made to address mitigating the impact of disasters in the community, and Whereas, the community will update emergency operation plans and hazard mitigation plans, and Whereas, the City is compliant with the National Flood Insurance Program and will continue to enforce City codes to mitigate problems associated with floods, fire and earthquakes, NOW THEREFORE, WE, THE GOVERNING BODY OF THE CITY OF MOAB DO HEREBY COMMIT TO FOLLOW THE REQUIREMENTS OF PROJECT IMPACT IF CHOSEN AS THE PROJECT IMPACT COMML LAITY FOR FISCAL YEAR 2000 This resolution shall take effect immediately upon passage Passed and adopted by action of the governing body of the City of Moab in open session this /ade.,_, day of 40_ 4,4— , 1999 CITY OF MOAB BY ,l�i[ FP�404 Karla ✓Hancock Mayor abk02(, Rachel Ellison City Recorder 07 08, 99 12 45 Fit 801 533 3770 UTAH DIV CEI ©007 012 In Considering Project impact, please take note of the following l) Project impact is not simply a grant program. It is a program that requires the selected community to change the way thcy deal with natural disaster, through pre -disaster hazard mitigation. 2) Project impact is a program directed by the Federal Emergency Management Agency (FEMA). not the State of Utah The State facilitates. as needed, such as dunng this community nomination/selection process 3) One community is selected per state per year. hence it is quite competitive The selected community will work with FEMA during a two-year period to implement the community's disaster -resistance program 4) The grant provided (S300,000) to the selected community is considered "seed money" Which is leveraged through public and private -sector partnership to higher amounts of funding, perhaps more than S1 million. 5) The community is expected to maintain the Project Impact program beyond the two year's involvement with FEMA, sustaining it into the future through a Community Disaster Resistance Committee(s) 6) The selected community is expected to identify a 25% match for the $300,000, equaling $100,000, or more This can be in -kind match and is often easy to identify within the community's programs. 7) Project Impact is somewhat labor intensive (becoming disaster resistant is labor intensive). It does require time of t.tty officials in establishing partnerships for community disaster resistance FEMA and the State will help you, but at some point, the community will have to take charge and lead the program 8) Project impact is designed to create disaster -resistant communities It works best for a single communtty to apply, rather than a county, because of the limited funds and the required workload Still, counties are selected Tt becomes a matter of how efficiently the funding can be used across a county to achieve disaster resistance 9) There is no way for a community applicant to determine/anticipate ahead of time how their Project impact program will ultimately look, in terms of projects to be implemented Projects to be implemented arise from the Convening Meeting, described below. as part of the community vision 10) Only communities wishing to build a disaster -resistance program into their operations should undertake Prnjectimpact. It is an amazingly -rewarding program for communities which do wish to address this need on an ongoing basis 11) Some community officials/employees must be assigned to work on Project Impact for the process to be successful. 12) There is frequent interaction between FEMA and the community, often at a high level, and with the State. 13) You will find your community addressing disaster resistance, as part of a national effort. Your Project impact colleagues will come from across the country. 3
