By GHD Inc. Proposed stormwater improvements including installation of concrete seawall, installation of fiber rolls,grading, and relocation of water hydrant. Work will occur within a Salt Marsh and Land Subject to Coastal Storm Flowage. The applicant has requested to Continue the hearing to 11/5. Motion: A motion to Continue the public hearing to the meeting on 11/5 was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Isaac Braddock 1 Braddock's Way By Coastal Engineering, Co. Assessor's Map 49, Parcel 13-1, 13-3 & 51. The proposed installation of a gravel turn-around, re-grading of roadway, and invasive plant removal. Work will occur within 100'to the Edge of a Wetland and within the Pleasant Bay ACEC. The applicant has requested to Continue the hearing to 10/22. Motion:A motion to Continue the public hearing to the meeting on 10/22 was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Certificate of Compliance Jeanette Clough 27 Franz Rd. SE 54-2245 The lifting of an existing single-family dwelling; demolition of an existing foundation; construction of a new foundation; expansion and replacement of decks; and second floor expansion. Work occurred within 100' of a Salt Marsh, Coastal Dune, and Land Subject to Coastal Storm Flowage. Motion:A motion to approve the Certificate of Compliance was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Administrative Reviews Robert and Laura Muller 58 Tides End Ln. Proposed replacement of existing deck and construction of a roof deck. Work to be done by Muto Construction. David Lyttle from Ryder and Wilcox, Inc.was present. He informed the Commission of the chosen colors and materials for the proposed roof deck. Motion: A motion to approve the Administrative Review was made by Judith Bruce and seconded by Ginny Farber. Vote: 7-0-0 John Brink 9 Kescayogansett Rd. Proposed removal of one dead pine tree and pruning of several other trees for view purposes. Work to be done by Tree Works. Motion:A motion to approve the Administrative Review was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Charles Foss 4 Freeman Ln. Proposed removal of one oak tree. Motion:A motion to approve the Administrative Review was made by Ginny Farber and seconded by Judith Bruce. Vote: 6-0-1 (Walter North opposed) Kathleen Larson 10 Academy Place Proposed removal of three dead trees and pruning of two trees. Motion:A motion to approve the Administrative Review was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Richard Demorais 11 Sea Breeze Ln. Proposed installation of a 10x12' shed and pruning of one pitch pine. Work to be done by Elite Grounds Services. Motion: A motion to approve the Administrative Review was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Beth Placke 22 Viking Rd. Proposed removal of one leaning pitch pine. Motion:A motion to approve the Administrative Review was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Sue Bogdanoff 126 Lake Dr. Proposed removal of one pitch pine. Work to be done by Estate Landscape Management. Motion:A motion to approve the Administrative Review was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 • Appointment Dredge Advisory Committee Alternate The Commission briefly discussed the need for an alternate however no one was appointed at this time. Administrators Business Discussion of possible CPC application for improvements at Crystal Lake Conservation property Mr.Jannell suggested possible changes to the Crystal Lake beach area to improve public access. The Commission discussed budget for these improvements. Motion:A motion to request funding in the amount of$25,000 from the Community Preservation Committee for improvements to the Crystal Lake Conservation property,was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Enforcement Update • Phillip and Janine Howarth 16 Snow Way Mr.Jannell reported he did not have concerns with the mowing and was pleased with the work done. The final report for this project is due at the end of October. Chairman's Business Approval of minutes from meeting on 9/24 Motion:A motion to approve the Minutes from the meeting on 9/24 was made by Ginny Farber and seconded by Judith Bruce. Vote: 7-0-0 Other Business Mr. North suggested discussion topics for next week's meeting including signage for Town conservation areas,the potential for updated technology in the meeting room, and a discussion pertaining to impervious surfaces as allowed by zoning bylaws. Mr. Brink informed the Commission that Selectman Meff Runyon remains the liaison for the Commission. He suggested to meet and discuss with Mr. Runyon any thoughts or expectations the Selectboard may have of the Conservation Commission. Site visits to Tonset Road Landing, 29 & 35 Uncle Marks Way, and 14 Twitchknot Farm Way were discussed. Motion: A motion to adjourn the meeting was made by Ginny Farber and seconded by Judith Bruce.
