Harbour Police Department that I requested in order to enhance the flow of communication
and transparency.

Summary of Activities and Event
Code Enforcement
Due to vacation or emergency leave, CEOs worked two days this week.
CEOs conducted 29 Ordinance Investigations during this week. CEOs are patrolling the jetty, beach and
walking path areas for dog restriction violations. We received two calls regarding a dog on the beach.
In each incident the dog(s) were documented service dogs.
CEOs assisted the Patrol Division by patrolling the areas of the Farmers ’ Market on Sunday. CEOs are
monitoring the area for activity which may require police assistance and code violations.
One ordinance warning was issued to a construction site due to appearance and maintenance violations.
A Bal Harbour police sergeant discovered a storm drain contractor for the Bal Harbour Shops conducting
work after hours. The work was immediate terminated and the crew cleared. CEOs followed up on the
case and issued an Ordinance Violation Warning.
Criminal Investigations
Criminal Investigations assisted Village administrators by conducting a pre-employment background
check for an applicant to the position of municipal service worker. The background includes checks of
public records, criminal records, driving records, credit records, and the like.
Detectives continue to investigate an allegation of internal theft from a retailer at the Bal Harbour Shops.
Detectives met with attorneys representing the store and obtained information about the transactions
and suspected employees. The suspects allegedly used false returns, cash to credit conversions, and
false item destruction records resulting in losses of approximately $400,000.
The investigation will be long-term as investigators continue to work with company representatives in
Florida and France to determine if sufficient proof is available to proceed with criminal charges.
The CID prepared search warrants related to data from on-line sales apps in its effort to identify suspects
involved in a snatch-and-grab robbery that occurred at a beachside condominium. The investigation
revealed the suspects may have used on-line sales apps to contact the victim and arrange the meetings
which led to the robbery. The search warrant is currently in the hands of the State Attorney’s Office for
review.
Detectives identified a retail theft suspect targeting an anchor store at the Bal Harbour Shops. The subject
is linked to three (3) thefts at the same Bal Harbour store and at retailers in Boca Raton. Detectives
prepared an arrest warrant for the suspect and forwarded the same to the State Attorney’s Office for
review. There are currently five (5) warrants pending review at the State Attorney’s Office for different
subjects involved in thefts at the Bal Harbour Shops.
Detective Gonzalez taught an Autism Awareness course at the Miami Police Department’s Academy. The
course is offered to new recruits and is part of required training for new and current police officers.

The Collins Corridor Unit (CCU) continued their efforts this week by conducting high visibility patrols
throughout the Village and enforcement along the Collins Avenue Corridor. Additionally, the CCU
augmented the efforts of road patrol officers by conducting additional and frequent area checks of the
Shul of Bal Harbour and Young Israel in Surfside in light of the events in the middle east. In addition, CCU
patrolled and assisted with the Farmers’ Market on 96th Street.
This weekend, the CCU participated in a Breast Cancer Awareness bicycle ride event which was organized
by the Bicycle Patrol Coordinator of the CCU. The event consisted of a 3-mile ride throughout Bal Harbour
Village which was being led and trailed by the Bal Harbour Village and Bay Harbour Islands Breast Cancer
Awareness vehicles. The participants included Bal Harbour Village residents, visitors and police officers
from Bal Harbour Village and the Surfside Police Department. The event was featured on the police
department and Bal Harbour Village social media platforms.
At the conclusion of the event, the police personnel participating in the bicycle ride assisted road patrol
officers with searching for an individual trespassing at the Beach Haus property. The officers on bicycles
were assigned to perimeter points and conducted searches of the apartments, Collins Avenue, north lot
and the beach.
A CCU Officer and the CCU Supervisor attended a Basic Patrol Rifle Training Course at the Miami -Dade
Public Safety Training Institute. As part of the training, Officers received instruction on the nomenclature
and functions of the Colt AR-15 and shooting marksmanship principles. Additionally, students were
required to show proficiency by obtaining a passing score during the shooting qualification course. Both
the CCU Officer and Supervisor successfully completed the course.
The CCU conducted speed enforcement, License Plate Reader (LPR) enforcement along Collins Avenue
and assisted road patrol with calls for service, as needed.
The second CCU Officer was on vacation leave two days.
Marine Patrol / Beach Safety Officer Details

