REGULAR MEETING OF THE PERSONNEL BOARD
SEPTEMBER 18, 2011
The regular meeting of the Personnel Board of the City of Lynwood was held on
Thursday, September 15, 2011 at 5:00 p.m, in the Council Chambers of City Hall,
11330 8ullis Road, Lynwood, California. The agenda was duly posted as
prescribed by the Brown Act.
CALL TO ORDER
The meeting was called to order at 5:02 p:m. by Chairperson Robinson. Roll call
' was taken by Alfredo Lopez, HR Director.
Commissioner Attendance:

Alfredo Lopez, HR Director; Diane Strickfaden, Sr. Human Resources Analyst;

Led by Commissioner Perez.
APPROVAL OF MINUTES
The motion was made by Commissioner Bradley and seconded by Commissioner
Esparza to approve the minutes of the regular meeting of August 18, 2011 with a
correction on page 4, in the second paragraph fourth sentence. R should indicate
one week two days instead of two weeks and two days. All in favor. Motion
carried.

1NFORMATIONAL ITEMS
`, Mr. Lopez introduced Ms. Diane Strickfaden Senior HR Analyst who provided a
presentation to the Board about the new e-recruitment system-NEOGOV. Ms.
Strickfaden provided the Board with an overview of how the new system works.
She then demonstrated to the Board what an applicant would have to do when
interested in applying for a job within the City of Lynwood. She concluded with
showing the Board the steps a recruiter will need to take to establish an eligibility
list. The Board thanked rs. Strickfaden for her presentation.
We then briefly informed the Board ab'out the open recruitments: Account Clerk, „
Building and Safety Manager and Controller and Audit Manager. Diane noted that

to date, there had been a little over 400 applications received for the position of
Account Clerk.
Mr. Lopez then informed the Board that he had inquired about the final 2011-2012
budget and was informed that iYs in the printing stages. When ready, HR staff will
provide the Board with a copy of the organization charts.
COMMISSIONER & STAFF ORALS
Commissioner Perez informed the Board that he had submitted his campaign
- papers to run for the City Treasurer position. The Board wished him good luck in
the process.
Commissioner Esparza stated that he had referred someone to the Crossing Guard
Program and she got hired.
Commissioner Bradley asked if anyone knew the unemployment rate for the City of
Lynwood. Ms. Strickfaden responded that last year it was in the neighborhood of
19%.
Mr. Lopez informed the Board that there would be an upcoming opening for
students. The applicantmust be a Lynwood resident, 16 years old, and would have
to be an active high school or college student. The students will make $9.80 per
hour. There will be 10 temporary, seasonal positions assigned to planting trees
around the City. He then asked the Board if they knew of anyone who would be
interested to refer them to the City's website to complete an on-line application.
The recruitment is open until October 6� or the first 50 applications received,
whichever comes first.
He then thanked Ms. Strickfaden and Ms. Delgadillo for their hard work and
dedication during the implementation process of the new on-line recruiting.
ADJOURNMENT
Commissioner Esparza made the motion to adjourn and Vice-chair Espinoza
seconded. The meeting adjourned at 5:50 p.m. All in favor. Motion carried.
