A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, EXPRESSING
THE VILLAGE'S INTENT TO CONTINUE UTILIZING THE
PEOPLE'S TRANSPORTATION PLAN (PTP) FUNDS FOR
THE FREEBEE TRANSPORTATION SERVICE,
PROVIDING FOR RATIFICATION, AND PROVIDING FOR
AN EFFECTIVE DATE
'WHEREAS, over the last several years the Village of Key Biscayne (the "Village )
and the Key Biscayne Community Foundation Inc (the Foundation ) have worked together
to address transportation mobility issues within the Village and
WHEREAS, with the assistance of the Village and through an agreement with the
Foundation BeeFree LLC d/b/a Freebee (the "Freebee") currently operates a mobile
application based transportation service within the Village, and
WHEREAS, on November 17 2015, the Foundation along with Councilmember Kelly
gave a presentation to the Village Council regarding Freebee (which was known at the time as
Key Ride) and potential funding sources for the transportation service, and
WHEREAS after an extensive discussion the Village Council unanimously voted to
direct the Village Manager to looked into a circulatory fixed route transportation system to be
paid by the People s Transportation Plan (PTP) funds and operated by Freebee through its
agreement within the Foundation (the Freebee Fixed Route ), and
WHEREAS, commencing m the 2016 2017 fiscal year budget and continuing through
the current year s budget the Village Council has approved via ordinance a budget line item for
the Freebee Fixed Route and
WHEREAS, Miami Dade County staff has requested that the Village Council adopt a
resolution ratifying its decision to utilize PTP funds to pay for the Freebee Fixed Route and

WHEREAS, the Village Council desires to express its intent to continue utilizing PTP
funds for the Freebee transportation service, which now includes on -demand as well as fixed -
route services; and
WHEREAS, the Village Council finds that this Resolution is in the best interest and
welfare of the residents of the Village.
NOW, THEREFORE, BE IT RESOLVED BY THE VILLAGE COUNCIL OF
THE VILLAGE OF KEY BISCAYNE, FLORIDA AS FOLLOWS:
Section 1. Recitals. That each of the above -stated recitals are hereby adopted,
confirmed, and incorporated herein.
Section 2. Expression of Intent. That the Village Council hereby expresses its intent
to continue utilizing PTP funds for the Freebee transportation service.
Section 3. Ratification. That the Village Council hereby ratifies its previous
decision to utilize PTP funds for the Freebee Fixed Route.
Section 4. Effective Date. That this Resolution shall be effective immediately upon
adoption.