Marine Patrol continued their efforts in maintaining Bal Harbour Village safe by conducting high visibility
patrols in our coastal areas including the Atlantic Ocean (beach side) and our intra-coastal waterways.
Bal Harbour Police Marine Patrol and Miami Dade Police Marine Patrol responded to reports of an
unattended blue jet-ski near 226 Bal Bay Drive. The owner of the jet-ski, a Bal Harbour resident, was
located and retrieved their watercraft. The incident was due to improper mooring. While on routine
patrol, a Marine Patrol Officer observed a blue jet-ski attempting to dock at 252 Bal Bay Drive. The Marine
Patrol Officer immediately questioned the presence of the watercraft and the investigation revealed the
jet-ski operator was intending to drop off two females who needed to get an Uber. The officer advised
the individuals that they were on private property and were not allowed to be dropped off there. After
completing criminal records check on the individuals, the operator and occupants were directed to the
Haulover Marina and left the area without incident.
Throughout the weekend, approximately five vessels at the sandbar were asked to lower their music. The
captains were informed and educated on the recently amended Miami-Dade County Ordinance, Section
21-28(4)(b) and were advised that this encounter would be documented and future violations would result
in a $100 Civil Citation to be issued. The vessel captains lowered the music and did not violate the
ordinance for the remainder of their visit at the Sandbar.
Marine Patrol also participated in the Breast Cancer Awareness bicycle ride.
On Monday, Tuesday and Wednesday Marine Patrol was assigned to work the beach. The Marine Officer
conducted frequent area checks of the hardpack, jogging path and jetty.
Beach Safety Officer
The BSO attended a Basic Rifle Patrol training at the Miami Dade Public Safety Training Institute and only
worked field operations on Friday October 20.
The Beach Safety Officer (BSO) conducted high visibility patrols and area checks of the hardpack, jogging
path and jetty.
The BSO participated in a Breast Cancer Awareness bicycle ride on Sunday and assisted road patrol units
in searching for an individual who was trespassing at the Beach Haus property.
The BSO followed up with Public Works in reference to the beach flag poles in need of
repair/replacement. Public Works advised they are working on completing these repairs and finalizing
replacements.
A ResQ disc was missing from the area of 10225 Collins Avenue. The BSO replaced the ResQ disc with a
new one.
Summary of Noteworthy Calls for Service
10/20/2023 Vehicle Accident 96 Street & Harding Avenue
A teenager riding his bicycle was struck by a vehicle at the intersection. The juvenile did not sustain any
injuries. The teen’s father was located and he responded to the scene to check on his son’s welfare.
The driver was cited accordingly.
10/21/2023 Disturbance 9700 Collins Avenue
Officers responded to a disturbance at a jewelry store in the Bal Harbour Shops after a customer argued
with store clerks. The customer wanted to exchange a watch. Further investigation revealed the
customer was at the wrong jewelry store. He left without further incident.
10/21/2023 Loud Music 100 Block of Camden Drive
A loud party led to a police response to a residence in the gated community. The homeowners were
having a bar mitzvah for their 13-year-old son, but neighbors complained the music was too loud.
Officers responded to the scene and the homeowner agreed to lower the music. Police received no
other complaints about the party.
10/21/2023 Property Dispute 10200 Block of Collins Avenue
A rental car agent attempted to retrieve a car from a beachside condominium after the renter left the
country. Since the condo owner had not notified valet that the vehicle would be picked up, valet
personnel did not release the vehicle. Officers responded to the scene and confirmed the rental car
agency was the owner of the car and the lease papers were in proper o rder. The valet released the
vehicle without further incident.
10/22/2023 Neighbor Dispute 10 Block of Park Drive
A resident at an apartment in the gated community complained his downstairs neighbor was banging
on the ceiling. Officers responded and learned the neighbor below was banging on his ceiling to
protest noise from his neighbor above. Officers met with both parties and resolved the complaint
without further police action.
10/22/2023 Suspicious Incident 200 Block of Bal Bay Drive
Management at a westside hotel reported an unknown person may have slept in a vacant hotel room.
Hotel staff discovered the intrusion and contacted police. Officers responded to the area and
attempted to located the person who may have used the room, but to no avail.

10/23/2023 Flyer Postings 9600 Block of Collins Avenue
An unknown person placed a large quantity of flyers related to the conflicts in Israel on trees along the
beach walking paths. Officers and Public Works personnel responded to the area and removed the
flyers. Officers continued to monitor the Village for other unauthorized postings.
10/24/2023 Suspicious Person 10175 Collins Avenue
A homeless male was located on the hardpack area behind one of the condominiums. The male was
not wanted or reported missing. The male was afforded the opportunity to be transported to a shelter
but refused. Officers completed a field interview report and the male left the area.
10/26/2023 Suspicious Person Gated Community Pedestrian
Gate
Kent Security reported an unknown person entered the pedestrian gate along the 9700 Block of Collins
Avenue. The initial report indicated the person may have somehow defeated the gate locking
mechanism to gain entry. Officers responded but could not located the person. The lock did not
appear to be damaged and had no tamper marks. Units were alerted with a still photo of the suspect.
10/26/23 Suspicious Person 10200 Block of Frontage Road
Officers responded to a complaint of a person sleeping behind the storage area under the Haulover
Bridge. Officers found a homeless male who claimed to be passing through the area. The male had
proper identification and no criminal record. Officers offered the male homeless services, before the
male left the area without further incident. (Note: The homeless male did not match the description of
the person who entered the pedestrian gate. (See comments above) and he did not match the
description of the person who may have used a room at the westside hotel.) An ongoing security check
was issued for this area.
10/26/2023 Motor Vehicle Accident 9700 Block of Collins Avenue
A driver lost control of his vehicle and struck two (2) palm trees. The trees sustained some damage and
the Christmas lights were damaged as well. Public Works supervisors were notified and photos of the
damage was documented as well.
10/26/2023 Traffic Stop / Arrest 10100 Block of Collins Avenue
A Bal Harbour police officer initiated a traffic stop after witnessing an infraction. The investigation
revealed that the driver had two (2) open bench warrants for his arrest. The driver was taken into
custody and transported to the Miami Dade County Jail. The vehicle was towed from the scene to the
impound lot.
